SPECIFICATIONS
The object of this experiment is to determine what
level of combined bending & torsion cause elastic
failure in different materials and to compare them
with various theories of failure. The apparatus uses
specially machined specimens which are clamped at
one end to the base plate and at the other end to a
counterbalanced circular loading plate.

This apparatus is used for investigation of the
stresses and strains in a thick-walled cylinder under
internal pressure. It is two-part cylinder with flat
groove. The strain gauge applied at various radial
points in the groove and on the cylinder surface.
Hydraulic cylinder with hydraulic pump is used to
generate pressure. Hermetically sealed hydraulic
system and multi-pin connector for measuring
amplifier provided.

This apparatus is used to study cable tension
resulting from uniformly distributed, point, rolling
loads on a rigid deck. The measured and theoretical
values are compared. It consist of twin stranded steel
cables with hangers, rigid bridge deck, load cells. In
this apparatus multiple load positions achievable and
cable tensions measured using load cells.

A sturdy bench top mounted unit for torsion testing of
varying

failure/destruction. Using a speed controlled electric
motor torque is applied through the drive gearboxes
rigidly attached at one end of the base frame.

ABC dry chemical fire extinguishers, also called multipurpose fire extinguishers, use a dry chemical.
Commonly purchased in office buildings, they are
appropriate for the most common types of fire,
including wood, paper, and plastic fires, as well as
flammable liquid and electrical fires.
This is a small version of UTM. The test piece is held
horizontally and axial load is applied with the axial
sliding of the gripping chuck (in which the test piece
is gripped) either manually or with an aid of an
electric motor. The test bars are a miniature version
of the bigger test bars used for testing on UTM.

QUANTITY
ABC dry chemical fire extinguishers, also called
multi-purpose fire extinguishers, use a dry
chemical. Commonly purchased in office
buildings, they are appropriate for the most

common types of fire, including wood, paper, and
plastic fires, as well as flammable liquid and
electrical fires.
The objective of this experiment is to calibrate
pressure gauges. It consists of a precision
machined stainless steel piston and cylinder with
calibrated weights. The weights are applied on the
upper end of the piston rod to generate pressure.
The assembly is mounted on adjusting screws
with a bull’s eye level. The pressure gauge is
connected to the cylinder, thus subject to known
Dead Weight Tester pressure and comparison with the gauge reading
can be made. The cylinder can be simply refilled
with liquid from the reservoir without removing
the piston.

Description:
The objective of this test set is to study the single
stage
reciprocating
air
compressor
characteristics. An industrial type compressor is
driven via a vee-belt by a
motor with an advanced inverter. The air receiver
has a safety valve, a drain valve and a discharge
valve. The unit is equipped with necessary
measuring instruments and is on wheels.
Experimental Capabilities:
 Compressor characteristics e.g. volumetric
efficiency.
 Isothermal efficiency, brake horsepower,
pressure ratio.
 Temperature ratio.
 Effect of compressor speed.
The test set is for studying the two stage
reciprocating air compressor characteristics. An
industrial type compressor is driven via a vee-belt
by a motor with an advanced
inverter. Air cooling between the two stages is by
finned tubes. The air receiver has a safety valve, a
drain valve and a discharge valve. The unit is
equipped with necessary measuring instruments
and is on wheels.

Centrifugal
Compressor
The objective of this equipment is to study
characteristics of multi-stage compressors which
are used for high pressure deliveries of gas flows
or suction duties. The kinetic energy imparted to
the gas by the impeller rotation is converted into
pressure energy, which progressively increases
from stage to stage.

Standard Terms & Conditions
1. DEFINITIONS
1.1. MUST: Mirpur University of Science & Technology.
1.2. SLA: Service Level Agreement. The level of service which MUST purchases
from vendor in respect of the service
1.3. RFP: Request for Proposals.
1.4. BOQ: Bill of Quantities.
1.5.
Warranty/Services of items/parts: All hardware, support, repair,
replacement, backups, preventive maintenance, onsite service Monthly ,
quarterly, batteries, power boards , Keypads , mouse , chargers , Lenses ,
electrification etc. and services of all software including its installation,
configuration, updates, upgrades & principal online support. All patches
upgrades, updates and OS images and its deployment as and when
announced.
1.6. Total Bid Value: Cost of Equipment (including optional equipment) Cost of
Extended Warranty and Cost of services as per tender document.

1.7. Total Contract Value: Cost of Equipment, Warranty and Services as per the
supply order by MUST at the time of Contract Agreement.
1.8. Bidder: Bidder who submit the proposal.
1.9. Selected Bidder: Bidder selected for the award of tender.
1.10. Prospective bidder: Bidder who intend to participate in the tender process
2. INTRODUCTION
The Mirpur University of Science & Technology is established with the aim of
facilitating the higher education sector to serve as Socio-Economic Engines for the
development of Pakistan. To augment its vision, MUST has always believed and
encouraged technology as a tool for the higher education sector to leap-frog and
catch up with the pace of socio-economic development of the developed world.
3. SCOPE OF WORK
The scope of the project is to supply and Installations of Lab. Equipments and
other accessories at Mirpur University of Science & Technology (Mirpur Campus
of the University department of Mechanical Engineering).
Following requirements define the scope of work of this tender.
3.1 The Selected Bidder will be responsible for the supply, installation,
Integration, testing, commissioning, maintenance and spare parts. Service
provision for all equipment/entities at MUST site.
3.2 Selected Bidder must ensure that the supplied equipment is fully
operational, new and perform properly and meet RFP's Technical
Specifications.
4. BIDS SUBMISSION REQUIREMENTS
The objective of bid submission requirement is to provide bidders the
information to submit their bid in response of this RFP according to the
specifications defined in this RFP and in order/sequence as set forth in this
document. Bidders must follow following requirements for their proposals/bids
preparation and submission.
4.1. For this tender PPRA's Rule number 36(a) `Single stage - Single Envelope
Procedure' for open competitive bidding shall be adopted.
4.2. The bidder is required to submit Bid in Single Envelop. Envelope should also
be labeled with the name, address and contact number of the bidding
company.
4.3. Bidders shall submit Financial Proposals along with brochures/data sheets
explaining of the items quoted.
4.4. Bidders shall submit a signed letter with Official stamp affixed on it as per
the format given in Form I as a cover letter to the Bid/Proposal.
Bids/Proposals submitted without this cover letter may not be accepted
and bids will likely to be rejected straightaway.
4.5. Bidders shall provide Company profile, Authorization & relationship with
principal firm(s), location of branch offices, company experience in related
field, technical staff details (branch-vise), project completed, major clients'
list. NTN –GS and Registration under companies’ ordinance 1984.
4.6. Equipment's technical details (brochures, data sheets etc.) mentioning
compliance and properly highlighting all the compliance specification as
requested/ Exceeded using florescent highlighter of quoted
hardware/equipment and material with their make, model, part number,
etc.
4.7. Bidders are required to fill and sign all pages of submitted proposal, and
submit it as Financial Proposal.
4.8
Bidders may submit their financial proposals in PAK Rupees (PKR) and
foreign currency (purchase through letter of credit)
4.9. A bank draft equal to 2% of the Total Bid Value should accompany the
bid as part of financial proposal as earnest money drawn in favor of
Treasurer, Mirpur University of Science & Technology, Mirpur AJ&K .
The bid shall not be considered without earnest money.
4.10. Each quoted item in bid will be labeled separately.
4.11. Rates quoted in the Bid should be containing all the applicable taxes.
5. SELECTION PROCEDURE
5.1. A one step process will be used for the selection of a bidder for the
award of this tender.
5.2. MUST's intent in issuing this Tender Document is to award a contract to
the lowest evaluated and best responsive bidder who meets
specifications as laid out in Technical Information Form I and who fulfill
all Mandatory Requirements mentioned in General Terms and
Conditions. If any of the requirements or equipment specifications is not
met by the bidder, the bid will be considered as non-responsive, and the
bid of the next lowest bidder will be considered.
5.3. Evaluation shall be made 70% on Technical and 30 % financial basis.
The evaluation will also include marks for

5.4. After the approval of contract award, as per The Stamp Act 1899 Article
22-A as mentioned below a contract agreement on the stamp paper
shall be executed by the firm with selected bidder within 15 days from
the date of issuance of Letter of acceptance / supply order.
6. TERMS OF PAYMENT
6.1.
6.2.
No payment shall be made in advance to the selected bidder/vendor as
mobilization advance.
Ninety percent (90%) cost of equipment shall be payable to the Contractor
within one month upon successful installation, proper integration,
testing & commissioning of all equipment as per requirements of MUST,
Mirpur AJ&K.
6.3.
Ten Percent (10%) of the payable amount against each invoice/payment
will be retained as security/retention money. 10% retained money will be
released after successful completion of 1st year warranty Services. A
certificate will be issued in this regards by MUST, Mirpur AJ&K.
6.4.
All payments shall be made through cross cheque in the Pak Rupees.
6.5.
Taxes will be deducted at source as per government rules at the time of
payment irrespective of the date of invoicing.
6.6.
The 2% earnest money of the successful bidder will be returned after the
supply of equipment of the contract within 10 days.
6.7.
MUST Technical Committee reserves the right to cancel the order, if work
progress is not up to the satisfaction of the Committee. If work done by
third party selected in accordance with the PPRA rules subject to the
condition that if the first party has to pay any amount in excess of the
agreed amount, the difference will be recovered from the second party.
6.8 Quantity may be increased/ decreased at the time of agreement/supply order.
7. LIQUITDATED DAMAGES
7.1.
In case of delay, the Technical Committee, of MUST reserves the right to
suggest to Competent Authorities for imposing a penalty not exceeding
10% of the total amount of the contract at the rate of 1% of the bill for
each week of delay.
7.2.
If the work is not executed according to the satisfaction of the Technical
Committee, of MUST, the Competent Authority reserves the right to reject
it altogether or impose a penalty not exceeding 50% of the contract
amount.
7.3.
In case of services delay or unsatisfactory service deliver non -complying
the terms of the comprehensive warranty services, vendor performance

8. GENERAL TERMS AND CONDITIONS
8.1 Only authorized dealer, registered reseller/ partner for required than 1.000
million cost, as mentioned in Tender document can participate
(documentary proof is mandatory).
8.2 Income Tax Certificate and GST Certificate.
8.3 Authorized Dealer, Partner for all Items quoted.
8.4 Location of Offices (Islamabad/Rawalpindi/ Prominent Cities of Pakistan
geographically located near Mirpur, Azad Kashmir)
8.5 Project Execution Plan (Time Line, Resources, Dedicated Staff, Shared
Staff) if required for more than Rs. 1.000 million.
8.6 Technical/Purchase Committee may visit venders facility to check the
samples/equipment
8.7 An affidavit to the effect that the firm has not been blacklisted by any
Government/Semi Government organization.
8.8 The University reserves the right to accept/reject wholly or partially any
tender at any stage of the tender process with recorded reasons
8.9
Validity period of the bids shall be 4 months (120days).
8.10 The decisions of MUST will be binding on all concerned and will in no case be
challengeable at any forum or any court of law.
8.11 Bids are liable to be rejected if; they are not conforming the terms,
conditions and specifications stipulated in this RFP.
8.12 During the examination, evaluation and comparison of the bids, the MUST at
its sole discretion may ask the bidder for clarifications of its bid.
8.13 The request for clarification and the response shall be in writing/email.
8.14 Total Bid Value shall cover cost of equipment with three year warranty.
8.15 The amount submitted as Earnest Money shall be refunded to the
unsuccessful bidders after the decision of "Tender Committee" for the award
of said tender.
8.16 If there is a discrepancy between unit price and total price in the submitted
bid which is obtained by multiplying the unit price and quantity, the unit
price shall prevail and total price shall be corrected. If there is a discrepancy
between the words and figures, the amount in words shall prevail. If there is
a mistake in addition/ totaling, that shall be corrected. If the bidder does not
accept the corrected amount of bid, his bid shall be rejected and his bid
security forfeited.
8.17 Conditional Bids will not be entertained.
8.18 For this tender all updates/changes shall be communicated through email
and also be posted on MUST website.
8.19 In case of any dispute between the two parties of any matter arising out of
after signing the contract agreement, the case shall be referred to Vice
Chancellor, MUST whose decision shall be final and binding on both parties.
8.20
Maximum delivery time for all items is 6-8 weeks.
8.21
Bids submitted via email or fax will not be entertained.
8.22 Bidders indemnify MUST against all third party claims of infringement of
patent trade mark, industrial design rights arising from use of the goods of
any part thereof in Pakistan.
8.23 Number of equipment and its parts may be increased or decreased as per
MUST requirement.
8.24 Firm may ensure the availability of parts for next 3 Years
9. MEET OR EXCEED SPECIFICATIONS
The specifications provided in this RFP are the minimum requirements of MUST.
The vendors must meet/ exceed these specifications to meet the actual
requirements of MUST and its successful practical implementation. But in such
a case additionally proposed or altered specifications should clearly be
highlighted to enable MUST to clearly identify modified specifications.
