EVENT BACKGROUND

Apparel Export Promotion Council (AEPC) in collaboration with the four major garment exporters associations organizes the India International Garment Fair (IIGF), bi-annually.

The next IIGF i.e. 56th in the series is scheduled to be held from 20 – 22 January, 2016 at

Hall Nos. 8 to 12A, Pragati Maidan, New Delhi.

The fair has become very popular among overseas importers and buying agents and the number of trade visitors has been increasing steadily. Over 500 exporters will participate in this fair and display their products.

AEPC invites Tenders from established agencies/firms (single entity) for “PROVIDING

FOOD & BEVERAGES (F&B) SERVICES DURING 56 TH EDITION OF INDIA

INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD FROM 20 – 22 JANUARY,

2016”. The terms and conditions/eligibility criteria is given in Annexure-1.

The offer of tender for “PROVIDING FOOD & BEVERAGES (F&B) SERVICES

DURING INDIA INTERNATIONAL GARMENT FAIR (IIGF)” will be valid upto 31 st

January, 2016.

Amendment in Tender Document: At any time till 7 days before the deadline for submission of bids, AEPC may, for any reason, whether at own initiative or in response to a clarification requested by a prospective bidder, modify the bid document by amendment.

Such modifications shall be uploaded in the AEPC / IGFA websites. All such amendments shall be binding on all the bidders. AEPC also reserves the right to amend the dates mentioned in the tender.

2.

SPECIFICATION OF TASKS REQUIRED TO BE CARRIED OUT

The F&B Vendor needs to set-up an international standard cafeteria with the following specifications:

 Adequate space with set-up would be provided by the organizer

 The International Standard cafeteria shall be set-up by the F&B Vendor. Display tables for

 The round tables and chairs for the cafeteria in different Halls will be provided by the organizer. setting-up of cafeteria at various positions at the fair venue shall be arranged by the vendor of their own.

 The vendor will depute adequate trained manpower and support staff.

 International quality snacks and beverages during non-lunch hours.

 Operation throughout the shows from 9.30 AM to 6.30 PM and also for set-up days.

 The vendor should bring at least 3/4 renowned brands (like Dominos Pizza/Pizza Hut, Costa

Coffee/Cafe Coffee Day, KFC, Vaango, etc.), who would set-up their sale counter for the visiting buyers, participants, etc.

 The brands should sell their products on the Maximum Retail Price available in the local market.

 The agencies, who are not empanelled with ITPO, will have to bear the charges to be levied by ITPO for hiring of outside caterer. (Presently, the charges levied by ITPO for hiring outside caterer is Rs. 50,000/- + ST per day). Further, the agency will have to bear the charges for hiring of kitchen, electricity, water and gas.

 International Buyers would be provided Lunch on complementary basis by the organizer on all three days of the fair at the designated Buyers Lunch Area (Lounge over Hall No. 7D).

 Exhibitors and other trade visitors shall pay directly at cafeteria for Lunch.

 The Coupons for complimentary lunch will be issued to the International Buyers and VIPs.

The F&B Vendor shall collect all coupons and submit to Organizer along with the final bill.

 The coupons for lunch and retail sales would be printed by the organizer. However, the cost of printing shall be borne by the vendor.

 International cuisine buffet may be provided to buyers/participants during lunch hours with different lunch menu for all the 3 days. The proposed menu of lunch is given in Annex- 1.

 All Food and Beverages products to be sold in cafeteria would be against the coupon printed by the organizer and the details of retail sale from each counter would be submitted to the representative of the Council deputed therein at the end of each day.

 High Tea would be organized after inaugural function on 20 th January, 2016. The organizer would give MG for the High Tea (tentatively 175 pax + 25), menu of which is given at annexure 3.

 The organizer would give MG for the lunch to be arranged for buyers during three days of the fair. The tentative MG for the first day is 350 pax + 50, however, the exact number of MG would be intimated 15 days before the start of the fair. The MG for the second day would be intimated in the evening of the first day and for the MG for the third day would be intimated in the evening of second day. The payment for this would be made as per actual consumption at approved rates.

 The agency has to distribute mineral water to each participant of the fair, as per the distribution list to be provided by the organizer. This distribution would have to complete before lunch on the first day of the fair.

 The vendor would also provide customized Packaged Drinking Water – 200 ml (IIGF customized of any well known brand like Aquafina, Kinley, Bisleri, Kingfisher etc.) for the participants/buyers. The requirement of bottles of 200 ml is approximately 40000 nos.

These bottles are to be delivered at Pragati Maidan, New Delhi.

The agency should sell all the products to the buyers, participants, organizer as per the rates approved by the organizer.

PROCEDURE FOR SUBMISSION OF BIDS

The agency qualifying the eligibility criteria shall submit the tender in two separate covers, as follows:-

Cover (A) – Superscribed as Technical Bid, which should consist of the following documents:-

Demand Draft for Rs. 50,000/- towards EMD in favour of “Apparel Export Promotion

Council” payable at Gurgaon, Haryana. The agencies registered under NSIC, are exempted from EMD subject to submission of documentary evidence for the same.

2016”. The words ‘Tender’ and ‘RFP’ are used interchangeably to refer this document. The purpose of this document is to provide the Bidder with information to assist in the formulation of their proposal. The information is not intended to be exhaustive.

Interested parties are required to make their own inquiries. AEPC reserves the right not to proceed with the project, to alter the timetable reflected in this document or to change the process or procedure to be applied. It also reserves the right to decline to discuss the project further with any party submitting a bid. No reimbursement of any cost will be paid to persons, entities submitting a Bid.

GENERAL CONDITIONS /INSTRUCTIONS FOR SUBMISSION OF BIDS

1.

Sealed Tenders are invited directly from established agencies/firms (single entity) for

PROVIDING FOOD & BEVERAGES (F&B) SERVICES DURING 56 th edition of India

2.

International Garment Fair, scheduled to be held on 20 th – 22 nd January, 2016.

The bid should be in two separate sealed envelopes clearly mentioned as

“Technical Bid” and “Financial Bid” and both the sealed envelopes to be put into another envelope and it should be superscribed as “PROVIDING FOOD &

BEVERAGES (F & B) SERVICES DURING 56 TH INDIA INTERNATIONAL

GARMENT FAIR (IIGF) TO BE HELD FROM 20 – 22 JANUARY, 2016”.

The last date of receipt of bid in a sealed envelope on or before 1 st October, 2015 upto

4.00 pm addressed to The Director (Fairs & Exhibitions), Apparel Export Promotion

Council, Apparel House, Sector-44 Institutional Area, Gurgaon, Haryana – 122003.

Alternatively, the sealed envelope may be sent through Registered post/ Courier/by hand and should reach to us on or before the last date & time. The Bidder will ensure that it is received in Apparel House, Gurgaon before the due date & time. The offers received after the due date and time will not be entertained. The tender received through e-mail etc. would not be considered.

5.

The Earnest Money Deposit (EMD) of Rs. 50,000/-(Rupees Fifty Thousands only) in the form of Demand Draft/Bankers Cheque drawn in favour of “Apparel Export

Promotion Council” payable at Gurgaon, Haryana is to be submitted along with the technical bid only. It may be noted that the EMD/DD should not be placed along with financial bid. The agencies registered under NSIC are exempted from EMD subject to submission of documentary evidence for the same.

In the first stage, only Technical bids will be opened for evaluation on 5 th October,

2015.

7.

Only shortlisted bidders whose bids are technically appropriate shall be eligible for opening of financial bids which will be opened on 8 th October’2015. The decision of the AEPC in this regard will be final and no requests will be entertained from the bidders.

The agencies, who are not empanelled with ITPO, will have to bear the charges to be levied by ITPO for hiring of outside caterer. (Presently, the charges levied by ITPO for hiring outside caterer is Rs. 50,000/- + ST per day). Further, the agency will have to bear the charges for hiring of kitchen, electricity, water and gas.

The EMDs of the unsuccessful bidders will be refunded by way of handing over the original Demand Draft/Banker’s Cheque duly endorsed by the Competent

Authority of the AEPC without any interest. The EMD of the successful tenderer would be replaced by performance guarantee equivalent to the 7% of the total contract value by way of Bank Guarantee / DD / Pay Order in favour of “Apparel

Export Promotion Council.

10.

All the pages/documents of the bid should bear the dated signature of the tenderer with the stamp of the Firm. All the entries by the tenderer should be in one ink & legibly written. Any over-writing corrections & cuttings should bear dated initials of the tenderer. Corrections should be made by writing again instead of shaping or over-writing.

11.

Rates should be quoted in Indian Rupees (Rs) both in figures as well as in words. In case the rates quoted in words & figures are at variance, the rates written in words will be taken as final. Please ensure to specify about the applicable taxes, if any.

12.

AEPC reserves the right to reject or accept any or all application(s) without assigning any reason(s).

13.

Conditional tenders are liable to be rejected.

14.

AEPC reserves the right to increase or decrease services in Tender document.

The terms of payment is as follows:-

The payment would be made after completion of the each fair subject to submission of

Bill/Invoice with all supporting documents. TDS will be deducted as per the provisions of Income Tax act, as amended from time to time.

Annexure - 1

TERMS & CONDITIONS/ELIGIBILITY CRITERIA

(a) Eligibility criteria:

1.

Balance sheet and profit and loss account for the last 3 years, ending 31 st March, 2015, to be enclosed along with application.

2.

The agency should have experience of having successfully completed similar work of

PROVIDING FOOD & BEVERAGES (F&B) SERVICES at Pragati Maidan, New Delhi and/or during overseas important exhibitions/fairs. List of clients to be submitted with the technical bid.

(b) Terms and conditions:

The details of inputs / information required to be submitted by the agency should as per the information mentioned in tender document.

4.

The successful agency should submit the Copy of Registration with PF/ESI before award of Contract. In case of not registered/not applicable, the agency should submit an affidavit on Rs. 50/- stamp paper duly notarized indemnifying AEPC for nonapplicability of PF/ESI and will be responsible for any claim lodged by concerned authority in future in respect of INDIA INTERNATIONAL GARMENT FAIR (IIGF),

2016.

5.

Quoted rates should be free from any pre-conditions regarding payments etc. or otherwise offers are liable to be rejected.

6.

The agency should have their own equipments, utensils, crockery etc. along with a dedicated experienced team of Chefs / Cooks, no third party involvement should be allowed.

7.

The agency should submit Self-attested copies of the following documents in respect of their Eating house/restaurant as per the requirement of ITPO along with the tender:- i.

Delhi Fire Service Certificate ii.

Health Trade Licence from MCD iii.

ETHL from Delhi Police (Registration of Eating House) iv.

Registration copy of Food Safety & Standard Acts

8.

The selected agency should not sublet the work in part or full to another agency.

9.

There will be no escalation in the price during entire contract period.

10.

The contract shall be terminated in respect of the followings:-

(i) If, the service of the agency is not found satisfactory or the agency changes the rate of contract during the contract period.

(ii) In case the agency fails to execute the job as per the terms and conditions of the agreement, the balance / total work will be got executed through other agencies at the agency’s risk and cost.

(iii) The decision of the AEPC will be final and binding on the agency and no request will be entertained in any manner.

(ii) The losses to the AEPC which are directly attributable to the agency shall be deducted from the bills /adjusted from the performance guarantee.

(iii) The performance guarantee will be released after the conclusion of fair once the final payment has been settled.

11.

Penalty Clause: a) For non-performance and on mid-way unilateral withdrawal from the assignment by the agency, the performance security deposit will be forfeited. b) The proportionate penalty as decided by the SG, AEPC will be imposed and deducted from the final bill. c) The EMD shall be forfeited by the AEPC in case:

After opening of Financial Bids, the tenderer fails to honor the contract or refuses to comply with any or all terms and conditions of the tender.

If the services of the Agency is not found satisfactory as per the terms & conditions of the tender.

In case of any dispute or difference arising in relation to meaning or interpretation of the agreement, Chairman, AEPC/IGFA would be the final arbitrator. The decision of the arbitrator shall be final and binding on both the parties.
