I.AGRICULTURE

A.

M AJOR C ROPS

1.Palay

Production and Yield

Palay production reached 207,487 metric tons during the fourth quarter of 2014, down by 1.07 percent over the past year's fourth quarter level. Major output gains were recorded inLanao del Norte (+15 percent) largely due to movement of planting to June and July as a result of the cutting off of irrigation system in April and May. Additional areas were also planted in Lanao del Norte due to sufficient rainfall.

Palay yield went down by 0.83 and 0.74 percent in irrigated and rainfed areas, respectively. The negative yield in Bukidnon in irrigated areas was due to strong

winds which adversely affected some production areasValencia City. ( Table 1 )

The whole year production grew by 5.76 percent, reaching 713,764 metric tons in

2014 from 674,903 metric tons in 2013. Production levels in most provinces grew during the year led by Misamis Occidental and Bukidnon.

Annual average yield increased by 4.15 percent in irrigated areas and 1.59 percent in rainfed areas. Bukidnon posted the highest yield in irrigated palay at 5.40 metric tons per hectare, followed by Lanao del Norte at 3.40 metric tons per hectare. On the average, palay yield in irrigated areas improved to 4.42 metric tons/hectare from 4.26

metric tons/hectare in the previous year. ( Table 2 )

Value of Production

The 9.97 percent increase in farm gate price was enough to offsetthe 1.07 percent reduction in production in the fourth quarter of 2014. Consequently, the value of

production increased by 8.79 percent to PhP3.959 billion. ( Table 3 )

For the whole year, the total value of production increased by 21.47 percent as a result of a 14.85 percent average increase in farmgate price and a 5.76 percent

increase in production. ( Table 4 )

Rice Sufficiency Level

The fourth quarter production did not fully met the regional total consumption requirement as the region achieved a rice sufficiency of 88 percent for the quarter.

For the whole year, rice sufficiency was estimated at 76 percent, three percentage

points higher than in 2013. ( Table 5 and Table 6 )

Palay/Rice Inventory

The region's rice inventory as of December 1, 2014 reached 2.537 million bags, estimated to sustain the region for 94 days with its daily rice consumption requirement of around 26,860 bags. The National Food Authority held 24percent share of the total stocks while commercial and household stocks contributed 37and 39 percent shares,

respectively. ( Table 7 )

2. Corn

Production and Yield

A 43 percent increase posted by white corn pushed the total corn production to

364,333 metric tons in the fourth quarter of 2014, 3.38 percent higher than in the same period of the previous year. Bukidnon, which accounts for 67 percent of the region’s total corn production, recorded a 1.12 percent increase. The increase in area for both white and yellow corn in most provinces, especially in Bukidnon and

Misamis Oriental, also contributed much to the overall production increase. ( Table 8 ).

The whole year corn production was slightly higherby 0.97 percent than last year’s figure. Yellow corn, which constituted more than 66 percent of the total annual corn

production, decreased by 4.08 percent. ( Table 9 )

Value of Production

White corn performed well both in the fourth quarter and whole year of 2014 in terms of production, resulting to27 and 13 percent increase in estimated value, respectively.

Yellow corn, on the other hand, suffered a 1.93 percent drop in value in the fourth quarter due to a corresponding 10.37 percent drop in production volume. However, with its 12.4 percent increase in the average farm gate price during the entire year,

value of yellow corn rose to Php9.742 billion. ( Table 3 and Table 4 )

Corn Sufficiency Level

The combined white and yellow corn sufficiency for food and other uses reached 89.7 percent and 74.8 percent in the fourth quarter and whole year of 2014, respectively.

Bukidnon, which produced around 67 percent of total regional corn production in

2014, also had the highest (72 percent) total usage. Lanao del Norte, the second highest corn producer (18 percent share), only had eight percent share of corn usage registering a surplus of 76,514 kilograms for the whole year or a 153 percent

sufficiency. Bukidnon and the rest of the provinces registered deficits. ( Table 10 and

Table 11 )

3. Coconut

Nut Production

Nut production in the fourth quarter of 2014 minimally exceeded by 0.79 percent the production level in the same period of 2013. All provinces registered growths in the fourth quarter with the highest percentage increases recorded in Bukidnon and

Camiguin. Good rainfall complemented this production gains. ( Table 12 )

For the whole year, nut production grew by 1.18 percent compared to the last year’s level. Except for Camiguin, the rest of the provinces experienced growths led by

Bukidnon with its 2.42 percent increase and followed by Misamis Occidental which

grew by 1.86 percent. ( Table 13 )

Copra Production

Copra production in the fourth quarter of this year was 1.2 percent lower than the last year’s fourth quarter level. Smaller nuts were harvested during the quarter as manifested in the derived conversion factor of 4.20 nuts to a kilogram of copra as compared to the conversion factor of 4.11 in the same period of the previous year.

( Table 14 )

For the annual performance, copra production showed very minimal increase (0.03 percent) from 438,719 metric tons in 2013 to 438,852 metric tons in 2014.

Green Nut Production

A favorable 9 percent increase was noted in green nut production during the fourth quarter of 2014 reaching 1,024,494 nuts. Some farmers, most specifically, in Lanao del Norte, opted to harvest young nuts due to higher price offered by assemblers for buko processors (processing of meat to some delicacies) and high demand for buko juice.

The 2014 annual green nut production was 15 percent higher than that of the preceding year. Misamis Occidental led the growth registering almost 42 percent increase. Misamis Oriental, which produced more than half of the total green nut

production in both years, experienced a 10 percent growth. ( Table 15 )

Copra prices

The average farm and mill gate prices of copra during the fourth quarter went up by

1.7 and 2.6 percent, respectively.

Although farm gate price of copra fluctuated during the year from its highest at P35.18 per kg in March 2014 to its lowest at P23.66 per kg during the month of October 2014, still it managed to grow tremendously by 58 percent. Meanwhile, a double-digit

increase was likewise noted in mill gate price at 50 percent. ( Table 18 )

Coconut Export Commodities: Volume and Value

A notable improvement in the export performance of coconut products/by-products can be gleaned in the fourth quarter of 2014 as the volume of exports and its

corresponding sales rose by 46 and 79 percent, respectively. ( Table 16 )

Although there was a slight decrease in the volume of exports during the year, but in terms of value, export sales went up by 38 percent grossing at US$564.543 million.

Except coconut water and copra cake/meal the rest of the commodities posted remarkable increases in export sales led by reduced fat coconut, desiccated coconut,

and coconut milk powder. ( Table 17 )

Implementation of Republic Act 8048

A total of 3,797 senile and/or economically unproductive coconut trees were cut legally during the fourth quarter, down by 80 percent from the previous year’s level.

The whole year figure was 7,936 trees cut, 66 percent lower than in that of the past year.

The highest number of trees cut was noted in Misamis Oriental, followed by Lanao del

Norte. ( Table 19 and Table 20 )

4. Major Crops: Vegetables, Rootcrops, Fuits and Industrial Crops

Production

Favorable increases were noted both in the fourth quarter and annual production of major crops, up by 7 and 4 percent, respectively.

Abaca registered increases by 6.28 percent in the fourth quarter and 28.73 percent in the whole year . Volume of palm fruit production was 38,620 MT in 2014, compared to

only 35,180 MT in 2013. ( Table 21 ).

Value

Prices for sugarcane (which accounts for more than one-half of total volume of production of selected commodities monitored) were not available for the two years’ fourth quarters and for annual average 2014. A partial summary value of production of selected crops (that excludes sugarcane and some other industrial crops), nevertheless shows a minimal 3.84 percent and 3.44 percent increase in the fourth

quarter and for the whole year, respectively. ( Table 22 )

Prices of pineapple and banana were favorable, consequentlyincreasing the value of production of the said commodities by 4.11 and 3.07 percent, respectively. The price of rubber went down to PhP18.78 from PhP35.90, for a corresponding 45 percent decrease in the 4th quarter value despite a slight increase in production.

The total value of cassava production, the region’s leading root crop in 2014, increased by 7.5 percent. The increase in value of production was propelled by a 10.4

percent increase in production volume. ( Table 23

and Table 24 )

B.

L IVESTOCK AND P OULTRY P RODUCTION AND I NVENTORY

1. Poultry and Meat Production

Poultry and livestock production grew by almost two percent during the fourth quarter of

2014 reaching 118,065 metric tons (live weight). Positive performances were exhibited by all animal types, led by carabao at 5.16 percent. Swine, the biggest contributor, grew by

1.49 percent.

Similar trend was observed in the annual meat production of 2014, which grew by 2.9 percent to 404,863 metric tons (live weight).

Except for carabao, chicken, and duck, the rest of the animals posted slight declines in

inventory as of January 1, 2015. ( Table 25 and Table 26 )

2. Fish Production

Fish production reached 34,360 metric tons during the fourth quarter, down by a very minimal 0.15 percent from the last year’s level. However, positive performance was noted in the entire year of 2014, which was more than one percent higher than the 2013 level.

The reduced production in brackish water contributed much to the 1.21 percent decline in aquaculture production the fourth quarter of 2014.

Commercial fisheries experienced a drop in production in the fourth quarter of 2014, which was greatly attributed to the higher penalties imposed by MARINA on encroaching municipal waters resulting to stoppage in operation of some boats in Misamis Oriental.

The declining volume of tamban and galunggong was, likewise, resulted to the foregoing stoppage.

Meanwhile, positive performance was noted in municipal fisheries both during the last quarter and the whole year of 2014 due to abundance of in-season species resulting to more unloading of tamban , tulingan , galunggong , bonito , and tunsoy in Misamis

Occidental. ( Table 27 )

II. NON-AGRICULTURAL PRODUCTION

A.

I NVESTMENTS

1.DTI-Monitored Investments

Fourth Quarter

Investments poured in the 4th quarter of 2014 amounted to PhP 4.20 billion, a decrease of 50 percent compared to the PhP 8.37 billion of investments generated in the same period of 2013. The decrease was brought about by a decline of investment in the provinces of Bukidnon (76 percent), Misamis Oriental (48 percent) and

Camiguin (25 percent) in terms of value of investments generated during the

reference quarter as compared to the same period of last year. ( Table 28 )

Misamis Oriental registered the highest contribution to the regional investments at 81 percent valued at Php 3.40 billion. The bulk of the monitored investments was generated under infra and services sector which comprised 96 percent of the provincial performance. For this period, major investments include expansion of port

terminal and construction of real estate facilities and commercial buildings in Cagayan de Oro City and farm expansion in Claveria.

However, compared to same period in 2013, the amount of provincial investment registered a decline of 48 percent. Huge amounts were invested in the expansion of beverage plant amounting to Php 4.22 billion which significantly contributed to the performance of the province last year.

Bukidnon followed at Php 352.76 million or eight percent of the regional investments.

The agri-based sector, particularly capital infusion in terms of farm inputs and other materials, contributed 87 percent of the total provincial investments. This was the output of the SME Roving Academy (SMERA) program of the Department of Trade and Industry (DTI) facilitated through business matching.

The total investments of the province registered a huge decrease of 76 percent compared to the same period last year. This is due to the decrease noted under agribased sector. The expansion of agri-based plant amounting to Php 996.82 million significantly contributed to the investment performance of the province in the previous year.

Lanao del Norte’s share to regional investments is at seven percent with Php 309.53 million. About 55 percent of the provincial investments were classified under servicing sector which constituted expansions and constructions of commercial buildings. This was followed by infra and services and trading sectors which comprised 35 percent and seven percent of the total provincial investment, respectively.

The province posted an increase of 66 percent compared to the same period last year. The monitored investments were classified under the servicing sector taken from business name registration which recorded Php 66.63 million.

Misamis Occidental accounted about two percent or Php 103.62 million of the regional investments. An increase of 10 percent compared to the same period last year was noted and attributed to the trading sector. Major investments include capital infusion for transport services and construction of commercial and real-estate buildings.

Camiguin’s total investment totalled to PhP 26.73 million, which constitute a minimal

0.6 percent of the total investments of the quarter. This posted a 25 percent decrease compared to the same period in 2013. The bulk of the investments were classified under servicing, agri-based, and trading sectors. These include capital infusion of commercial buildings and agri-based businesses, construction of facilities and other support to tourism-related investments.

In terms of investments per sector, infra and services generated the most of investment valued at Php 3,361 million or 80 percent of the total regional investments during the reference quarter. This was followed by the servicing sector valued at Php

376 million or nine percent and agri-based sector at Php 334 million or eight percent.

Annual

Total regional investments for year 2014 amounted to Php 17.19 billion. This is 29 percent higher compared to the Php 13.34 billion generated in 2013. The increase might be attributed by the increased of investment in Misamis Oriental and offset the decrease recorded in the provinces of Misamis Occidental, Lanao del Norte and

Camiguin.

Misamis Oriental took the lead amongst the five provinces in terms of value of investments at Ph p 13.74 billion which comprised about 80 percent of the region’s total. The provincial investments increased by 48 percent compared last yearnoted under infra and services, energy and metals sectors. Investment along infra and services include expansion of port facilities, construction of tourism related facilities and real estate buildings and expansion of business establishments and in the province. Under energy and metals sector, investments include construction of powerrelated facilities and establishment of steel manufacturing firm. .Though most of the investments for both years were on these sectors, the monitored amount poured out for the current year was higher than in 2013.

The province of Bukidnon also recorded an increase of about four percent amounted to Php 1.98 billion. Its total investments comprised 12 percent of the regional total.

The increased was brought about by huge investments in the agri-based sector which comprised 82 percent of the provincial total. This was derived from the expansion of farm inputs for Palm Oil.

Misamis Occidental, Lanao del Norte and Camiguin registered significant decreases of provincial investments by 34 percent, 30 percent and 16 percent, respectively.

Combined value of investments for these three provinces for the year totalled to Php

1.46 billion, approximately nine percent of the regional investments. ( Table 29 )

For Misamis Occidental, the surge of investment in Misamis Occidental in 2013 was brought about by the establishment of new commercial entities, construction of real estate, passenger terminal, hospitals buildings, as well as, additional capital infusion on trucking and hauling services.While, for Lanao del Norte and Camiguin, several huge investments made in the previous year compared during the current year under infra and servicing and trading sectors, respectively caused the decline in the provincial investments during the current year.

For the year, more than half of the regional investments were poured along infra and services sector equivalent to Php 9.08 billion. The energy sector accounted for 20

percent share amounting to Php 3.45 billion. ( Table 31 )

2. SEC-Registered Investments

The total paid-up capital of new registration of stock corporations and partnerships in the

4th quarter of 2014 totaled to Php 345.30 million. This was 384 percent higher than the

Php 71.31 million reported in the same quarter of 2013. Of the 83 newly registered firms in the region during the reference quarter, 71 percent of the firms or 55 firms were locators in the province of Misamis Oriental. These firms generated a combined investments amounting to Php 328.18 million or 95 percent of the regional total.

The paid-up capital for stock corporations during the quarter amounted to Php 341.92 million, 400 percent higher than that of the same period last year. This can be attributed

to the surge of paid-up capital registered in Lanao del Norte and Misamis Oriental at

2,586 percent and 449 percent, respectively. An investment made by a construction company in the province of Lanao del Norte and an expansion of transport service company in Misamis Oriental contributed to huge increases in these two provinces.

For partnership firms, Misamis Oriental/CDOC registered higher investments in this quarter surpassing the level in the same period of last year by 60 percent. This was due to higher paid-up capital poured by the 12 firms registered during the reference quarter

On an annual basis, the total paid-up capital of new registration of stock corporations and partnerships for the year 2014 amounted to Php 561.01 million registering an increase of about 96 percent over that of the previous year. Likewise, the 424 firms registered in

2014 was 10 percent higher than the level in 2013.

On an aggregate, stock corporations paid-up capital increased by 97 percent while that of partnerships increased by 58 percent. Total paid-up capital during the year reached

Php 541.37 million for stock corporations and Php 19.65 million for partnerships.

Misamis Oriental/CDOC took the bulk of registered investments for both stock corporation and partnership with robust growth year-on-year registering more than 100 percent increases in terms of paid-up capital. Also worth noting is the huge increase in Camiguin and Lanao del Norte at 7,000 percent and 194 percent, respectively. This can be attributed to the higher number of registered firms during the year and higher paid-up capital invested by new firms.

While the data on SEC-Monitored investments show regional totals and percentage changes for the reference quarters and years, it is difficult to describe the overall performance of the region in terms of changes in capital stocks of existing stock

corporations given incomplete data.( Table 32

and Table 33 )

3. CDA-Registered Investments

Newly registered cooperatives in the fourth quarter of 2014 was lesser by 40 percent compared to the number of new coops registered in the same period of 2013.

Membership dropped by more than half the number (-59.12%) in 2013. Paid-up capital likewise plunged by 36.24 percent of last year’s figure from Php3.649 million in the fourth

quarter of 2013 to only Php2.327 million in the same period of 2014. ( Table 34 )

Total number of cooperatives registered as of the fourth quarter of 2014 reached 1,672 up by 4.37 percent or 70 more cooperatives than last year's fourth quarter figure.

Membership grew marginallyby 0.47 percent. Total paid-up capital reached P1.271 billion, a minimal increase by 0.57 percent. Misamis Oriental shared the largest number of membership (48 percent) and value of capitalization (67 percent) as of the fourth

quarter of 2014. ( Table 35 )

1. Tourist Arrivals

Tourist arrivals for the 4th quarter of 2014 totalled to 465,646. This is 49 percent higher than the 313,311 arrivals during the same period in 2013. Of the total tourist arrivals for the reference quarter, majority were domestic tourists comprising about 98 percent

(454,789), while foreign tourist comprised a meager share of around 2 percent (10,857).

Likewise, on an annual basis, tourist arrivals increased by 26 percent, year-on-year.Still, domestic arrivals dominated the overall recorded arrivals with 97 percent share while foreign arrivals contributed the remainder.

During the year, majority of the foreign tourists were mostly from East Asia, Europe and

North America constituting 21, 17, and 16 percent shares of the total foreign tourist arrivals, respectively. However, compared to last year, East Asia (28 percent) and North

America (18 percent) clusters recorded the highest decreases, while, ASEAN (42 percent) and Middle East (24 percent) clusters posted increases in the total regional arrivals.

For the reference quarter, the most favoured destination was Camiguin followed by

Misamis Oriental/Cagayan de Oro/Gingoog cluster. Camiguin captured 33 percent share while the latter cornered 23 percent share of the total arrivals of the Region. Year-onyear, the same clusters led in getting the most number of tourist arrivals constituting 32 and 26 percent shares of the total arrivals, respectively.

2. Hotel Occupancy

The region’s average hotel occupancy rate for the entire year of 2014 was 38 percent.

The province of Camiguin as the most favoured destination during the year consequently recorded the highest hotel occupancy rate amongst the regional clusters at 71 percent.

This is followed by Bukidnon/Malaybalay/Valencia at 38 percent; Misamis

Oriental/Cagayan de Oro/Gingoog cluster at 35 percent; and Lanao del Norte/Iligan cluster at 31 percent. Misamis Occidental/Tangub/Oroquieta/Ozamiz cluster had the lowest occupancy rate at 14 percent.

For the fourth quarter of 2014, the average hotel occupancy rate of the region was 41 percent, with Misamis Oriental/Cagayan de Oro/Gingoog cluster posting the highest rate at 88 percent among the clusters.

3. Events

Combined total number of conventions and seminars/workshops held in the region during the year reached to 3,217 (+20 percent year-on-year) with total number of participants of

529,144 (+52 percent year-on-year).About 93 percent of these events were locallyorganized activities. Misamis Occidental/Tangub/Oroquieta/Ozamiz cluster hosted 978 events or 30 percent of the total events for the year. Misamis Oriental/Cagayan de

Oro/Gingoog cluster trailed closely behind with a total of 864 events or 27percent of the regional total.

C.

E XPORTS

1. Exports by Province

Regional export receipts for 2014 amounted to US$ 923.70 million from US$1.11 billion

2013 export performance or 17 percent lower compared to the previous year. The four provinces, namely, Lanao del Norte, Bukidnon, Misamis Oriental and Misamis Occidental all experienced decline in their export receipts by 28 percent, 19 percent, 14 percent and eight percent, respectively.

Misamis Oriental remains the region’s export behemoth during the year with the biggest share of export receipts generating about 77 percent of the total regional exports for the year amounting to US$ 710.35 million. Coconut-based products are the prime generator of exports still led by oleochemicals, desiccated coconut, and crude/cochin oil.

Lanao del Norte placed second with recorded value of exports equivalent to US$127.19 million, which constituted 14 percent of the annual regional exports. It was noted that no export was recorded for the province’s aquamarine products and iron and steel sector and abaca fiber/pulp decreased exports value decreased. Nevertheless, of the coconut sector and new exports for industrial manufactures and mineral products had continue to perform better despite the 29 percent decrease recorded in the provincial performance.

Bukidnon followed registering total exports receipt amounting to US$51.83 million or about six percent to the regional export receipts. This was 19 percent lower than the 2013 level and is largely attributed to the decline in the province’s major export sectors such as fresh fruits, rubber-based, wood-based and sugarcane products, as well as, the lack of exports for iron and steel. Meanwhile, exports for the processed foods, mineral and products showed positive growths.

Misamis Occidental’s exports declined this year contributing only US$34.34 million or a meager four percent of the regional total. Aquamarine and wood-based exports of the province have dwindled while the performance of the coconut-based sector remained

strong. ( Table 39 )

2. Exports by Sector

For the entire year of 2014, the leading export sector in terms of its share was still the coconut-based products constituting about 65 percent (Php 598.05 million) of the regional total. Export value of this sector however decreased by about 14 percent from its level in

2013 export earnings of US$695.36 million. This is followed by fresh fruits comprising 10 percent (Php92.53 million). Year-on-year, animal products registered a robust growth at

1,977 percent. Consumer manufactures and fresh fruits trailed behind with 113 percent and 103 percent, respectively.

Meanwhile, in addition to coconut sectors the following sectors also decline in their export earnings; aquamarine, gifts, toys & housewares, iron and steel, mineral-based products, processed foods , rubber and rubber-based products, sugar and sugar cane products and wood-based products. Aquamarine had the biggest slowdown at 83 percent.

The consumer manufactures, fresh fruits and industrial manufactures were the only

sectors that posted increases. ( Table 40 )

3. Top 10 Exports

The top 10 export commodities of the region constitute 88 percent of the regional total.

Moreover, of the top 10 half of these commodities comes from the coconut-based sector, namely, oleochemicals, crude/cochin/RBD coconut oil, desiccated coconut, copra solvent and expeller cake/meal/pellets and coconut charcoal/charcoal granules. The combined total of these coconut-based products comprised 67 percent of the the top 10 total export receipts.

Oleochemicals remained as the top export earner for the year despite a decline at 11 percent compared to that of the same period last year. It contributed US$310 million comprising 34 percent of the regional total.

Abaca/Processed Banana Fiber and desiccated coconut which ranked sixth and fourth posted huge increases at 391 percent amounted to US$ 44.72 million and 111 percent amounted to US$ 69.94 million, respectively. Pineapple juice concentrate, sintered ore

and fresh pineapple likewise posted positive growth in 2014. ( Table 41 )

III. OTHER DEVELOPMENT INDICATORS

A.

L ABOR AND E MPLOYMENT

Employed persons in the region increased by 4.50 percent from 1.968 million in October

2013 to 2.056 million in October 2014 based on the preliminary results of the October

2014 Labor Force Survey. The increase in total employment, however, was lower than the 4.76 percent increase in the Labor Force, which was due to the increase in Labor

Force Participation Rate. This resulted in a slight decline in the region’s employment rate from 94.5 percent to 94.2 percent. Underemployment rate, however, increased from 21.8 percent to 31.0 percent as an additional 208,800 employed individuals were still looking for more work. In the last decade, the region’s underemployment rate averaged at 28.6

percent ( Table 42 ).

Across major industries, employment in the Industry sector posted the highest increase at

13.67 percent followed by the Agriculture sector at 6.24 percent, while employment in

Services sector only grew by 0.83 percent. The increase in employment in the Industry sector was largely due to the 27.46 percent increase in employed persons in

Construction. Mining and Quarrying, and Water Management related industries, also posted huge increases in employment, albeit their share to the total employment in the

Industry sector is minimal. Manufacturing, on the other hand, posted a 1.82 percent

decline in employment ( Table 43 ).

B.P

RICES

The region experienced a relatively low year-on-year inflation rate for the last quarter of

2014 at 3.3 percent, which approaches the lower end of the targeted inflation rate set by the Bangko Sentral ng Pilipinas at 3.0 – 5.0 percent. The relatively low inflation rate was brought about by the decrease in the world price of oil which bottomed during the last quarter of 2014. Among provinces, inflation rates were lowest for Misamis Occidental, at

0.2 percent, and Lanao del Norte, at 2.9 percent. Camiguin and Misamis Oriental, however, posted inflation rates of 5.9 percent and 5.1 percent, respectively, which are higher than the targeted range.

The decline in the global price of oil, which started during the early part of the third quarter of 2014, abated the rising prices in the region in which inflation peaked at 5.4 percent in June 2014. Inflation rates continually dropped during the succeeding months

and bottomed at 2.5 percent in December 2014. ( Table 44 )

Amidst the decrease in the price of oil, Rice and Corn (which have significant weights on the CPI basket) in the region still posted high year-on-year inflation rates at 11.62 percent and 9.66 percent, respectively, thus resulting in relative high inflation rates of Food

Commodity across provinces. Moreover, Transport Services in the Region still posted an

inflation rate of 0.60 percent in 2014. ( Table 45 )

C.T

AX C OLLECTIONS

The tax bureau netted PHP 2.5 billion in the fourth quarter, a 24 percent increase as against its collections in the same period a year ago. The notable performance is mainly attributed to the growth in VAT (+34.1 percent) and income tax collections (+24.5

percent), which accounts for about nine-tenths of total collections. ( Table 46 )

For the whole year, total tax receipts increased by 18 percent to PHP 9.6 billion with all but other taxes registering growths. Cagayan de Oro City contributed much to this growth with collections increasing by 25 percent, year-on-year. It also continues to get the bulk of receipts with 59.2 percent share followed by Iligan City (15.3 percent share). Running after professionals who are not paying taxes correctly, and automation of tax services, among others contributed to the bureau’s favorable performance in the reference year.

The annual figure exceeded to the Regional Development Plan (RDP) target of PHP 7.3

billion by 2016. ( Table 47 )

D.

C USTOMS C OLLECTIONS

Customs receipts increased notably by 30 percent in the fourth quarter as collections in

Cagayan de Oro port rose by 154 percent. The customs bureau also earned an excess

of PHP 169 million, or 8.4 percent higher than its projected receipts. ( Table 48 )

Year-on-year, the annual collections increased by 21 percent to PHP 8 billion with MCT still cornering the bulk of receipts (84.6 percent share) . The BOC-X also topped its 2014 target by 2.4 percent, or PHP 188.8 million higher than estimated annual customs takes.

The better than targeted collection is attributed to the bureau’s strict policy on demanding importations to be properly described and declared, thus leading to proper valuation of imported goods. Further, with better facilities, speedy release of cargoes has encouraged more importers to transact business, specifically in the ports of CDOC and MCT. These, among others, made the BOC-X as one of the top collectors among customs offices in the country in 2014.

The bureau is positive of topping its 2014 performance and hitting anew its 2015 target with the entry of new players in the power industry. Opportunities brought about by

ASEAN integration are also seen to favorably affect receipts for 2015. ( Table 49 )

E.

T ELECOMMUNICATIONS

1. Telephones

In comparison to that of the fourth quarter of 2013, a significant decrease of 20.05 percent and 11.82 percent in the total number of equipped and subscribed telephone lines, respectively, was noted in the same quarter of 2014. The decrease was due to the cessation of operations of the Telecommunications Office (TelOf) services to the general public since September 2013. It was also noted that the decrease in the number of subscribed telephone lines can be attributed to the increased subscription to cellular mobile telephones resulting to decreased demand of fixed land lines; and poor services offered by the local exchange operators due to persistent cable theft incidents.

Fifty two percent of the total equipped telephone lines were subscribed, with a telephone

density of 1.44 percent. ( Table 50 )

2. Public Calling Offices

As of the fourth quarter of 2014, a total of 1,001 public calling offices (PCOs) were installed in the region, which was 8.25 percent lower than that of the same period of the previous year. The decrease was due to PhilCom’s withdrawal of their installed PCOs

machine, particularly in the Misamis Oriental area. ( Table 51 )

3. Mobile Telecommunications

A total of 1,024 mobile phone cell sites were installed in the region as of the fourth quarter of 2014, with an increase of 22.20 percent (186 cell sites more) as compared to the same period of the previous year. This notable increase in the number of cell sites was attributed to the expansion and upgrading of services of Cellular Mobile Telephone

System (CMTS) operators, particularly SMART Telecommunications, Inc. The SMART

Telecommunications, Inc. had the highest number of cell sites or 48.54 percent share of the total number in the region, followed by Globe Telecommunications, Inc. and Digital

Telecommunications, Inc. (DIGITEL) with 29.59 and 21.88 percent shares, respectively.

Among the provinces, Misamis Oriental had the most number of mobile cell sites installed

(42.87%) from the three major service providers, followed by Bukidnon (21.09%), Lanao

del Norte (15.92%), Misamis Occidental (17.19%) and Camiguin (2.93%). ( Table 52 )

F.

A IR T RAFFIC

1.Laguindingan Airport (Laguindingan, Misamis Oriental)

In the fourth quarter of 2014, the number of flights (incoming and outgoing) decreased by

20.59 percent compared to the same period last year. The decrease in flight traffic during the period were due to the stoppage of operations of the Philippine Airlines and Air Asia flights going to Cebu and the Cebu Pacific Air flights going to Zamboanga and Bacolod.

As a result, the total number of passenger traffic declined by 2.71 percent over the same period, from 411,516 passengers in 2013 to 400,369 passengers in 2014. Despite the lesser number of flights recorded during the period, total incoming and outgoing cargoes during the period increased by 14.26 percent from 6.164 million kilograms in 2013 to

7.0403 million kilograms in 2014.

The year 2014 is the full year operation of the Laguindingan Airport since it started commercial operation on 15 June 2013 under visual flight rule (sunrise to sunset operation). The visual flight rule operation of the airport, the unfavorable weather conditions in January 2014 and the cancellation of some flights by the airline companies led to lower flights (incoming and outgoing) which registered by 17.6 percent during the year, from 14,968 flights in 2013 to 12,400 flights in 2014. Consequently, the total number of passengers decreased by 23.49 percent during the period, from 1.638 million passengers in 2013 to 1.253 million passengers in 2014. Cargo traffic handled is steadily increasing making the airport as a key player in strengthening the role of the region as a transshipment hub. Cargo traffic in 2014 increased by 8.48 percent, from 20.127 million kilograms in 2013 to 21.833 million kilograms in 2014.

With the completion of the Air Navigation System and Support Facilities Project of the airport in November 2014, it is expected that the cancelled flights will return and

additional night flights will commence in the first quarter of 2015. ( Table 53 )

2.Labo Airport (Ozamiz City)

In the fourth quarter of 2014, the total incoming and outgoing flights posted in Labo

Airport decreased by 24.11 percent, from 730 in 2013 to 544 in 2014 due to the decrease in number of flights by the Philippine Airlines going to Manila, Cebu and Davao, and the

Cebu Pacific Air going to Cebu. The use of smaller aircrafts by the airlines compared to airbuses used last year likewise contributed to the decline in passenger traffic. Total passenger traffic registered was lower in 2014 by 10.14 percent, from 75,070 passengers in 2013 to 67,459 passengers in 2014. Cargo traffic (incoming and outgoing) also declined by 9.50 percent compared to last year.

The annual comparative air traffic in Labo Airport also showed the same picture compared to the 2014 fourth quarter performance with the number of flights and passenger traffic posting decreases by 13.79 and 8.44 percent, respectively. Airport operation was also affected by the January 2014 unfavorable weather conditions that led to the cancellations of flights. While the number of flights and passenger traffic decreased, the total cargo traffic handled increased by 9.67 percent for the year, from

4.1332 million kilograms in 2013 to 4.533 million kilograms in 2014. ( Table 54 )

3.Camiguin Airport

Flight traffic in Camiguin Airport has been steadily increasing the past quarters as more visitors frequent Camiguin island. The total number of flights in the fourth quarter of 2014 increased by 6.41 percent which consequently increased passenger traffic by 35.21 percent.

The annual picture showed a more favorable picture as the total number of flights and

passenger traffic increased by 96.26 percent and 139.19 percent, respectively. ( Table 55 )

G.

S HIPPING , C ARGO AND P ASSENGER T RAFFIC

1. PPA-Based Ports

The total number of ship calls during the 4th quarter 2014 decreased by 1.70 percent as there was less domestic ship calls posted. The decrease in RoRo ship calls in the Iligan

Port by 17.11 percent contributed to the overall downturn in ship calls.

For the cargo traffic, a 10.15 percent growth was registered. Higher volume of cargoes handled in Cagayan de Oro and Ozamiz Ports outweighed the 30.36 decreased in cargo traffic in Iligan Port. Commodities handled in Cagayan de Oro Port included meat and dairy, fruits and vegetables, sugar cane and its by-products, animal feeds, tobacco, coco and its by- products, timber and its by-products, textile and finished products, crude minerals, and transport equipment.

The passenger traffic recorded was lower by 3.96 percent with all the major ports posting

decreases during the 4th quarter period. ( Table 56 )

The 2014 annual total ship calls recorded was lower by 4.14 percent as there were fewer domestic ship calls posted in the major PPA ports. The unfavorable weather conditions in

January 2014 affected the ship calls traffic for the year. In Cagayan de Oro Port, lesser ship calls by the fast craft from Cagayan de Oro to Camiguin was recorded due to high cost of fare. About 84 percent of the total ship calls were registered in the Port of Ozamiz.

Cargo traffic expanded by 7.37 percent as the increased in domestic cargoes (+9.86 percent) outweighed the decline in foreign cargoes (-16.13 percent) handled by the major

PPA ports. Cagayan de Oro and Ozamiz ports posted significant increases in cargoes handled by 10.11 percent and 25.31 percent, respectively. The 32.36 percent decline in cargoes handled in Iligan port was due to the sizeable decreased by 65.19 percent in foreign cargoes.

Passenger traffic for the year decreased by 4.33 percent attributed to lesser ship calls in

the early part of the year due to unfavorable weather conditions. ( Table 57 )

2. Private Ports

Private ports’ performance during the 4th quarter of 2014 was not favorable as the total number of ship calls and cargo traffic decreased by 5.01 percent and 10.41 percent, respectively. While the foreign cargoes handled by the private ports increased by 16.34 percent, the decline in the volume of domestic cargoes handled by 22.86 percent was higher.

Total passenger traffic increased by 17.55 percent during the period from Mukas Port

going to Ozamiz City. ( Table 58 )

The overall performance of the private ports for the year is also not favorable with the total number of ship calls, cargoes handled and passenger traffic declining by 5.17

percent, 7.13 percent and 0.08 percent, respectively. ( Table 59 )

3. Containerized Cargoes

Container traffic handled by the major ports during the fourth quarter of 2014 improved by

6.15 percent driven mainly by the 8.82 percent uptrend in Cagayan de Oro Port, from

50,557 TEUs in 2013 to 55,017 TEUs in 2014. About 84 percent of the volume of containers are handled by Cagayan de Oro Port. There were no foreign containerized

cargoes handled by the major ports during the period. ( Table 60 )

The 2014 annual container traffic posted improvement by 7.26 percent despite the 28.21 percent decline in container traffic in Iligan Port. Container traffic in the ports of Cagayan de Oro and Ozamiz expanded by 9.84 percent and 12.05 percent, respectively. For the year, about 83 percent of the total volume of container traffic was handled in Cagayan de

Oro Port. ( Table 61 )

4. PIA-Regulated Ports

1.Mindanao Container Terminal

During the 4th quarter of 2014, there were 113 ship calls recorded at the Mindanao

Container Terminal (MCT), which was 7.38 percent lesser than the 122 ship calls registered last year. The decrease in the number of ship calls was due to the 42.86 percent decline in foreign ship calls. The stoppage of operation of the Singaporebased Marianas Express in August 2014 was due to market competition that greatly affected the MCT regular foreign vessel calls by 42.86 percent, which is equivalent to

2 vessel calls per week with a load capacity of 4 TEUs per vessel call. The stoppage affected the foreign ship calls in the last quarter of 2014. As a result, containers handled in the fourth quarter of 2014 were also affected registering a decline of 15.85 percent, from 57,159 TEUs in 2013 to 48,099 TEUs in 2014.

The same performance by MCT was recorded during the year wherein there was a decrease by 6.78 percent in the number of ship calls attributed mainly to the 26.54 percent decline in foreign ship calls. Consequently, containers handled by the port decelerated by 10.83 percent, from 224,539 TEUs in 2013 to 200,217 TEUs in 2014.

The decline in containers handled was also attributed to the following:

• Export/Import. Exportation of raw lumber has dropped drastically since China no longer demands lumber from the Philippines. Wood based locator (RYL

Commodities) inside the Estate just closed and turned over its leased area to PIA.

Some band saw operators have likewise been affected.

• Outbound and Inbound Cargo. From CY 2013 to 2014, the inbound/outbound cargo laden has decreased by about 9 percent. This was mainly due to the stiff competition among domestic shipping industry players and port operators. The port congestion and truck ban in Manila has somewhat affected the turn-around of inbound cargoes for Mindanao and MCT

• Equipment. In 2014, one (1) of the two (2) gantry cranes underwent repairs for one month. With only one unit gantry operating, the operations of the Container

Terminal have been greatly affected. The parts of the crane will be coming from

Singapore.

2.Other PIA-regulated ports.

Total number of ship calls in other PIA regulated ports increased by 5.65 percent in the last quarter of 2014. Cargoes handled during the period slightly decreased by

0.01 percent.

For the annual performance of other PIA regulated, the total ship calls improved by

4.96 percent as both the foreign and domestic ship calls increased by 22.09 percent and 1.16 percent, respectively. Cargoes handled however dropped by 5.05 percent during the year, from 13.822 million MT in 2013 to 13.125 million MT in 2014 mainly due to the 5.84 percent decline in foreign cargoes handled.

The bulk of foreign cargoes came from Phil Sinter Corp and Steag Power Plant while domestic cargoes were derived from Petron Bulk Terminal, Jetti Petroleum Inc,

Phoenix Petroleum Corp, Sea Oil and other manufacturing plants operating inside the

Estate and nearby vicinity. Thus the rate of increase or decrease of the number of ship calls and cargo volume were largely dependent on their production and demand.

OTOR V EHICLE R EGISTRATION

The total number of vehicle registration in the last quarter of 2014 decreased by 1.96 percent as the renewals of private and for hire vehicles posted declines in registration.

Registration of motor vehicles of private (new), private (renewal) and for hire (renewal) decreased by 1.72 percent, 0.77 percent and 15.59 percent, respectively.

The 2014 annual motor vehicle registration grew by 6.99 percent, from 246,880 motor vehicles in 2013 to 264,139 motor vehicles in 2014. Registration of private (renewal) and new government motor vehicles increased by 9.40 percent and 43.97 percent,

respectively. ( Table 64 )

A total of PhP111.444 Million revenues was collected in the fourth quarter of 2014, which is 7.42 percent higher compared to the PhP103.747 Million revenues collected in the same period last year. All frontline services posted increases during the period except for motor vehicles registration which decreased by 1.96 percent.

In 2014, total revenue collections significantly improved by 10.58 percent with all the other LTO frontline services which recorded favorable performance during the year, except for the total number of apprehensions which registered a decline of 18.77

percent. ( Table 65 )

J.

S TATUS OF E LECTRIFICATION

1. Household Energization

Region 10’s level of household energization posted at 84.76 percent out of the 897,652 total households as of the fourth quarter 2014. There was about 4.47 percent increase or

an additional 32,536 households energized in 2013-2014. ( Table 66 )

2. Sitio Electrification

The Sitio Electrification Program of Region 10 accomplished about 72 percent of the potential 10,005 sitios regionwide. The level of sitio energization was up by 11 percent (or an additional 708 sitios) as of December 2014 compared to the same period a year ago.

While 100 percent barangay electrification has been achieved since 2010, the challenge for the region is to attain universal energization of sitios in Region 10 as targeted in RDP

2011-2016 results matrix. ( Table 66 )

K.

E NERGY S ALES

The Region posted a total energy sales of 669,035,962 kilowatt-hour (Kwh) during the fourth quarter of 2014. The sales increased by about 4 percent compared to the data during the same period in 2013. The increased energy consumption during the holiday season coupled with comparatively improved dependable capacity of power plants and reliable transmission service pushed up the energy sales in all provinces in Region 10.

( Table 67 )

The Region’s overall comparative annual 2013 and 2014 data, on the contrary, showed a decrease in the total annual energy sales by 0.5 percent or about 12.1 million Kwh. The energy sold to provinces of Camiguin and Lanao del Norte reduced by 0.49 and 5.60 percentages, respectively. According to NGCP, the decline in energy sales was due largely to the closure of operation of one of its major customers in the Province of Lanao del Norte.

Misamis Oriental remained the biggest energy consumer in the region accounting for 58 percent of Region 10’s actual energy sales. Camiguin had the least energy purchase

sharing only 0.79 percent. ( Table 68 )

L.

I NSTALLED AND D EPENDABLE C APACITY

1.Installed Capacity

The power generation plants in Region 10 have a total installed capacity (IC) of 1,158.40 megawatts as of December 2014. The total IC already included the embedded power sources from CEPALCO, ILPI, FIBECO, MOELCI and MORESCO II which shared about

18 percent of the total IC. The Embedded power sources provided cushion that allowed continuous power supply to consumers in Region 10 even during times when the

Mindanao Grid experienced net supply-demand power gap. ( Table 69 )

2.Dependable Capacity

The dependable capacity (DC) as of December 2014 was 965.14 megawatts or 83 percent of the total installed capacity of the region. The DC increased by 11 percentage point or about 92 megawatts more compared to the same period a year ago. The increase was due to the operation of the new 15.6 MW diesel power plant (DPP) in

Panaon, Misamis Occidental as well as of the Mapalad DPP in Iligan City.

The 965.14 megawatts DC of Region 10 is 73 percent of the total dependable power

sources in the Mindanao Grid as of December 2014. ( Table 69 )

The region’s DC has the following power generation mix: hydro- 67.37 percent; coal fired- 21.79; diesel – 8.55, Biomass - 2.18 and solar – 0.10 percent. Hydro power

sources still dominate in the generation mix. However, the diesel source was increasing its share in the generation mix overtime.

M.

I RRIGATION

As of December 2014, the level of irrigation development in Region 10 has improved by

1.47 percent, which is equivalent to 1,784 hectares of additional service area, bringing the total irrigation service area to 70,483 hectares. The increase of 1.47 percent in the level of irrigation development was due to the completion of various irrigation projects in the region. Only the province of Bukidnon recorded a substantial expansion in the total area served by 89.5 percent (from 36,942 hectares to 38,538 hectares).

Of the 121,432 hectares of potential irrigable area, Region 10’s level of irrigation development stood at 58.04 percent, with 50,949 hectares remaining area for development.

Of the five provinces, Camiguin has already reached its 100 percent level of irrigation development since 2013. The other provinces - Misamis Oriental, Lanao del Norte and

Misamis Occidental posted higher levels of irrigation development at 79.3 percent, 79.1 percent and 78.8 percent, respectively, while Bukidnon posted the least at 47.5 percent.

N.

P EACE AND O RDER

The region’s total crime volume for fourth quarter 2014 is recorded at 15,963 cases, a

10.3 percent reduction compared to 17,802 cases of the same period last year. Of the total crime volume, 6,361 are incidents in index crime while 9,602 incidents in non-index crime. Both index and non-index crimes showed reduction at 20.8 percent and 1.7 percent respectively.

A reduction of all crimes against property was observed in this quarter, posting 35.1 percent drop. This is partly attributed by the 32.6 percent reduction of crimes in theft, which accounted for 35 percent of the total index crimes.For crime against persons, rape and murder, which accounted for 5 percent of the total index crimes,increased by 24.4 and 7.3 percent respectively.

Crime solution efficiency improved by 3.47 percentage points to 21.2 percent, while the average monthly crime rate (AMCR) declined from 128.1 to 114.8 percent.

Among police offices, Lanao del Norte and Misamis Occidental had the lowest AMCRs with the latter also recording the highest crime solution efficiency at 43.71 percent.

On an annual basis, total crime volume declined by 2.7 percent to 72, 278 cases, mainly due to declines in crimes against property. AMCR also decreased by 6.23 percentage

points to 130 cases per 100,000 population( Table 71 ,
