I.

DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of one Project Manager, hereafter referred
to as Worker(s), who meets the general qualifications of ITSAC Project Manager 2 Category, Core Technology
Type and the specifications outlined in this document for the Texas Health and Human Services Commission
(HHSC) Information Technology (IT).
All work products resulting from the project shall be considered “works made for hire” and are the property of the
HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and
satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or
discussions, which occur during the process of selecting a Worker(s).
The HHS Transformation is the result of legislation approved during the 84th legislative session (in particular,
SB200 and SB208). This will be a complex effort identifying agency programs, functions, and associated
portfolio systems to be transformed. Effort will involve analysis, development of workplans and action items for
programs, systems, data, and infrastructure consolidations. While the focus of this Project Manager will be on the
Information Technology (IT) tasks that are required to complete the transformation, that IT work will be within
the context of significant program area projects. These program area projects must also be understood and taken
into account when planning, implementing, and monitoring the IT projects.
Contractor will assist in implementation efforts for the HHSC IT consolidation & alignment and be responsible
for completing complex transformation projects. Contractor will perform following tasks:








Performs complex project management work.
Plans and leads projects at various stages of completion.
Communicates with project stakeholders, management, and other relevant parties across multiple HHS
agencies, program areas, and systems.
Develops project budgets, schedules, work plans, resources requirements, and cost estimates and
projections.
Identifies potential project risks, gaps, and issues, and develops strategies to mitigate them.
Compiles and distributes project information, project status reports, and project budget expenditure
reports.
Coordinates project activities with multiple stakeholders, including multiple divisions, agencies, and IT
groups.
Monitors project performance to address changes in scope and/or timing.
Project Manager will ensure that project deliverables documents align with the Texas Project Delivery
Framework and any Federal reporting requirements.
Other Special Requirements: Because
of the nature of the information in the system that will be upgraded,
all entities must sign a Data Use Agreement as a condition of employment.

III.
TERM OF SERVICE
Services expect to start as soon as possible and are expected to be completed by August 31, 2016. Total estimated
Worker hours shall not exceed 1700 hours. This service may be amended, renewed, and/or extended providing
both parties agree to do so in writing.
IV.
WORK HOURS AND LOCATION
A. Services shall be provided during normal business hours unless otherwise coordinated through the HHSC.
Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays
when the agency is closed.
B. The primary Work location will be at 4900 N Lamar, (Brown Heatly Bldg) and 701 W 51st (Winters Complex),
Austin, Texas. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s and/or
Vendor’s expense.
C. HHSC will provide pre-approved, written authorization for travel for any services to be performed away from
the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules
prescribed by the State of Texas for travel by its classified employees, including any requirement for original
receipts.
D. The Worker(s) may be required to work outside the normal business hours on weekends, evenings and
holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be
coordinated and pre-approved through HHSC.
