Learning Objectives
• Basic Process:
– Staff driven process conducted simultaneously with Mission
Analysis & S-COG Analysis. It considers more practically based
planning factors that may affect the CCTF’s approach to the
operation.
– This evaluation of factors is conducted broadly with inputs from /
to the Command Group, Components & all other sources of
information.
• Ending Conditions:
– There are no end conditions for this ongoing action.
– The C5, Directors, & COS monitor and manage this process to
maintain the right focus – supporting the concepts developed by
the Command Group.
• End Product of the Step:
– No specific product.
– Factor analysis consists of staff estimates, staff coordination &

Summary
• Staff must be very conscious of NOT driving the
planning decisions ahead of the concept.
–A factor which may appear to represent a key element
of the plan from an efficiency perspective may,
conceptually, be inappropriate with respect to the
effects considered important to the achievement of the
operational end state.
Support the CCTF’s Concept of Operations –
identify factors that support & inhibit the plan.
• What do I know? Who needs to know it?
