Job Purpose:
To manage the delivery of engineering, construction and maintenance of
walking and cycling routes across the region. This work will also include
project development and planning tasks.
Place in Organisation:
The post holder will report to the Regional Infrastructure and Network
Development Manager based in Leeds.

Key Responsibilities: (in no particular order)
1.
To manage Sustrans construction and maintenance projects delivered by
Sustrans own staff and contractors to client expectations and in
accordance with the contracts as required.
2.
To ensure cost effective, well programmed, safe, high quality project
delivery through effective and compliant management of site teams.
3.
To plan construction and maintenance projects to produce preconstruction information, programmes, method statements and risk
assessments and work with the Site Manager or the Site Foreman to
order necessary plant and materials.
4.
To respond to the day to day needs of construction projects and be
flexible in terms of working arrangements when necessary to ensure the
projects are delivered effectively.
5.
To produce regular progress reports for the projects, including those
required for local authority partners, steering groups and Sustrans
regional team.
6.
To control and monitor all budgets associated with the region’s
construction and maintenance projects.
7.
To advise on and develop solutions for the civil engineering aspects of
walking and cycling projects in the feasibility, detailed design,
construction and maintenance stages of projects to ensure compliance
with Sustrans’ and other relevant technical standards.
8.
To prepare and assemble construction and design documentation
including drawings, specifications, programmes, contract administration
documents and health and safety files.
9.
To administer competitive tendering processes.
10. To develop cost estimates for walking and cycling projects.
11. To respond to tenders from third parties to carry out work using Sustrans
resources.
12. To survey sites and make recommendations as to how designs and
specifications are to be implemented.
13. To liaise with relevant staff and consultants preparing designs for
complex parts of projects such as bridge designs.

To ensure that Sustrans construction projects comply with the planning
process and any other permissions required.
To ensure that construction projects comply with the organisation’s
health and safety management systems and CDM regulations.
To attend such local meetings as may be required, for example Parish
Council meetings, in order to keep local stakeholders engaged in the
project management process.
To assist the Regional Infrastructure and Network Development Manager
to increase the number of approved contractor appointments across the
region.
To assist with the monitoring and inspections of the regional property
portfolio.
To support and comply with the organisation's Policy for the
management of Health and Safety.
To work in accordance with the arrangements described in the
organisation's health and safety management system including any
project or department specific requirements
To contribute to the effective running of the Leeds office and perform
any other reasonable tasks necessary for the effective operation of the
region
Working Conditions
The postholder will work from Sustrans Leeds office. Regular travel
throughout the region will be required. Due to the expected site construction
work, the post holder will be expected to spend some time on construction
sites.
