Hiran/Bay Emergency Water and Sanitation project

Background
Information on the NGO
Adventist Development and Relief Agency Somalia is a humanitarian agency registered in
Kenya under registration number OP.218/051/9563/663- and operating in Somalia. ADRA
Somalia is part of a larger network ADRA operation in over 125 countries.
Information on the NGO’s activities in the country of the operation
ADRA Somalia has been operating in Somalia since 1992 implementing emergency relief and
development interventions in different sectors. Since then, ADRA has managed over 40
projects funded by different donors in 8 sectors namely: water; primary health care;
education; food security; infrastructure; institutional capacity building; micro-enterprise
development and emergency response interventions.
Information on the NGO’s activities in the region of the operation
ADRA has been operating in Bay region for the last two years and in Hiran region over the
last ten years. In Bay region, ADRA has continued to implement water and sanitation
projects including livelihood and recovery activities. In Hiran region, ADRA implemented
education development program, education in emergency, water and sanitation, livelihood
activities and emergency response activities focusing on the distribution of non food items.

Survey Objective
The overall objective of the KAP survey is to assess gaps and effectiveness of the HEWASA program
in terms of communities and person’s knowledge, attitude, and practices on management of
rehabilitated water points, health and hygiene practices (including water handling, hand-washing and
waste disposal) and make recommendations on strategies to close any identified gaps and improve the
delivery of program interventions.

Purpose :
a) To generate information related to knowledge, attitudes, and practices that is related to
WASH activities particularly management of rehabilitated water points, water handling
and treatment, hand washing and waste disposal.
b) To obtain a better understanding of the reasons why certain key behaviors and practices
occur, and to examine the socio-cultural and socio-economic factors influencing these
behaviors and practices.
c) To provide input towards program strategy development on WASH interventions,
including the identification of appropriate communication channels through which target
populations can be effectively reached.
d) To provide baseline information for future monitoring and evaluation.

Methodology
The survey will be conducted in a participatory manner that will enable beneficiaries to participate. It
will involve a series of planning, consultative meetings and related sessions.
The survey methodology will include:
a) Desk review of existing data
b) Development and administration of the questionnaire
c) Focused group discussions (FGD)
d) Individual in-depth interviews
A brainstorming session between the consultant and ADRA will be organized to deliberate on the
following key points among other issues that will affect survey:
 How to go about identifying and analyzing any information/data and their quality.
 Any limitations pertinent to current study.
 Methods of data collection needs/instruments.
 Types and software to be used for data analysis.
 Linkage with key partners.

Specific tasks and issues to be addressed in this survey
a) Undertake literature review and collect information on management of water
points, water treatment and handling, hand washing practices and waste disposal.
b) Prepare work plan for the enumerators and train them on both quantitative and
qualitative research methods to facilitate survey
c) Design appropriate survey instrument, determine sample size and produce required
copies of the survey instrument
d) Carry out a test run of instruments developed on the enumerators
e) Oversee execution of survey and collection of all completed forms
f) Analyse both qualitative and quantitative findings
g) Present preliminary survey findings to ADRA Somalia and ECHO representative
for consideration and discussion before finalisation.
h) Prepare and submit final report based on findings and discussions.

Expected Deliverables
The following output will be delivered:

A detailed methodology, set of tools to be used for data collection, Work Plan and
analytical tools at the start of the contract period
A Knowledge, Attitude and Practice (KAP) Survey for both Bay and Hiran areas.
A Public Education and Outreach (Communication) Strategy
Two hard copies of final survey report and soft copy in a CD




Desired background and experience of consultant

Advanced university degree in Social Sciences or a related technical field.

Experience in conducting KAP studies on life skills. Other criteria include:
- Strong background in both quantitative and qualitative research methods
- Computer skills, especially knowledge of statistical packages such as SPSS
- Familiarity with bivariate and multivariate analysis.
- Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart
knowledge and teach skills.
- Ability to plan and maintain project schedules and meet required deadlines
- Having worked in Somali or in an environment with similar cultural practices will be an
added advantage
