Planning & Projects Committee Meeting

March 2, 2015

Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne

Levee and Conservation District at the TLCD Office located at 220 Clendenning Road, Houma,

Louisiana, on March 2, 2015, at 5:57 o'clock P.M.

Upon roll call by Angela Rains, Commissioners recorded as present were: Alford, Chauvin, Daisy,

Guidry, Henry, Ledet, Moore, and Shaffer. Commissioner Pinkston is recorded as absent.

Under Public, there was no one wishing to address the board.

Under Management’s Report, Greg Gautreaux provided the board with an update on in-house projects.

Under Executive Director’s Report, Mr. Dupre discussed possible action for potential marsh creation area investigations with the Pointe-aux-Chenes Wildlife Management Area.

Jason Kennedy with Delta Coast Consultants presented a proposal for a potential mitigation site within the PAC Wildlife Management Area, for an estimated cost of $66,262.00.

There was a motion by Commissioner Henry, seconded by Commissioner Ledet, to approve the proposal from Delta Coast in the amount of $66,262.00, for the PAC Wildlife Management Area. The motion passed.

Mr. Dupre read into the records a letter from Roger Dehart, District 5 Director with SLECA, regarding the receipt from TLCD of the required ½ up front contribution in aid to construction for the Falgout

Canal line relocation.

Mr. Dupre also informed the board of notification by letter from Parish President Michel Claudet that the official release of funds in the amount of $13,999,999.00 (CDBG) has been received for the

Falgout Canal Levee Reach E Project work.

Walter Midley with All South Consultants, Inc.

provided updates on the Reach K & L Permit project, the Reach H-1 Water Control Structure project, and the Bayou Pointe-aux-Chenes Cleanout Project.

Mr. Midley asked the board to consider authorizing an amendment to the Letter Agreement with All

South in the amount of $10,177.25.

There was a motion by Commissioner Shaffer, seconded by Commissioner Ledet, to approve the

Amendment to the Letter Agreement with All South Consulting in the amount of $10,177.25. The motion passed.

Hilary Thibodeaux with CB&I provided updates on the following: Upper Reach F Project, Reach

H2/H3 Levee Project, Reach H Mitigation Project, Bayou Petit Caillou Gate Structure Project, Falgout

Canal Receiving Structure Project & Brace Wall, Falgout Canal Barge Swing Gate Project, Falgout

Canal Levee Project, PAC Receiving Structure and Floodwall, Bayou Four Point Flood Control

Structure Project, and the Humble Canal and Lower Dularge Floodgates Project .

Phil Schexnayder with Providence/GSE Associates provided updates on the Reach J-2 Water Control

Structure #1 Project, PAC Connection Levee Project, Falgout Canal Road Levee, Reach G-2 Project

(Part a), Bayou Four Point Road Ramp Project, Reach G-2 Project (Part b), and the Reach H-1 Project.

On the Reach G-2 Project (Part c), Mr. Schexnayder asked the board to approve Change Order No. 3 for Ceres Environmental, adding 29 contract days with no additional cost.

There was a motion by Commissioner Moore, seconded by Commissioner Ledet, to approve Change

Order No. 3 for Ceres Environmental, as requested. The motion passed.

Philip Chauvin with T. Baker Smith, LLC provided updates on the Reach F Mitigation Project, NRCS

Projects - 4-3C West and 4-3B (Reach J-3) Project, Reach I Levee 2nd Lift, and the Bayou Terrebonne

Floodgate Modifications Project.

On the 4-3C West Levee Rehabilitation, Mr. Chauvin asked the board to approve Change Order No. 1 for Apeck Construction, increasing the contract time by 23 days with no additional costs.

There was a motion by Commissioner Moore, seconded by Commissioner Chauvin, to approve

Change Order No. 1 for Apeck Construction, as requested. The motion passed.

Mitch Marmande with Delta Coast Consultants, LLC, asked the board to approve Amendment No. 1 to the Engineering Agreement with CB&I for the Humble Canal & Lower Bayou Dularge Floodgates repairs project, pending review by Legal and Program Manager.

There was a motion by Commissioner Ledet, seconded by Commissioner Moore, to approve

Amendment No. 1 for CB&I for the Humble Canal & Lower Bayou Dularge Floodgates repairs project subject to review by Legal and Program Manager. The motion passed.

Mr. Marmande asked the board to approve the proposal from Morris P. Hebert, Inc. for the Reach G &

H-1 Mitigation Project, in the amount of $27,700.00, for surveying, mapping, and servitude acquisition services.

There was a motion by Commissioner Guidry, seconded by Commissioner Chauvin, to approve the proposal from MPH, Inc. for the Reach G & H-1 Mitigation Project, in the amount of $27,700.00. The motion passed.

Mr. Marmande asked the board to approve the engineering proposal from T. Baker Smith, LLC for the

Reach E Environmental Water Control Structure Project, in the amount of $41,365.00.

There was a motion by Commissioner Henry, seconded by Commissioner Moore, to approve the engineering proposal from T. Baker Smith, LLC for the Reach E Water Control Structure Project, in the amount of $41,365.00. The motion passed.

Under President’s Report, Mr. Alford had nothing to discuss.

There being no further business to come before the board, it was moved by Commissioner Henry, seconded by Commissioner Moore, to adjourn the March 2, 2015, Planning & Projects Committee

Meeting at 6:55 o'clock P.M. The motion passed.
