SEPTEMBER 12, 2011
Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne Levee
and Conservation District at the TLCD Office located at 220 Clendenning Road, Houma, Louisiana, on
September 12, 2011, at 6:05 o’clock p.m.
Upon roll call by Angela Rains, those in attendance were Commissioners Buddy Daisy, Leward Henry, Jack
Moore, Carl Chauvin, Darrin Guidry, Howard Pinkston, and Gilbert Talbot. Anthony Alford is recorded as
absent.
Under Public, there was no one wishing to address the Board.
Under Management’s Report, Greg Gautreaux reported on in-house projects. He reported on the efforts of
Tropical Storm Lee.
Under Executive Director’s Report, Mr. Dupre discussed impacts of Tropical Storm Lee. Mr. Dupre reviewed
the flyover presentation, which assessed damages sustained from the storm.
Mr. Dupre discussed the Reach H Mitigation bids due to TS Lee. Hilary Thibodeaux with Shaw Coastal, Inc.
briefed the board that he is not prepared to recommend tonight. Shaw will make a recommendation at tomorrow
night’s meetings through deviation. Jimmy stated that a special meeting may be necessary to address bid
recommendation instead of deviating during the meeting.
Mr. Dupre asked the board to pass Resolution No. 11-022 in support of the amendment of the right-of-way
servitude from Terry Nettleton.
There was a motion by Commissioner Leward Henry, seconded by Commissioner Gilbert Talbot, motion
carried, to pass Resolution No. 11-022 in support of the amendment of the right-of-way servitude from Terry
Nettleton.
Mr. Dupre asked the board to authorize Amendment No. 1 by the passing of Resolution No. 11-023 for the
OCPR Contract 2503-10-83 for the Montegut Wetlands Project (TE-01) FEMA PW 1908. This amendment is
for expenses incurred relatve to performing the removal of existing Structure No. 1 in its entirety and replacing
with a new structure similar to Structure No. 2.
There was a motion by Commissioner Leward Henry, seconded by Commissioner Jack Moore, motion carried,
to pass Resolution No. 11-023 for the OCPR Contract 2503-10-83 for the Montegut Wetlands Project (TE-01)
FEMA PW 1908. This amendment is for expenses incurred relatve to performing the removal of existing
Structure No. 1 in its entirety and replacing with a new structure similar to Structure No. 2.

Mr. Dupre asked the board to consider authorizing the installation of NOAA approved weather station at the
Bush Canal Structure, and the possibility of installing a camera on Bush.
There was a motion by Commissioner Gilbert Talbot, seconded by Commissioner Leward Henry, to approve
approve $4,804.00 for engineering to do RFP and come back to the board for approval.
Under Engineering updates, Stevie Smith with All South Consultants, Inc. reported on the PAC Tie-In Levee
(Lafourche Parish). Commissioners Jack Moore and Carl Chauvin authorized permit modification to extend
PAC Tie-In Levee Project to 1,500 linear feet to Grand Bayou at no extra cost to the Terrebonne Levee and
Conservation District.
Phil Schexnayder with GSE Associates, Inc. gave updates on several projects. Plans and specs are complete on
MTG Reach J Segment 2. Mr. Mike Capello reported the permit application has been submitted to the Corps of
Engineers by Morris P. Hebert, Inc. which includes Structures 1 and 3 and PAC Connection Levee. Plans are
95% complete for the PAC Connection Levee (between Point Farm Road and 4-1 Forced Drainage). Plans and
specs are being modified to eliminate Structure No. 3.
Mr. Hilary Thibodeaux with Shaw Coastal, Inc. reported on the Houma Navigation Canal Receiving Structure.
Commissioner Carl Chauvin asked the board to approve Change Order No. 2 for L & A Contracting Company
in the amount of $71,877.20, which covers the revised pile length for 53 of 26” diameter piles on the east and
west side resulting from the pile load test recommendations from Eustis Engineering.
There was a motion by Commissioner Carl Chauvin, seconded by Commissioner Leward Henry, to approve
Change Order No. 2 for L & A Contracting Company in the amount of $71,877.20, which covers the revised
pile length for 53 of 26” diameter piles on the east and west side resulting from the pile load test
recommendations from Eustis Engineering pending Mr. Mitch Marmande’s approval.
Mitch Marmande with T. Baker Smith, LLC reported on the Morganza Projects.
Under President’s Report, Mr. Leward Henry, Vice-President, had nothing to report.
There being no further business to come before the Board, it was moved by Commissioner Leward Henry,
seconded by Commissioner Gilbert Talbot, motion carried, to adjourn the September 12, 2011 Planning &
Projects Committee Meeting of the Terrebonne Levee and Conservation District at 7:58 p.m.
