ADDENDUM A –Questions and Answers

WATER METER INSTALLATION PROJECT

Solicitation 13-003 and 13-004

1 Regarding the backfill, does the contractor have to bring in topsoil or is it to be backfilled with the existing dirt that was excavated?

2 Additional clarification is needed regarding the desired location of the new water meter pits….in relationship to the existing water main and corporation stops. There is mention of using the existing corporation stops to isolate each water service during the meter pit installation. If the meter pit excavation is only to be 6’ in length, where is the existing water main in relationship to the meter pit excavation? If the existing water main is not located within the meter pit excavation, will a second excavation be required to expose each water service corporation stop?

Perhaps we have misunderstood the project intent and the reference to corporations stops was intended to mean the curb stop shut offs typically located the at the property/right-of-way line?

Please clarify the project intent with regard to using the corporation tap into the existing water main or curb stops at the property line for isolation of each service line for the water meter pit installation.

3 Are there corporation stops on the main or curb stops at the property line for each individual water service receiving a new meter pit installation?

4 What are the material types that will be encountered on the existing water service lines during the meter pit installations? Of the material types existing, which two are the most prevalent?

5 Depending on the existing material types, some old water service lines may start leaking immediately after they are exposed. Who will be responsible for leaks on the existing water lines?

Sequence of Operation and under Materials and

Equipment : “Clean fill (bank-run) must be used around the piping and connection.” On top the bank-run the excavated dirt may be used for the rest of the backfill.

Both the words corporation and curb are used in the solicitations when referring to the valve to isolate flow on the residential line. They are both intended to mean the curb valve. There will be no need to isolate corporation stops on the main. As describe on

Solicitation Number # 13-003, page 7, Location of

Piping - BWC will make an initial identification of the location of piping and curb stop valves for each home by painting blue paint on the ground surface.

The reference to 6’ in length is described as a minimal length for the excavation.

Refer to Solicitation Number # 13-004, page 9: Most of

BWC service connections consist of one of three materials: ¾” copper or plastic tubing (CTS fitting),

¾” galvanized pipe (PEP fitting), or ¾” plastic pipe

(hose barb fitting). A few service connections are 1” instead of ¾”.

Refer to Solicitation Number # 13-004, page 7: Quality

Assurance - The contractor shall be responsible for repairing any damage or leakage caused by unnecessary disturbance to BWC piping and valves.. The contractor shall not be liable for any pre-existing leaks that are identified to BWC before excavation.

6 Should the condition of the existing water service line require replacement outside of the 6’ long meter pit excavation, how will the contractor be

Resident water service line replacements are outside the scope of this work compensated for the additional excavation and water service line

7 Please explain the requirements for the wage rates.

8 Is the contractor responsible for saw-cutting & removal of asphalt/concrete in the trench area?

9 Is the contractor responsible for replacing any asphalt/concrete removed from trench area?

Beaches Water meter project is being financed through the Maryland Department of the Environment (MDE)

Revolving Loan Fund appropriated from federal funds.

Contracts issued under this project will be required to abide by the Requirements and Contract Provisions

MDE Insert (Attachment E) for the Project. Among the requirements is compliance with prevailing federal wage rates under the Davis-Bacon and related acts in accordance with Section VI of the MDE Insert.

Yes. Refer to Solicitation Number # 13-003, page 7:

“ BWC will coordinate disposal of unsuitable materials.”

There should not be any road cuts. There may be driveways.
