MUNICIPAL RESOLUTION NO. 110-2014
GRANTING AUTHORITY TO HONORABLE MAYOR ANN Y. ONGJOCO TO ENTER INTO A
MEMORANDUM OF AGREEMENT WITH THE WORLD VISION DEVELOPMENT FOUNDATION
REPRESENTED BY EXECUTIVE DIRECTOR JOSIAS T. DELA CRUZ AND THE DEPARTMENT
OF EDUCATION REPRESENTED BY WEST DISTRICT SUPERVISOR ROSARIO SARET AND
EAST DISTRICT SUPERVISOR BLESILA BROJAN, FOR THE IMPLEMENTATION OF
PROJECTS FOR THE EVACUEES DUE TO THE MAYON VOLCANO IMMINENT/IMPENDING
ERUPTION.
Proponent/Sponsor:

WHEREAS,
the Mayon Volcano, the main landmark of the Province of Albay,
continues the threat of a possible eruption which caused the forced evacuation of families within
the six to eight kilometer danger zones around the volcano and the declaration of Mayon on Alert
Level 3 status;
WHEREAS,
the volcano pursues its unrest nevertheless the eruption per se cannot be
determined with exactitude, hence, the continual sojourn of the evacuated families in their
designated evacuation centers is necessary for their continued safety;
WHEREAS,
with the great number of evacuated families and the improbability of
determination as to when the volcano would rest and become stable again, the resources or funds
appropriated for this purpose by the concerned government agencies are feared exhaustion and
the assistance of concerned organizations thus becomes inevitable;
WHEREAS,
the World Vision Development Foundation and the Department of
Education communicated their willingness to implement certain projects for the benefit of the
evacuated families;
WHEREAS,
this august body is convinced as to the beneficial and advantageous
upshots of their programs, thus now consents the Local Chief Executive to represent this local

government and enter into a Memorandum of Agreement with the above-named
organizations/agencies;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to grant as it hereby grants authority to Honorable Mayor Ann Y. Ongjoco to
enter into a Memorandum of Agreement with the World Vision Development Foundation
represented by Executive Director Josias T. dela Cruz and the Department of Education
represented by West District Supervisor Rosario Saret and East District Supervisor Blesila Brojan,
for the implementation of projects for the evacuees due to the Mayon Volcano imminent/impending
eruption.
RESOLVED FURTHER, that the provisions of the Memorandum of Agreement are made
an integral part of this resolution.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Municipal
Mayor, the West and East District Supervisors, and such other concerned offices or agencies, for
their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of Honorable Councilor Carlomagno P. Flores
and duly seconded by the members present this 27th day of October, 2014 during their 39th Regular
Session.
