MUNICIPAL RESOLUTION NO. 072-2014
GRANTING AUTHORITY TO HONORABLE ANN Y. ONGJOCO, MUNICIPAL MAYOR OF
GUINOBATAN, ALBAY, TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE
DEPARTMENT OF AGRARIAN REFORM PROVINCIAL OFFICE AT CABANGAN, CAMALIG,
ALBAY REPRESENTED BY PARPO II ROMULO A. BRITANICO, CESE, FOR THE
IMPLEMENTATION OF THE COMMUNITY-MANAGED POTABLE WATER SUPPLY AND
SANITATION (CPWASH) PROJECT IN HIGHLAND ARC, PARTICULARLY FOR BARANGAY
SINUGTAN, GUINOBATAN, ALBAY.

WHEREAS,
every local government unit shall exercise the powers expressly granted,
those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its
efficient and effective governance, and more importantly, those which are essential to the
promotion of the general welfare. They are also mandated to ensure and support, among other
things, the promotion of health and safety within their territorial jurisdiction;
WHEREAS,
water is one of the basic commodities of every individual as the same is
being used primarily for sanitary and health purposes, aside from the fact that without which, life on
earth would not be possible. There arises, therefore, the need for the provision of a clean, potable,
safe and continuous supply of water in every household to ensure that every member of the family
is living as healthy individuals;
WHEREAS,
the Department of Agrarian Reform aims to implement the project known
as Community-Managed Potable Water Supply and Sanitation (CPWASH) Project in highland
Agrarian Reform Communities, particularly in the Barangay of Sinungtan, this municipality;
WHEREAS,
this august body fully supports the implementation of said project, subject
to the conditions set forth in the Memorandum of Agreement, for it would uplift the livelihood and
the promotion of well-being of our constituents in Barangay Sinungtan;

WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay
in session assembled, to authorize as it hereby authorizes the Honorable Ann Y. Ongjoco,
Municipal Mayor of Guinobatan, Albay, to enter into a Memorandum of Agreement with the
Department of Agrarian Reform Provincial Office at Cabangan, Camalig, Albay Represented by
PARPO II Romulo A. Britanico, CESE, for the implementation of the Community-Managed Potable
Water Supply and Sanitation (CPWASH) Project in highland ARC, particularly for Barangay
Sinugtan, Guinobatan, Albay.
RESOLVED FURTHER, that the provisions of the Memorandum of Agreement be made
an integral part of this resolution.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Municipal
Mayor and such other concerned offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY, on motion of the Sponsoring Committee Chairman,
Honorable Councilor Ricky S. Matza and duly seconded by the members present this 2nd day of
June, 2014 during their 19th Regular Session.
