Section 2.0 Bidders Qualifications and Requirements
All Bidder qualifications in this section are mandatory. Failure to meet a qualification will disqualify your Bid. However, the Department of Military Affairs reserves the
right to waive any qualification if no Bidder is able to satisfy that qualification.
2.1 Bidder must be in the business of providing Oily Absorbent Recycling Services for at least the past three (3) years.
The Bidder shall be required to demonstrate proof that they have successfully provided Oily Absorbent Recycling Services for the past three (3) years.
REQUIRED DOCUMENTATION: Bidder must submit previous client(s) to demonstrate proof of the successful experience.

2.2 Bidder must submit a copy of the Solid or Hazardous Waste Operating License
issued by the Wisconsin Department of Natural Resources or exemption letter, per
Wisconsin Administrative Code NR 502.05(3)(e) and NR 502.08(2)(c).
2.3Bidder must submit a copy of the Solid Waste Collection and Transportation
Service License issued by the Wisconsin Department of Natural Resources, per
Wisconsin Administrative Code NR 502.06 unless exempt under Wisconsin
Administrative Code NR 502.06(2). If exempt, Bidder must submit a copy of the
exemption letter.
2.4 Bidder must submit a copy of shipping papers or manifest that will be used to
transport used oil absorbents.

All requirements are mandatory unless specifically noted. A blank response shall be interpreted as “No, we cannot meet this requirement”.
A response of ‘No’, or failure to respond ‘Yes’ to all specifications, shall result in rejection of the bid.
A response that has checked both “Yes” and “No” shall be interpreted as “No, we cannot meet this requirement”.
