QUESTIONS AND ANSWERS
Questions and Answers 14-5611
Q1
Would you be interested in consolidating the Styrofoam shipping container to one common size?
A1
Not at this time.
Q2
I was also wondering if the UW system would be interested in biodegradable foam coolers to replace the
EPS coolers. These typically cost 40 to 50% more but are obviously environmentally friendly.
A2
Bidders may submit pricing for biodegradable items. These items and pricing are for informational purposes only
and will not be considered in the award process (see Itemized Bid List Optional Pricing section).
Q3
Items 1 and 2: 2) Foam Inserts- Is the foam 1030 Polyether Polyurethane 1# density 30 ILD? Do you have
the depth of the cavities in the foam insert or are they cut through?
A3
Foam is 33 ILD (Indentation Load Deflection) Charcoal Urethane with 1.1 # density. They are cut all the way
through the foam. The foam is 1” thick.
Q4
Items 1 and 2: 3) Absorbent Material - Are more detailed material specs or samples available?
A4
Samples are available upon request.
Q5
Items 3, 4, 5: #1 Foam Shipping Container- chamfered lid -- Our coolers are configured with an
interlocking lid that we have found to provide a more secure seal and better performance than the plug lid
specified. Will you consider this type of lid? May I send you samples to examine?
A5
If you are bidding alternate items/services, provide complete specifications, documents and materials showing
performance features and details for the items you propose to furnish for the items/services being bid. For
alternate items being bid, the Bidder must clearly identify by manufacturer’s name, catalog and model number.
Also see Section 1.0 Specifications of Attachment F.
Q6
Items 3, 4, 5: #2 - The outer shipping cartons require instructions to be shown on 2 length panels and a
top flap. Can these be printed on a label that is adhered to the box in the correct locations?
A5
The boxes must have the required printing. Labels would be unacceptable.
Q6
Will bids on only Lot 2 be accepted?
A6
Award(s) shall be made on the basis of the lowest net line item price(s) and/or the lowest net lot total(s) which is
judged to be in the best interest of the University.

3.5
Proprietary Information:
Any information contained in the Bidder’s response that is proprietary must be detailed separately on form DOA3027. Marking of the entire response as proprietary will neither be accepted nor honored. The University
cannot guarantee that all such material noted remains confidential, particularly if it becomes a significant
consideration in contract award. Information will only be kept confidential to the extent allowed by State of
Wisconsin Public Disclosure Law (refer to Standard Terms and Conditions, Section 27.0). A copy of the form
needed to designate portions of your submission as proprietary can be found at:
http://vendornet.state.wi.us/vendornet/doaforms/doa-3027.doc
3.6
Reasonable Accommodations:
The University will provide reasonable accommodations, including the provision of informational material in an
alternative format, for qualified individuals with disabilities upon request. If you think you need accommodations for
your site visit, contact Agent.
3.7
Method of Bid:
Bidder must submit a net unit price and an extended net total for each item and a total price by lot as
designated. Prices listed should be in US dollars unless otherwise indicated.
Optional: Bidders may submit pricing for biodegradable items. These items and pricing are for
informational purposes only and will not be considered in the award process.
-ANDFor University Imports: Custom charges/fees should not be included in the bid price. The University will be
responsible for determining custom charges/fees and will choose the customs broker to be used for entry into the
United States. Failure to eliminate these costs from your bid may result in disqualification of your bid. If these
charges are identified in your bid, they will be deducted from your total bid price and, if/when applicable, the
University’s estimate of importation costs will be added to the adjusted total bid price for the purpose of
determining the cost for award consideration purposes. Customs charges will not be paid to the awarded Bidder or
anyone other than the University’s designated customs broker under any circumstances.
3.8
Method of Award:
Award(s) shall be made on the basis of the lowest net line item price(s) and/or the lowest net lot total(s) which
is judged to be in the best interest of the University. Bids that state the University shall guarantee orders of a
specific quantity or dollar amount will be disqualified.
3.8.1
The University reserves the right to make an interim award and to require proof of performance through a
“trial” period of up to six months before awarding a final Contract. During this “trial” period, the University
shall review the Contractor's performance, including invoicing requirements, to ensure complete
compliance with the Contract.
If deficiencies are not remedied to the complete satisfaction of the University, the “trial” period shall be
canceled and award shall be made to the next lowest responsible bidder. The final interim award
decision rests with the University based upon the data it collects.
If the Contractor's performance demonstrates that the Contractor is capable of complete compliance with
the contract on a continuous basis for the six-month trial period, the University shall make a final award
for the contract.
3.8.2
A demonstration or review of item/service may be required before contract award. Location will be
determined and negotiated after bids are opened but before the Contract award is made.
Supplier Diversity Preferences
State of Wisconsin agencies may make awards to certified Minority Business Enterprise (MBE), or Disabled
Veteran-Owned Business (DVB) firms submitting the lowest qualified bid when that qualified bid is not more than
5% higher than the apparent low bid or the proposal is no more than 5% lower than the apparent high point score.
Authority for this program is found in ss. 16.75(3m)(b)2,3, 16.75(3m)(c)(4) and 560.0335(1)(b)(3), 15.107(2),
