Overarching statement
Good quality capital investment planning is critical for long term health sector sustainability.
Background
The NHB continues to collect the regional capital plans (RCP) separate to the regional service plans.
The regional service plans focus on individual service priority areas, while the RCP needs to cover all
service needs for the next ten years.
Objectives
1. The long term objective is for DHB regional capital plans to be informed by local and
regional service planning and DHB facility assessments and asset management.
2. Regions will engage early with the Capital Investment Committee (CIC) on the long term
capital intention planning process
3. Regions will prioritise capital intentions over ten years and
4. DHBs have quality asset management planning.

Note: This year a modified financial template will go to shared service agencies (i.e. healthAlliance)
that hold assets on behalf of DHBs.
Timeframes for plans and report backs on plans
Regions will provide working drafts of sections of their capital investment plan in advance, which will
be discussed at monthly meetings to begin in early 2015. A draft capital investment plan is to be
submitted by 30 March 2015 to the Manager Capital and Operating in the Ministry of Health
(mhairi_mchugh@moh.govt.nz). The final RCP is to be submitted on 3 July 2015 to Mhairi Mchugh.
Regions will then provide updates on the progress with the RCP manager capital and operating on 28
March 2016 with a full year report in 1 July 2016.

2. OVERVIEW OF DHB CAPITAL INTENTIONS
2.1 Ten year capital investments (over $5M) for the region
Refer Table 1 for template
Table outlining projects estimated to cost $5M or more ($500,000 for IT), the estimated total cost, the
funding split (Crown, DHB, other), years of spend over 10 years, what body has approved it (i.e. DHB
Board approval, Regional Capital Committee (RCC) approval, CIC approval, Government approval),
stage of business case and when (where appropriate) it was approved, type of asset, include baseline
spend less than $5M as a separate line.
Please provide a summary and description of the Table and the current assets owned by DHBs.
2.2 Key priorities
A regional overview of the priorities for the capital spend and work programme for the next 10 years.
3. REGIONAL DISCUSSION
A description of current and future facility capital investments (under business case development, post
government approval and recently completed) and current issues (now and going forward) in capital
investment planning for each DHB in the region. This includes service planning work, asset condition,
capacity, private sector involvement (including those that may require a long term lease of DHB land)
and any other issues.
Outline any work on joint procurement in business case development or asset management. Please
include a discussion of assets held by other agencies on behalf of DHBs, such as healthAlliance and
Health Benefits Limited.
4. CAPITAL WORK PROGRAMME 2015/16
Describe any joint regional work that falls out of the regional discussion, including sharing of
information on asset management, joint procurement (for areas such as major equipment purchasing
e.g. PET scanners) and business case development. Outline other organisations in the region (where
they exist) that impact capital investment planning and linkages.
Describe service planning work to be addressed by the region that informs the capital investment
project work. This includes progress made since last year and updating the priorities for this year.
Where appropriate, outline a work programme to complete the planning (please provide a reference if
this is covered under the regional service plan).
5. SUPPLEMENTARY INFORMATION
5.1 Regional Capital Committee
Provide the Terms of Reference, membership of the RCC and the main contact person from the RCC to
liaise with the Ministry of Health.
5.2 Asset management plans and Site Master Plans
For each DHB note the date of last review of the asset management plan and the site master plan
