CHANGE NOTIFICATION
Summary:
This change notification informs DHBs that they will be required to execute change management, and fund
and work with the vendors of their PAS and related systems to implement the requirements of the Phase 2
National Patient Flow data capture and extract development.
This change has been publicised through National Patient Flow (NPF) communications, presentations,
workshops and activity with DHB representatives since June 2013.
Context of the Change:
Phase 1 of the National Patient Flow Collection (NPF) is underway and DHBs have been collecting data from
1 July 2014. National Patient Flow Phase 2 will be effective from 1 July 2015. The National Patient Flow
Project Board will agree the requested changes.
Details of Proposed Change:
The High Level Requirements Statement (All Phases) v1.0 was been published to the sector 8 August 2014.
This document describes the extent of the collection (Phases 1-3) for the full programme through to 1 July
2016, including objectives, purpose, description and definitional material.
Following the receipt and review of the DHB impact assessments, the breakdown of Requirements and
Phase 2 vs Phase 3 scope will be articulated in the File Specification on 18 December 2014.
What is Expected of the Sector:
 DHBs will need to provide an impact assessment for the collection by 10 November 2014 in a format to
be specified by the Ministry
 DHBs will need to have an agreed implementation plan by 1 February 2015
 Capture of the required Phase 2 information from 1 July 2015 onwards
 Submission of the load file to the Ministry of Health from 1 July 2015 onwards
Relevant Documentation and support information
 A Data Dictionary and the File Specification is under development and is planned for October and
December 2014 respectively.
