VACANCY ANNOUNCEMENT \vac UNICEF Zambia is looking for suitably qualified candidates to fill the following vacancies; (1) Senior Social Welfare Officer – Data Management, Social Cash Transfer Unit MCDMCH – on Temporary Appointment, NOB, for eleven (11) months to be based in Lusaka. The consultant will be under the close supervision of the Chief of Social Policy in UNICEF and the Principal Officer – Social Cash Transfer Unit HQ. The Officer will be required to complete the following tasks: Development of timely data management plans for the new and existing SCT districts. Coordination of the deployment of the MIS to all scale up districts and existing districts, to support effective and timely data collection; Interpretation of specific information needs of the Department of Social Welfare as well as other departments in the Ministry and external stakeholders with respect to the SCT program and generate reports from the MIS to provide such information; Use of the MIS to carry out data analysis to support M&E of the SCT program; Development of capacity in the SCT districts to collect useful and usable data for the MIS by designing and delivering training programs; In collaboration with Department of Planning, develop ICT infrastructure to support the expanded scope and functionality of the MIS; Working in collaboration with the Senior Social Welfare Office- Policy, Monitoring and Evaluation to identify an Institution or Consultant to conduct data entry. Working closely with the identified Institution or Consultant to conduct data entry into the Management Information System (MIS). Ensure selection of beneficiaries using welfare index Working closely with the American Institutes for Research (AIR), the Consultant developing the MIS for the Ministry. Contributing to the development of detailed annual work plans on the programme implementation. Performing any other task as assigned Applicants must posses a minimum of a Bachelor’s Degree in computer science, information technology, telecommunications or related field with a minimum of Five years of relevant professional work experience with either government or Non-Governmental Organizations. Experience and knowledge required in Microsoft Visual Studio. NET /SQL Server 2008 systems development environment; Systems integration; Internet, mobile and web based technologies; Ability to conceptualize and interpret end user information needs; Ability to effectively collaborate with counterparts with different technical and sectoral backgrounds; Experience in providing training and capacity building, including technology tools for policy use; Previous experience developing and maintaining management information systems and related tools; Previous experience in project management, preferably in a public sector environment; Excellent communication and interpersonal skills. Familiarity with the background and rationale for social cash transfer scheme is desirable. Should be committed to duty. (2) Senior Social Welfare Officer – Disability, Social Cash Transfer Unit MCDMCH – on Temporary Appointment, NOA, for eleven (11) months to be based in Lusaka. The consultant will be under the close supervision of the Chief of Social Policy in UNICEF and the Principal Officer – Social Cash Transfer Unit HQ. The officer will be required to complete the following tasks: Working in collaboration with the Senior Social Welfare Office- Policy, Monitoring and Evaluation to ensure that community validation meetings take place before approval by the District Welfare Assistance Committees (DWACs). Reporting on and following up on disability issues from the field Working with Community Based Organisations that deal with disability. Working with the Communications Taskforce to ensure that persons with disabilities have clear information and can access the programme Engaging the Zambia Agency for Persons with Disability (ZAPD) and other Institutions on matters of disability. Contributing to the development of detailed work plans on the programme implementation that take into account disability issues Working in consultation with the Senior Social Welfare Officer - Management and Implementation to ensure that the Payment Service Provider (PSP) is identified and funds disbursed to the PSP on time so that the recipients get their transfers timely. Performing any other duties as assigned Applicants must posses a University degree in Social Sciences from a recognized University; Social Work, Public Administration, Development Studies, Community Development, or other relevant disciplines. Five years of relevant professional work experience with the persons living with disabilities. Excellent communication and interpersonal skills, Familiarity with the background and rationale for social cash transfer scheme is desirable, Should have management skills and capacity. Should be committed to duty. (3) Senior Social Welfare Officer – Training, Social Cash Transfer Unit MCDMCH – on Temporary Appointment, NOA, for eleven (11) months to be based in Lusaka. The consultant will be under the close supervision of the Chief of Social Policy in UNICEF and the Principal Officer – Social Cash Transfer Unit HQ. The Officer will be required to complete the following tasks: Developing timely training plans for the new districts Providing quality control for all training activities and materials for the scale up of the SCT scheme Monitoring and reporting on progress for all training activities for the scale up of the SCT scheme Working in collaboration with the Senior Social Welfare Office- Policy, Monitoring and Evaluation to make necessary training preparations required before a new district is added onto the scheme. Working with the District Social Welfare Officers and other officers from the Ministry to conduct training programmes for the Training of Trainers, Enumerators, Pay Point Managers, Area Coordinating Committees and Community Welfare Assistance Committees. Contributing to the development of detailed annual work plans on the programme implementation. Ensuring that the information collected on the form 1s is accurate and complete. Performing any other duties assigned Applicants must posses a University degree in Social Sciences from a recognized University; Social Work, Public Administration, Development Studies, Community Development, or other relevant disciplines. Five years of relevant professional work experience with either government or Non-Governmental Organizations. Experience in supporting and managing training initiatives, Experience in developing training materials is desired, Strong communication and interpersonal skills, Excellent facilitation skills, Familiarity with the background and rationale for social cash transfer scheme is desirable, Management experience and skills an asset, Should be committed to duty, Good written and communication skills, Good computer knowledge, Fluency in written and spoken English is required.
