To Whom It May Concern:
We have received requests for clarification in regards to the recent Request for Proposals for the O. M.
McNair Elementary - School Improvement Grant. Please see the official responses to the inquiries below.
If any further clarifications are needed, please call the office on Monday, January 5, 2015.
Thanks to each of you for your interest in providing services to help improve the quality of education at
O. M. McNair Elementary School and the Humphreys County School District.
Questions
1.
What is the available budget?
The external provider original budget in this RFP was $282,000. The original timeframe for the initial budget was the 2014-2015 school year. At this point in the school year, we are only planning for the second semester. In addition to an explanation for your daily rate, we ask that external providers clearly delineate any distinct services provided by their Company. The rate explanations and services explained by the potential external providers will assist the HCSD determine the scope and sequence of services based on best fit within the budget amount.

Where will responses to questions be posted online?
Copies of submitted questions and responses will be forwarded to potential external providers who submit an intent form. Responses will also be posted to the district website: www.humphreyscountyschools.com
3.
How many parts should be submitted
( The proposal will consist of seven parts: Part I – Proposal Transmittal Form; Part II –
Vendor Profile; Part III – Production Proposal; Part IV – Budget; Part V – Standard Terms and Conditions.)

The proposal should include the five parts specified.
4.
When do you anticipate the project beginning?
We would like to begin planning with the successful external provider as soon as the proposal has been accepted by the HCSD School Board. We plan to present on
January 13th, and would like to meet with representatives on the afternoon of January
14, 2015. Our intent is to have providers in the school building by January 20th.

What assessments/data systems are currently being utilized by McNair?
Universal Screening - STAR Reading and STAR Math
Progress Monitoring - Classworks
Benchmarking against CCSS - ELS Benchmark Assessments
Note: The HCSD uses ELS to capture benchmark, State, and teacher created assessments
6.
Can you give me additional information regarding expectations around School Readiness
Consideration? Is this referring to working with students who are performing below grade level?
We are looking for a response that ensures the district that the external provider has both the capacity and flexibility to adapt the scope of services based upon a number of factors including the staff understanding of CCSS, PARCC assessments, proposed provider strategies, student needs and the improvement plan established by the school and/or district.
7.
Is it permissible to submit proposals for services for some but not all of the 5 listed on the scope of services? Would such a proposal be considered?
External Providers are allowed to submit proposals for some, but not all, components of the RFP. Submissions of this nature should include a detailed plan as to how the provider would work to coordinate services and schedules with the principal and other providers to ensure seamless implementation.
