Page 4 of 23 5 Central Institute of Road Transport, CIRT Pune 1.0 INTRODUCTION OF SYSTEM 1.1 Central Institute of Road Transport (CIRT), Pune, invites tender for the supply of Customized Software & Hardware for evaluating driving skill through a system called as Innovative Driving Test System (IDTS) using Image processing. This is a unique innovative system being designed and developed for the first time in the country using camera which enables testing of driving skills of drivers without human intervention. 1.2 The IDTS system save and retrieves the history of all test conducted for the candidate. 1.3 A computer graphical printout can be given to the candidate which gives information such as vehicle speed, test duration etc which is not possible in manual system. 2.0 METHODOLOGY 2.1 The test track will be of either tar road / cement road / paver block with clear marking of boundary. The test track consisting of eight shaped and H-Shape tracks are enclosed in the diagram in appendix. Necessary hardware such as camera will be fitted on a pole to capture video / images of the candidate taking the drive test. Suitable software will interface with camera hardware which collects vehicle path information on real time basis as the vehicle moves on the testing track. It plots and traces the path taken by the vehicle on various test tracks on a two dimensional image display on a computer console. Appropriate best fit algorithms for plotting the path traced by the vehicle need to be developed. The system performs several computations for determining driving competency of the driver such as number of forwards and reverses, kerb hit, average speed, duration of test in seconds, standard directions followed, deviations, stoppage during test etc 2.2 Hardware The computers, server, UPS will be provided by the CIRT. The successful contractor shall have to retain 10% of the project cost and the same will be released after successful completion of project. Proportionality EMD amount will be adjusted. 9. Late and incomplete tender is liable to be rejected. This institute shall not be responsible for any delay in transit or otherwise due to postal and or any other reason. 10.
