SHORT NOTICE INVITING TENDER
The Central Institute of Road Transport (CIRT), Pune, invites offer in a ‘Two Bid
System’ from reputed firms for customizing & supplying Innovative Driving Test
System through Digital Image Processing.
Technical Bids and Financial Bids should be separately sealed and duly
superscribed with the name ‘Customization of IDTS System’. Duly completed
offer Sealed and superscribed should reach the Director, CIRT on or before
18/11/13 1600 hrs. The technical bids shall be opened in the presence of the
vendor or their representatives if they desire to be present.

The Director, CIRT reserves the right to accept/reject/split-up any or all bids
without assigning any reasons thereof.

1.0
INTRODUCTION OF SYSTEM
1.1
Central Institute of Road Transport (CIRT), Pune, invites tender for the supply of
Customized Software & Hardware for evaluating driving skill through a system called as
Innovative Driving Test System (IDTS) using Image processing. This is a unique
innovative system being designed and developed for the first time in the country using
camera which enables testing of driving skills of drivers without human intervention.
1.2
The IDTS system save and retrieves the history of all test conducted for the candidate.
1.3
A computer graphical printout can be given to the candidate which gives information
such as vehicle speed, test duration etc which is not possible in manual system.
2.0
METHODOLOGY
2.1
The test track will be of either tar road / cement road / paver block with clear marking of
boundary. The test track consisting of eight shaped and H-Shape tracks are enclosed in
the diagram in appendix. Necessary hardware such as camera will be fitted on a pole to
capture video / images of the candidate taking the drive test. Suitable software will
interface with camera hardware which collects vehicle path information on real time basis
as the vehicle moves on the testing track. It plots and traces the path taken by the vehicle
on various test tracks on a two dimensional image display on a computer console.
Appropriate best fit algorithms for plotting the path traced by the vehicle need to be
developed. The system performs several computations for determining driving
competency of the driver such as number of forwards and reverses, kerb hit, average
speed, duration of test in seconds, standard directions followed, deviations, stoppage
during test etc
2.2
Hardware
The computers, server, UPS will be provided by the CIRT. The bidder has to give
configuration of the machines.

location of camera detail installation procedure in picture format (Color Printout).
Appropriate legend to be displayed in all drawings. The bidder is required to give
virtual demonstration of the project at CIRT.

GENERAL GUIDELINES FOR PREPARATION OF BIDS
THE BIDDER SHOULD READ CAREFULLY THE FOLLOWING CONDITIONS PRIOR TO PREPARING THE BID
DOCUMENT. NON COMPLIANCE OF ANY AND/OR ALL CONDITIONS MAY LEAD TO REJECTION OF THE
BID.

MANNER & METHOD OF SUBMISSION OF BIDS :
1.1 The Bid shall be made in ENGLISH only.
2.
FOLLOWING ANNEXURES must be filled up properly and submitted in Technical Bid:

TEMRS AND CONDITIONS OF CONTRACT
The Bidder should be Indian Company registered under the Indian Companies Act.
2.
The Quotation is to be submitted in two parts viz. ‘Technical bid’ and ‘Commercial bid’ in
two separate sealed envelopes and should accordingly be superscribed “Quotation for IDTS
– Image Processing”. The commercial bid will be opened only after the scrutiny of technical
bid has been done and a short listing of technically acceptable bids has been made.
3.
Sub-Contracting of work is strictly not allowed, if same is found later work will be cancelled
and no payments will be made for the work done.
4.
All software intellectual property rights reserve with CIRT. Not to install without written
permission from CIRT, Pune.
5.
Vendor may have to give demonstration / presentation etc at its own cost at CIRT, Pune.
6.
Any breakdown call related to cameras, software to be attended and rectified within 2
business days on site for period of one year and later through AMC.
7.
The Earnest Money Deposit will be returned by cheque to the unsuccessful contractors after
awarding the contract to the successful contractor or within 3 months, whichever is earlier,
and shall not bear any interest.
8.
The successful contractor shall have to retain 10% of the project cost and the same will be
released after successful completion of project. Proportionality EMD amount will be
adjusted.
9.
Late and incomplete tender is liable to be rejected. This institute shall not be responsible
for any delay in transit or otherwise due to postal and or any other reason.
10.
Tenders will be opened on due date at Central Institute of Road Transport, Bhosari, Pune –
411 026, in the presence of the contractor or their representative, who may remain at the
time of opening.

11.
The power of accepting the tender will vest with the Director who does not bind himself to
accept the lowest quotation and also reserves the right to reject or partially accept any of
the tenders received without assigning any reason.
12.
The rate shall be clearly indicating Service Tax, Excise duty if any, VAT, Octroi and any other
taxes laid by the Government of Public Body till date. CIRT will not be liable to pay any of
such taxes, if subsequently asked for / increased by any of the concerned authority.
13.
The offer should be kept valid for a minimum period of 120 days after the due date of
opening of the tender.
14.
The schedule of probable quantities is liable to alterations, omissions, deductions or
additions at the discretion of the Director.
15.
The Director, CIRT reserves the right to accept/reject/split-up any or all bids without
assigning any reasons thereof.
16.
All disputes related to the above work of any nature subject to Pune, (India) jurisdiction
only.

The 8-Shaped Bend track is used to train the drivers on left and right steering, sharp
turning and negotiating roundabouts. The end to end length and the inner diameter
measurement of the track is given below :
