Panel 2 – Case Studies from Asia Session 4.4.2, 5th World Water Forum 18 March 2009 Ryan Yuen Director, East Asia & Pacific International Water Association 1. There are many examples of goodperforming utilities in Asia, be it public or private 2. Many good-performing public utilities go about doing their job quietly and efficiently - Vietnam (Haiphong, Hue) - Philippines (water districts outside Manila) - Hong Kong (HK Water Supply Dept) - Taiwan (Taipei Water Dept, Taiwan Water Corporation) 3. Private operators carry with them higher profiles, but many have led to improved service deliveries to the areas they serve - Philippines (Manila Water, Maynilad) - Malaysia (Ranhill, Puncak Niaga, IWK) - Macao (Macao Water) 4. Key is to understand what are the factors for success or failures, and adapt and tailor to every unique local conditions - personal leadership - role of government (federal, state, municipal) - stakeholder involvement - communications - pricing and cost recovery - many others…. 5. To allow water utilities to help each other, Water Operators Partnerships have taken off in a big way in Asia WaterLinks – a Asia-wide regional partnership network to coordinate, develop and implement water operator twinning partnerships, capacity building and knowledge dissemination www.waterlinks.org Focus Area Connecting the Urban Poor Continuous Water Supply Water Quality NRW and Operational Efficiencies Twinning Partners Facilitation Support MWCI – Medan Expanding water services to poor communities in Medan, Indonesia USAID Ranhill – MJP Converting from intermittent to continuous water supply in Badlapur, India USAID Ranhill – PDAM Surabaya Enabling and sustaining continuous water supply in Surabaya, Indonesia USAID Korea Water - Dhaka Improving water quality and management practices in Dhaka, Bangladesh ADB Ranhill – PWA Improving water quality management and optimizing operations in Nakorn Nayok, Thailand USAID MWCI – Danang Improving water quality in distribution system in Danang, Vietnam USAID Ranhill – Davao Reducing NRW and improving management practices in Davao, Philippines ADB Male – Thimpu Reducing NRW and improving management practices in Thimpu, Bhutan ADB City West – Cebu Reducing NRW and improving management practices in Cebu, Philippines ADB PPWSA – Binh Doung Reducing NRW and improving distribution system in Binh Doung, Vietnam ADB Haiphong - Danang Reducing NRW and improving management practices in Danang, Vietnam ADB JUSCO – NWSDB Reducing NRW and Energy Savings for water supply delivery in Sri Lanka ADB MWSS – Yancheng Instituting a customer feedback system on concessionaire performance in Yancheng, China USAID LA DWP - Shenzhen Developing a customer feedback system for water quality monitoring in Shenzhen, China USAID IWK – Medan Promoting and increasing demand for sanitation services in Medan, Indonesia USAID King County - WMA Optimizing wastewater treatment plant processes in Krabi, Thailand USAID Customer Orientation Sanitation Services Focus Area Thank you!
