Beginning the Score Sheet
• As soon as you have completed playing your match
and it is your turn to officiate get your pens, pencils,
watch, eraser and correction tape
• Start the Heading and Officials section of the score
sheet while you are waiting for the results of the coin
toss at the captain’s meeting

LINE-UP SHEETS
• Line-up sheets should be turned in 2 minutes before the first
set of the match
• In the 3 minutes between sets the coach has 2 minutes and
30 seconds to decide on their line-up before it is late
• When you receive the line-up sheets from the coaches or
captains look for the following:
– The floor captain-indicated by a “c” after the number
– A Libero number if a Libero will be used for the set
– The Coach’s or Captain’s signature

Once a Signed LINE-UP is Received
• Once the line-up is signed and received it may not be
changed, unless a regular substitution is made
• Look for a Libero number when the line-up is received so
it may be added at this time if the coach forgot
• The coach must fill out the line-up for each set
Do Not just use the 1st set line-up for the 2nd set

– Then the second referee takes the line-up sheets and checks the

– The scorekeeper must also check the line-ups at the same time
– Make sure the line-ups are entered correctly and that the correct

Scoring the Set
•
P the number in the upper right corner of service round box for each
correct server when they CONTACT the ball for service
• If it is the wrong server- DO NOT P the number in the service round
box. Only enter the Exit Score (Total Team Score) Do not notify the 2nd
Referee until after the wrong server has contacted the ball
• DO NOT P the service round box if the server fails to serve in the 8
seconds and a loss of rally is issued without contact of the ball
• DO NOT P the service round box if a Server tosses a ball and lets it
drop
• DO NOT P the service round box if the last point of the set is scored
on a loss of rally. Just enter the set point as the exit score for the next
server
• For the first rotation P boxes with the number 1. For the second
rotation P boxes with the number 2 and so on.
Note: 14 and under are allowed to toss the ball and let it drop one time
per service and they are only allowed 5 seconds to serve the ball.

Scoring Tips
 If a Replay is awarded, the scorekeeper records
nothing on the score sheet
 If A Mind Change occurs, (1st referee reverses a call)
erase or white out any changes to the score sheet
 If you have a mistake on the Pen sections and have no
white out tape you may X out the mistake and write the
correct information immediately following the X


The Receiving team always starts the 2nd round of service boxes first
because they rotate into service.

Scoring Tips




Make sure at the beginning of each service that you have awarded the
loss of rally point. NO TWO EXIT SCORES for one team should be the
same, they will have earned a loss of rally point
Rams’ # 1 serves their first serve into the net
Should the Exit Score be 19?
No, the last exit score was 19
Side-out point 20 has been missed. Slash 20 and give the Exit score of 20

• Each team gets 12 Team Substitutions
• There is no limit to the number of individual
substitutions
• Once a player is listed in a service column, they may
not substitute in any other service column, unless
there is an Exceptional Substitution due to injury
• More than 2 players may be in the same service
column, but those players are locked into that service
position

TIME OUTS
• Each team gets only 2 time outs per set. No additional
team time outs are ever awarded in USAV play
• During time outs, check that the visual score is correct
• Check that the number of substitutions matches the
total team subs and that the Score at Change entries
are complete
• Time-outs in USAV are 30 seconds long

• DISQUALIFICATION
Since all Sanctions are for the Match, copy the entries to all set score sheets

IMPROPER REQUEST
• An Improper Request shall be rejected by the first or
second Referee
• The first Improper Request will be issued without a
warning or penalty being assessed
• Any further interruptions in the same match will be
sanctioned progressively
• An Improper request shall be recorded on the score
sheet and will be in effect for the whole match

Types of IMPROPER REQUESTS
• Any request after the whistle for service
• Request not by a Captain or Head Coach
• Excess Time Out (request for 3rd time out)
• Excess Team Sub (request 13th team sub)
• Call for 1 sub and send 2 players. (1st sub is accepted, the
2nd sub is denied and an Improper Request is given)
• 2nd request for a sub on the same dead ball
( A team is granted a sub and then requests another sub)
• Wrong Position entry. ( Ex: a player subs in position IV and
then tries to enter in position III)

TEAM DELAY WARNINGS
• A TEAM DELAY is any action that delays the resumption
of the set
• A Team Delay Warning shall be recorded under the W
(Warning) column in the Sanctions Section
• A Team Delay will be in effect for the entire match

Types of TEAM DELAY WARNINGS
• Second Improper Request in the match. Team delay warnings
will be in effect for the whole match, not just the set
• Wearing jewelry during warm up or the set
• Late line-up submission
Two minutes before the first set and 30 seconds before the start
of subsequent sets in the match
• Failure to report to the court to start the set
• Prolonged set interruptions- delays after a time-out
• Unnecessary player delays- throwing ball into the stands, etc.

• Delays making a Substitution
(Call for a sub and they are late getting to the line because
they need to remove sweats etc..)
• Requesting an illegal substitution
(A player not on roster, an expelled/disqualified player, a
player replaced by an exceptional sub in that match)
• Wrong Libero re-entry
(A Libero entry after the serve, the Libero did not sit out
one rally, the Libero was replaced by the wrong player)

TEAM DELAY PENALTIES
• A TEAM DELAY PENALTY is issued for any second
