Basic Project Information Project Title Norra länken (the Northern Link) Location Northern part of Stockholm cite centre, Sweden Purpose The purpose of the project is to create a new link for the E20 motorway from the E4 motorway “Essingeleden” in north west to Värtan in the north east. This will improve the accessibility for Lidingö and open up for new urban developments in “Norra Djurgårdsstaden”. Norra Länken is also a prerequisite for the development of “Norra Stationsområdet” in the western parts. When finished, it will relieve the traffic load in the city centre [ME]. Scope The project includes the original plan of “Norra länken” with a connection only between Norrtull-Värtan but also the extension of the project to include the overdecking for “Norra Stationsområdet”. The project consists of rock and concrete tunnels and traffic facilities in connection to the tunnels. Contractual Framework Mixed between design, design-build and build contracts. In total it is planned to consist of 62 contracts [STATN] [STAE]. Relevant Physical Dimensions The length of the main tunnels will be 5 km of which 1 km was constructed twenty years ago. In total it will be11 km of road tunnels, of which 9 km is rock tunnels and 2 is concrete tunnels. Norrtull to Tomteboda is planned for 2015 and 2017. Railway tunnel for Värtabanan in 2019 [STATN]. Procurements of all contracts have been planned in[VV05] . In current form, no major construction delays have been reported. Some delays have been reported in the early stages. However, in 2010 was the project on, or ahead of schedule [IN10] . A breakthrough of finishing a continuous tunnel was accomplished in November 2011 [IN]. Procurement plans and written contracts have been mostly followed [STAE]. This law specify , for example, how the formal planning process should be accomplished, land owner rights, right of way and responsibilities [RA]. Plan & bygglagen regulates planning and zoning of land developments for municipalities. The Environmental Code include laws regarding planning, EIA’s, public participation. Included are also laws regulating national parks, which in this case the tunnel between Norrtull and Värtan will mostly go under. [EC] Specific Legal and Regulatory events impacting on the project In 2009, the government gave acceptance to construct the concrete tunnel near Bellevue park with a more traditional method. This by changing a paragraph in the Environmental Code for allowance of temporary works in national parks. This was estimated to reduce the cost with around 1 billion SEK [BV09].
