POSITION DESCRIPTION
Position Title: Systems Operator
Program: Connecticut Migratory Children's Program
General Purpose:
Under the direction of the Program Director, to maintain the data system (MIS2000) for
the Migratory Children’s program and to provide administrative assistance to the
operation of the Migrant Education Resource Center (MERC).
Essential Duties and Responsibilities:
1. Enters information on migrant children from Certificates of Eligibility into MIS2000 and
produces student records for use by 8 migrant school districts in the State of Connecticut
to authorize educational and social services.
2. Plans, organizes and coordinates the data maintenance for the MIS2000 including
updating of student records for enrollments and withdrawals, and addition of new
services. Maintains filing systems for all printouts. Maintains system
documentation. Coordinates testing, training and implementation of system
modifications. Performs operational backup of programs and data. Participates in
planning and design for future software modifications and maintains liaison with hardware
and software personnel. Maintains service contracts on all applicable hardware and
software.
3. Prepares various reports including Performance Reports showing number of
enrollments and services provided to each child for submission to State and Federal
agencies for use in determining following years’ funding.
4. Provides technical assistance and training to local school district personnel in the use
of the MIS2000 system.
5. Works with State Department of Education and Program staff to design procedures
and policies to improve effectiveness of the management information system.
6. Participates in workshops, seminars and computer classes to keep current on new
information technology.
7. Develops contacts and recruits participants for the Migratory Children’s Program.
8. For the Migrant Education Resource Center, prepares and executes purchase orders,
keeps timesheets for employees, maintains budget book and assists in budget
preparation and modifications. Prepares correspondence and reports, answers the
phone, responds to inquiries and performs special projects.
9. Represents the CT Migratory Children’s Program at various meetings and
conferences.
Knowledge, Skills and Abilities
BS/BA in Computer Science or Business management and 3 years performing complex
computer operations plus experience in working with culturally diverse populations and
migrant education programs, or equivalent combination of education and
experience. Must be familiar with DOS, Windows and the MIS2000 operating systems
and proficient in the use of computer software such as Microsoft Word and other business
application software.
Supervision
Oversees work of temporary employees.
Working Conditions
Normal.
