Terms and definitions
AVIATION SECURITY - condition of protection of aviation from illegal
interference with activities in the field of aviation.
AGENT - physical or legal person authorized to act for and on behalf of the Carrier in attracting
passengers, registration and airtransportation of passengers on air lines of Carrier and on conditions
of the Agency Agreement, concluded with the Carrier
AUTHORIZED AGENT – the agent of the carrier, authorized by a special document on the
implementation of additional actions in passenger service, action to return the monies, action for
registrations the duplicates and performing other service functions.
COMMERCIAL ACT - document, which is drawn up by the Carrier at the request of passenger, shipper or
consignee and upon presentation by one of them of transportation documents. Commercial act is
compiled during the baggage or cargo issuance in case of identifying the following circumstances:
- inconsistency of the actual name of the cargo, its weight or number of units of cargo to the data
specified in the document of transportation
- damage (or deterioration) of cargo
- shortage or damage (or deterioration) of baggage
- detection of baggage or cargo without transportation documents or transportation documents without
baggage or cargo.
Act of unlawful interference - unlawful violent actions or the threat of such actions on the
part of the person (group of persons) in relation to the aircraft, passengers, crew, ground personnel and
airport facilities that threaten safety, human life and health.
Property irregularity report (PIR) - document,
issued by Carrier or service organization in
the presence of a passenger or a person, authorized by him, immediately upon detection of damage,
caused to baggage.
AIRPORT - a complex of structures that includes the airfield, terminal and other constructions
intended for reception and sending aircraft, maintenance air transportation and has for this purpose the

END AIRPORT (POINT) - airport (point), in

transportation of passenger or shipper, in which, according to the contract of the airtransportation, the
passenger commits transplant (with a layover between flights up to 24 hours), and also overloading of
luggage and cargo from one flight to another is produced for further follow the route of
airtransportation.
BAGGAGE - Passenger things, including belongings of the passengers and carry-on baggage,
transported by a carrier on the board an aircraft according to the contract of the airtransportation of
passenger.
BAGGAGE TAG - a document issued by the Carrier for the recognition
(identification) passenger's checked baggage.
CHECKED BAGGAGE - baggage of passengers, received by the carrier under the responsibility of the
Carrier, on which Carrier has issued a baggage check and numbering baggage tag .
BAGGAGE CHECK -
the transportation document, certifying the baggage transportation of the
passenger, who has concluded the contract of the air transportation with the carrier.
unclaimed BAGGAGE - baggage that arrived at the airport (point) of destination, indicated on the
baggage tag, and was not received by the passenger.
Oversized BAGGAGE - baggage, dimensions one place of which in packaged form
exceed 203 cm in the sum of three dimensions.
UNCHECKED BAGGAGE (hand luggage) - Passenger baggage, except
checked baggage, marked tags "hand luggage", carried in the cabin with the agreement of the Carrier
and delivered to the aircraft by the Passengers.
EXCESS BAGGAGE - part of the weight of baggage that exceeds
free baggage allowance, established by the Carrier, or requires payment regardless of the specified
standards.
TRANSFER BAGGAGE - luggage, which, in accordance with the contract of the air transportation, is
overloaded at the transfer airport (point) from aircraft operating one flight to the aircraft, operating
another flight along the route of air transportation
HEAVYWEIGHT BAGGAGE - Passenger baggage, weighing one place more than 32 kg.
Ticket (passenger ticket) - the airtransportation document (both on paper medium or in electronic

Return of the amount - payment

Cargo waybill - waybill, confirming the conclusion of the contract of air transportation of cargo, receipt
of the cargo for transportation and the conditions of cargo transportation.
Cargo dispatch - one or more of cargo packages that are accepted by the Carrier for carriage from one
consignor and follow with one air waybill to the address of the one consignee
Cargo Consignment - cargoes, which are accepted for carriage from one consignor to one or more
consignees, and follow with several air waybills.
CARGO MANIFEST - a document in which the cargo transportation , that carried out along the route of
the flight, are written down. Cargo manifest issued by the Carrier or its Agent.

Convention for the Unification of Certain Rules Relating
International airtransportation (Warsaw, 12.10.1929 y) (Warsaw Convention) –
international agreement, regulating international air transportation .Convention regulates the content
and procedure of using the transportation documents. The Convention defines the measure of liability
for damage caused to life and health of passengers, destruction, loss, damage to baggage and cargo, as
well as damages for the delay in the air transportation
Convention on International Civil Aviation (Chicago, 07.12.1944g.) - An international agreement,
according to which the International Civil Aviation Organization - ICAO. was founded. The Russian
Federation is a party to this Convention.
Convention on the Suppression of Unlawful Acts against the Safety of Civil Aviation (Montreal,
y23.09.1971 y.) - international agreement on measures against the acts of unlawful interference with
civil aviation and on the measures, taken by States in these cases. The Russian Federation is a party to

Carrier , at any point between the point of departure and destination.
PASSENGER - a person except a member of the crew, which is transported or should be
transported in the aircraft in accordance with the contract of the air transportation
TRANSIT PASSENGER - The passenger who, in accordance with the contract of
transportation, is transported further in the same flight, which arrived at an intermediate
airport.
TRANSFER PASSENGER - passenger, who in accordance with the contract of the
airtransportation, arrives at the transfer airport by one flight, and then is transported by the
flight of the same or another Carrier , according to the route of the airtransportation.
Transportation of transfer passengers is carried out in accordance with the agreements
between the carriers.
Passenger Coupon – a part of the passenger ticket, certifying conclusion of the
contract of airtransportation of passenger or provision of other services by the carrier
CARRIER - the operator, which has a license for
airtransportation of passengers, baggage, cargo and mail on the basis of the contract of
airtransportation.
PERIOD OF AIR TRANSPORTATION baggage, mail or cargo – period, since the adoption of
baggage, mail and cargo to transportation to its issuance to the Recipient or another authorized
persons.
PERIOD of passenger air transportation - the time from the exit of passengers on the apron
to board the aircraft until the passenger has left the apron under the supervision of authorized persons

transportation route in accordance with the established schedule.
CHARTER FLIGHT - Flight of an aircraft operated in accordance with the contract of aircraft charter.
HAND BAGGAGE - things of the passengers carried in the aircraft cabin.
FEE - a pay, which is charged for additional services for transportation of passengers, baggage or cargo
and is set by the Carrier
DISCOUNT - lowering of published fare for the transportation of passengers, baggage, cargo and mail,
set by the carrier`s rules
CUSTOMS CONTROL of international airtransportations - control over crossing the state
border of aircraft and cargo transported on them, as well as luggage and carry-on baggage, the following
by these aircrafts persons , currencies and currency values with a view to protecting the economic
security of the state and the tasks of its foreign economic policy.
TARIFF (rate) (main, BASE) - a sum of money, the amount of which is approved in the established
procedure by the Carrier, charged by the Carrier for the airtransportation of a passenger and his luggage
within the limits the free baggage allowance, with the provision of service to him, appropriate class or
per unit or weight / piece of baggage, unit weight / of cargo space at a certain distance.
NORMAL TARIFF - the rate of the appropriate class of service, acting without any limitations for one year
(except for seasonal tariffs, the validity of which is determined by the season of transportation ).
PUBLISHED TARIFF - the rate registered in the appropriate order by public authorities and published in
tariff book
TARIFF THROUGH - the rate, used to pay for transportation along the entire route, which has several
points of landing
SPECIAL TARIFF – rate, other than the Normal TARIFF
1 General Provisions:
1.1 general requirements:
1.1.1 These rules are designed in accordance with the Convention for the Unification of
Certain Rules Relating to international air transport services (Warsaw, 12.10.1929)
These rules are in accordance with other international contracts of the Russian
Federation, the Air Code of the Russian Federation,
Federal Aviation Regulations "General rules for air transportation of passengers,
baggage, cargo and service requirements of passengers, consignors and consignees",
approved by Order of the Ministry of Transport of Russia from 28.06.2007. Number 82,
other regulatory legal acts of the Russian Federation, as well as the recommendations of
the International Air Transport Association (IATA) and International Civil Aviation
Organization (ICAO).
1.1.2 These Rules define the conditions of air transportation of Passengers, baggage, cargo,
rights and obligations of the carrier, and other persons involved in the organization and
provision of air transport services, as well as the passenger, consignor and consignee.
1.1.3 These Regulations apply in the implementation of domestic and international air
transportation of passengers, baggage, cargo by flights on schedule of aircraft
movement and additional flights (regular flights) and flights under the contract of
aircraft charter (charter flights).
1.1.4 The airtransportation of employees and other categories of service Passengers is
governed by these Rules, by the Director-General orders of SUE Orenburg region
"Orenburg Airport."
1.1.5 Questions concerning the application of this Regulation and other regulatory
documents issued in the development of these Rules are resolved by officials of the
Carrier, its authorized agents or officials Service Organization.
1.2 The legal regulation
1.2.1 Rights, duties and responsibilities of the parties following from the contract air
transportation of Passengers, baggage and cargo are regulated by:
- regulated by conventions on international air transportation, and the provisions of
international treaties and agreements of the Russian Federation;
- Air Code of the Russian Federation and other normative legal acts of the Russian
Federation
- these Rules
- agreements, one party is the carrier, including the contract of air transportation of
passengers, the contract of air transportation of cargo
1.2.2 Transportation of Passengers baggage and cargo, performed in accordance with
these Rules are governed by the relevant mandatory laws, rules and regulations of the
competent authorities of the country to, from or through the territory of which the air
transportation is carried out. Passenger, consignor, consignee must observe the laws of
the Russian Federation, international agreements of the Russian Federation and the
laws of the country to, from or through the territory of which the airtransportation of
passengers, baggage and cargo is carried out; concerning the airtransportation of
passengers, baggage and cargo, concerning the fulfillment of the requirements related
to border, customs, sanitary and quarantine, veterinary, quarantine, phytosanitary
types of control
1.2.3 If any provisions specified in these Rules or in the airtransportation documents
would be in contradiction with the law of the country and can not be changed by
agreement of the parties of the contract of carriage, such provisions shall remain in
force and are considered part of the contract of carriage only to the extent that they are
not inconsistent with such law. In this case the invalidity of any provision of these Rules
does not negate the other provisions of this Rules.
1.3 Changing the rules
1.3.1
These Rules, as well as published in their development other rules, guidelines, instructions and
documents regulating air transportation, are subject to change by the Carrier without prior
notification of Passengers, Consignors,Consignees, provided that the changes do not apply to
passenger, consignor, consignee after signing the contract of air transportation of Passengers,
the contract of cargo airtransportation. The changes of these Rules come into force on the date

of approval. These Rules may be modified in connection with the current legislation of the
Russian Federation, international contracts of the Russian Federation, air service agreements.
Representatives of the Carrier and agents, providing services on its behalf, and now asking for
the service of air transportation of passengers, baggage and cargo, do not have the right to
change or waive any provision of the Rules of airtransportations, established by the Carrier.
These rules must be in all divisions of the Carrier, aboard each aircraft of the carrier, in sales
agencies and representatives of the Carrier.
These Rules can not be fully or partially reproduced, duplicated and / or distributed by anyone
without permission of SUE Orenburg region "Orenburg Airport"
2. Conditions of air transportation of Passengers, baggage and cargo
2.1 The Contract of air transportation of Passengers. The Contract of air transportation of
cargo.
2.1.1 The airtransportation of passengers, baggage and cargo is performed by the Carrier under The
Contract of airtransportation for the established payment in compliance with these Rules.
2.1.2 Under the contract of air transportation of Passengers carrier undertakes to carry Passenger of
the aircraft to the destination with the provision to him of places on the aircraft, performed the
flight, specified in the ticket, and, in case of airtransportation of baggage by Passengers, to deliver
it in the destination and to issue it to the passenger or authorized to receive the baggage person.
Passengers are obliged to pay for airtransportation, and if they have baggage in excess of the free
baggage allowance,established by the Carrier, pay for the airtransportation of this baggage.
2.1.3 Under the contract of airtransportation of cargo the Carrier undertakes to deliver the cargo,
entrusted to him by the consignor to destination and issue it to authorized person to receive the cargo
(the consignee), and The consignor undertakes to pay the air transportation of cargo.
2.1.4 The Contract of air transportation of Passengers, the Contract of cargo transportation are certified
by ticket, baggage check, air waybill (transportation documents).
2,1,5 The Conditions of the contract of the air transportation of Passengers, of the cargo
airtransportation contract are contained in the Air Code of the Russian Federation, these Rules, in the
conditions of tariff application and transportation document.
2.1.6 The airtransportation of Passengers, baggage and cargo, performed from the departure airport to
the destination airport by several carriers on one transportation document (including issued with them
additional transportation documents) are regarded as a single airtransportation regardless of whether
there have been transplanting (overload) or break in the airtransportation.
2.2 The airtransportation documentation
2.2.1 The transportation documents are:
- in transportation of passengers (and baggage) - Ticket (in hard copy or electronic)
and baggage check;
- in transportation of cargo – Airwaybill
- when paying by passenger, consignor and consignee of the fees and charges for rendered
services relating to the implementation of the contract of transportation - Miscellaneous
Charges Order (MCO).
2,2,2 Registration of transportation documents is provided by making the necessary data in
electronic or paper form of waybill manually, in automated or in electronic mode. Ticket may
be issued in electronic form or on paper.
2,3 Schedule, change of schedule. Delay, cancellation of the flight
2,3,1 Regular flights are performed under the schedule of aircraft flights, established by the
Carrier and published in the computer databank.
2.3.2 The published schedule of aircraft flights should reflect the following information about
everyone regular flight:
- departure airport
-
destination airport
airport (s), located along the airtransportation route in which on schedule of aircraft
flight is provided the landing of the aircraft.
- carrier code
- flight number
- days of the week of flight operation
- time of departure (local);
- time of arrival (local);
- flight time
- type (s) of the aircraft.
Schedule of aircraft flights may also contain other information.
2.3.3 Schedule may be changed without prior warning of passengers and consignors. Carrier is
entitled to cancel, postpone or delay the flight specified on the ticket or air waybill, to replace
the aircraft type, change the route of transportation, if it is required by the terms of the flight
safety and / or Aviation Security, as well according with the request of the competent state
authorities.
2.3.4 In case of change of flight schedule of aircraft, The carrier will take possible measures to
inform the passenger, consignors with whom the contract of air transportation of Passengers,
the contract of air transportation of cargo are signed, about changing schedule of aircraft flights
by any available means which the Carrier deems appropriate, if any, will be possible in each
particular case, when the contact information about the passenger is available in the booking
system.
2.3.5 Carrier undertakes to take all reasonable possible measures to timely implementation of
airtransportation according to the contract of airtransportation.
2.3.6 In case of impossibility to deliver passengers or cargo by the flight, specified in the
passenger ticket (air waybill), and if such impossibility is not caused by the breach of the
passenger or consignor (consignee) of the Rules of airtransportation and / or conditions of the
contract of airtransportation, the Carrier in agreement with the passenger or consignor
(consignee) can:
- transport the passenger or cargo by another flight to destination, specified in the document of
transportation;
- pass it to alternate carriers with registration of manifest of interrupted Flight (FIM);
- organize transportation by another mode of transport;
- make return of amounts in accordance with the Carrier's Rules of air transportation.
2.3.7 Carrier is not responsible for any errors, distortions or omissions in the timetables,
published by other legal persons without coordination with the Carrier.
2.3.8 Carrier is not responsible for failure to notify passengers of flight schedule changes,
changes of airport departure / arrival, the cancellation or change any other parameters of
flight in case if passenger, during booking an airtransportation, has not provided their contact
details (phone number, email address, etc.), or the Carrier could not to contact with the
passenger by the specified contact information by addressing at least once on each of the
phone numbers (addresses, etc.), including resulting from furnishing by passenger incorrect
contact information. In these cases, the carrier does not reimburse to passengers losses, caused
by such failure to notify.
2.3.9 The carrier does not assume responsibility of ensuring connections of flights, if the air
transportation was registrated by individual tickets.
2.4 Route of transportation, changes of the route, date and time of departure.
2.4.1 Transportation of Passengers, baggage and cargo is carried out between the specified in
the transportation document in the prescribed sequence of airports (points) of departure,
transfer (stop) and destination (hereinafter - the route of transportation). Change of route,
specified in the transport documents, may be made by agreement between the carrier,
passenger, consignor.
2.4.2 If the carrier can not perform transportation between settlements,
specified in the document of transportation, it can offer the Passenger (Consignor) other route
of transportation, and at refusal of passenger (the Consignor) of transportation on this route make reimbursement of transportation cost in accordance with the rules of forced return. In
case of voluntary request of passenger to follow on the new route , the ticket is issued to the
passenger on general grounds.
2.4. 2.4.3 In the event of a change by passenger, consignor the route (date and time) of
airtransportation after the conclusion of the contract, respectively of passenger air
transportation, airtransportation of cargoes, the carrier can make recalculate the cost of such
transportation.
2.5 Provision of services and information
2.5.1 Carrier through the service organization is obliged to provide passengers and consignors
in airports and other transportation points of registration, points of sale, and on board aircraft,
services relating to implementation and enforcement of air transportation. Provided services
should be focused on quality service Passengers, consignors and consignees. Services of Carrier
or Service Organization are provided free or on a reimbursable basis.
2.5.2 Carrier or Service Organization provides Passengers at airport the following visual and
acoustic information:
- The time of departure and arrival of aircraft;
- about the place, starting and ending time of registration for the flight specified in the ticket;
- about the place, starting and ending time of landing Passengers in aircraft;
- about the delay or cancellation of a flight and the reasons for the delay or cancellation of flight
- about the way travel to the nearest settlement between the airport and between airports;
-about the rules and procedures of the pre-and post inspections of passengers and baggage
- about the general requirements related to border, customs, sanitary and quarantine,
veterinary, quarantine phytosanitary control, provided by the legislation of the Russian
Federation;
- about the location of a mother and child room;
-about time and place of service after arrival of an aircraft;
-about types and forms of service at the airport.
Carrier may provide to passengers, consignors, consignees other information in accordance
with these Rules.
2.5.3 Carrier or Service Organization at the airport provides not charged additionally the
following services:
- passenger and luggage check-in;
- Delivery of passengers to the parking location of the aircraft and the organization of their
boarding the aircraft;
- Delivery of luggage to the parking location of aircraft, loading, placement and fastening of
luggage on board the aircraft;
- Ensuring Passengers exit from the aircraft, deliver passengers in the airport building;
- unloading of baggage from the aircraft, transportation and delivery of Baggage to the
Passengers
2.5.4 When a break in the transportation by Carrier's fault, and in case of a flight delay, flight
cancellation because of adverse weather conditions, technical and other reasons change of
route, the Carrier or Service Organization should ensure the provision to passengers at the
points of departure and at intermediary points the following services at no extra charge:
*Provision of mother and child room to passenger with a child under seven years;
*Two phone calls or two email messages while waiting departure for more than two hours;
* providing refreshments during waiting for flight departure for more than two hours;
*Providing hot meals during waiting for flight departure more than four hours and then every
six hours - in daytime and every eight hours - at night;
*Hotel accommodation while waiting for departure more than eight hours - in the daytime and
more than six hours - at night;
* transport service from the airport to the hotel and back;
*organization of baggage Storage
2.5.5 Carrier ensures at no extra charge:
*information support at points of sale of transportations as well as at Information and
reference center of the Carrier
*by means of telecommunication and e-mail , provision the following information:
- about schedule of flights, the cost of air transport on the routes, including on concessional
terms for children and other categories of passengers;
-about the rules of carriage of passengers, baggage and cargo, including banning the carriage
on the aircraft of type L-410 articles and substances in carry-on baggage and checked baggage
listed in § Appendix № 1 to the "Rules of the pre-and post inspections", approved by the
Ministry of Transport of the Russian Federation № 104 dated 25.07.2007, the
