Second Kosovo Youth Development Project-Additional Financing Project Implementation Unit Ministry of Culture, Youth and Sports Government of Kosovo REQUEST FOR EXPRESSION OF INTEREST Kosovo Kosovo Youth Development Project Grant No: Assignment Title: Reference No: Additional Financing TF017534 Project Management and Information System (PMIS) as a specialized database system 3.17 (as per Procurement Plan) Ministry of Culture, Youth and Sports with the support of the World Bank, is implementing the Second Kosovo Youth Development Project - Additional Financing (KYDP-AF) that has three components: 1)Technical Assistance for the development of the Youth Employment Strategy, 2) Youth Business Development and social integration support; 3) Support for results-based project management and evidence based decision-making. The Entrepreneurship Training assignment is one of the interventions under component two. The main objective of Second Kosovo Youth Development Project -Additional Financing (KYDP-AF) is to: (i) to promote social cohesion though inter-ethnic collaboration among youth, especially from marginalized and vulnerable groups; and (ii) to improve economic opportunities for young people and sustainable access to youth services in Kosovo. 1. Objectives of the assignment The primary objective of the assignment is to update and adapt the existing Project Information and Monitoring System (PIMS) database system to the new needs of the project. The PMIS system needs to be updated and reconfigured to enable seamless KYDP performance data collection, sharing, archiving, processing and dissemination of useful project management information to the MCYS, PIU and other involved stakeholders. 2. Scope of work Specific tasks for the consultant will be as follows: Simplify overall PMIS configuration and add, delete, revise and/or further define data fields in consultation with PIU to realize their vision for the KYDP project PMIS system Create a separate user interface functionality that allows different system users to see and enter only specific information pertaining to them Enable a function for project beneficiaries to submit their applications and register online Enhance report capability by creating functions for the aggregation of data across project contractors and PIU as well as sum and average calculations Update and simplify reporting functions of the PMIS system against the new Results Framework and performance indicators Create graphing options for aggregated data reports including pie, bar and line graphs (variables to be defined with consultant) Advise on creating more comprehensive reports and/or defining fields Providing training to PIU and contractors on functionalities and use of PMIS systems 3. Deliverables The selected consultant is expected to deliver the following: Based on information gathered from PIU about specific requirements and their vision for the PMIS system, present the technical solution concept and the Action Plan to the PIU for approval Page 1 of 2 Upon reaching agreement with PIU and obtaining concept approval, the Consultant shall make necessary adjustments and undertake software development activities according to the action plan. Final testing of the software (check that each module acts as expected) Draft and prepare user manuals and user training material Report of training process Final report 4. Duration of Assignment The estimated level of efforts for the assignment is 30 working days. The Consultancy is expected to commence on June 15, 2015.The estimated duration of the contract is three months in total, with first month allocated for the undertaking of tasks and deliverables related to PMIS systems establishment and launching (20 person days), and additional two months for follow up, training and technical support (10 person days). All assignment related tasks should be completed no later than September 15, 2015. The KYDP-AF Project Implementation Unit – PIU now invites the interested individual consultants (“Consultants”) to indicate their interest in providing the Services. 5. Qualification requirements and evaluation criteria The consultant should have a proven track record and at least 5 years of prior experience in designing, developing and supporting implementation of a computerized management information systems The consultants must have considerable experience in designing and operationalising of results-based management systems with data tracking and reporting, preferably in similar projects. Should have undertaken at least one assignment of a similar nature in the last two years 6. Evaluation Criteria "An individual consultant will be selected in accordance with the procedures set out in the “Guidelines: Selection and Employment of Consultants by World Bank Borrowers” published by IDA in May 2010, Section V. Selection of Individual Consultants." Evaluation criteria will be as follows: Extensive experience in setting-up customization of management and 60 points information systems for similar organization Consultants qualifications 30 points References from previous assignments 10 points 7.
