Following his Ph.D in Regional Economic Development from University of
Guelph in 2007, Dr. Alhowaish is currently an associated Professor in Department of Urban and
Regional Planning, University of Dammam. Dr. Alhowaish is also the Vice-Dean of Quality and
Academic Accreditation in College of Architecture and Planning.
Dr. Alhowaish has acted as a director manager for Ministry of Municipal and Rural Affairs on developing the National Strategy for Municipal Services Delivery in Saudi Rural Areas. He is currently a consultant for Ministry of Economic and Planning on developing the 10 th
National
Development Plan.
Dr. Alhowaish has more than 25 scientific publication and conference papers and five funded development project. His research interest is the economics of regions, both urban and rural regions. Recently, Dr. Alhowaish received the distinguished Professor Award from University of
Dammam in October 7, 2013.
regional economic development, urban and rural economies, land economies, economic impact studies, labor market and structural change analysis, quantitative spatial analysis.
I am interested in studying the economics of regions, both urban and rural regions. One area of interest is the policy and economics of regions--particularly the causes and impacts of economic development and the effectiveness of policies in bridging the gap of development between developed and lagging behind regions.
Another area of interest is studying the economic impacts of government projects and programs in terms of job creation, money circulation and overall economic activities in regional and local economies.
A further area of interest entails the contribution of locally-based endogenous development initiatives to the economic development of rural regions. Why do some localities grow faster than others? What social and economic factor(s) explain this phenomenon? Whether government intervention beneficial? Which level (if any) of government should intervene, and how?

Other areas of academic interest also include strategic planning, sustainable development, labor market analysis, land economy and real estate development.
I use econometric and spatial statistics techniques as tools for addressing the questions of economic convergence vs. divergence, labor market and structural changes as well as economic specialization vs. diversification of locality, in addition to more qualitative methods.
Regional Economic Development Potentials for Eastern Province of Saudi Arabia . 2012-
2013. Funded by Deanship of Scientific Research, University of Dammam.
This project proposes to identify future economic development potentials in Eastern Province of Saudi Arabia. The study includes eleven regions ( muhafadh ). Each region will be analyzed based on four criteria of SWOT analysis in order to determine and identify the comparative advantages of localities. The finding will reveal the current and future economic potentials and investments in each region and determine the strategic methods to stimulate and develop these potentials in a sustainable manner.
Development Policies for Economic Diversification vs. Economic Specialization: The Case
of Saudi Urban economies, 1992 – 2007,” Journal of Development and Economic Policies ,

The purpose of this research paper is to 1) investigate the trend of diversification/specialization of Saudi urban economies during the 1992 and 2007; 2) examine whether urban economies with more diversified economic structure tended to grow faster than those with a more specialized structure; and 3) identify which economic sectors become more diversified or specialized across the Saudi urban system over the same period of analysis. The findings revealed that, given all the efforts of Saudi governments at all levels to spatially diversify the economic activities though improving the distribution of economic activities across urban places, the majority of Saudi urban places did not change their relative economic structure or their level of diversity during the period of analysis.
Local and Regional Economic Impacts of Jubail Industrial City,” Journal of Human Science

The purpose of this research study is to evaluate the overall financial and economic impacts made by businesses in
Jubail Industrial City (JIC) to the local and regional economy of Eastern Province. To do so, this research study aimed to quantify the economic benefits derived from companies in JIC as measured by: a) the number of direct, indirect and induced jobs created by the City; b) the amount of direct, indirect and induced income expenditures created by business activity in the City; and c) the amount of revenue generated by companies in the City. Results outlined in this research study suggest that the companies in the JIC contributed substantial economic and social benefits to the local economy and the regional economy in 2009.

What is the state of e-services in Saudi Arabia? This paper explores that question by looking at municipal efforts at e-services in Saudi Arabian major cities. The reason for this local focus is simple: despite the promise of instantaneous global communication and interaction, local issues and services remain central to the lives of Saudis.
Municipalities are important providers of transit, utilities, community programs and other services, and they provide the infrastructure that supports vital sectors of the Saudi economy. Development of e-services in municipal contexts can have important impacts in a wide variety of areas, ranging from traditional municipal concerns to broader areas of services, tourism and economic development. The findings show that the degree of development of e-Services in
Saudi Arabia is in its early stages of development, with the need to improve not only the municipal websites but also the municipal e-Services strategy in each city within a common framework.
