This meeting was conducted on 30 August 2013 at Din’s Diner at 0830. This month we still had some issues at the Tension Fabric Structure Building at Changi Naval Base with regards to the roller door. Also some repairs are still needed on the structural damage to the hazardous material storage trailer but these are still being addressed. 2. Work is totally complete at the Public Works/IT Renovation Project in Building 7-4. The space has been turned over to the Public Works Department. 3. During the month of August, roof washing was completed at 221 St. Johns, 217 Lagos Circle and 15 Admiralty. This project is currently on hold as the Public Works Officer, LT Hays is concerned that our methodology with regards to the safety structure we build around each unit to be washed does not meet the letter of the law with regards to the USACE EM-385-1-1, more precisely scaffolding. Our contention is and has always been that this is not a scaffold but is a safety restraint as it is not a “work platform”. Right now his solution is to use aluminum scaffolding which will make this task much more difficult, more unsafe and possibly prohibitively expensive but that is Public Works call and we are awaiting their final decision. 4. A new HAZMAT Locker is on order for the Woodlands Office but it has not been received yet. In discussions with Ms. Thazin Nwe, HAZMAT Coordinator, we recognize that with even the second HAZMAT locker, we may not have enough storage space for all of the materials we maintain at Woodlands. A possible solution could be to build a storage area on one of the upper levels in a cage similar to the cages recently built for storage of tools. A cage of this type would be used to only store items of very low toxicity and they would need to be reviewed prior to storage by the HAZMAT Coordinator and the Safety Manager. We would also need to construct a containment birm around a cage of this type and ensure there was a fire suppression device in the immediate vicinity. 5. Work is continuing on the Giant Voice System and all of the work inside of the Sembwang complex for this system has been completed with the exception of the guard shack adjacent to the pier. At this time work on the guard shack is continuing. Excavation has been completed at the Sling Inn and Pavilion sites in family housing. BRC is being installed at both sites in preparation for the installation of the antennas which will involve a crane operation. We are currently awaiting the completion of all prep works so this installation can commence. 6. Work also began at 331 Ottawa which is a four unit housing complex which is being renovated. Activity Hazard Risk Assessment (AHRA) #35-2013 was developed to address potential hazards to workers during this project. At this time one of the units on the bottom floor has had the floor hacked out completely and the persons assigned to do the hacking have moved to the top two apartments at this time. 7. There was one accident recorded this month at Terminal Two. One individual was scooping water from the floor using a glass which he set up on a stanchion while he wasn’t using it. It was knocked off the stanchion and broke and when he went to pick it up he cut his arm which required stitches. He did not miss any time but the accident/injury report could not and cannot be located at this time. Keppel Safety and the PNH Site Supervisor have been contacted but to date they do not appear to know what happened to it. 8. We completed five AHRA’s for the month of August including: #37-2013 – Installation of a single car wash bay at the U.S. Embassy. #38-2013 – Installation of a fan in one of the toilets at Terminal Two at CIA. #39-2013 – Retrofit of lighting at multiple areas of the Sembawang Military Complex. #40-2013 – Construction of a new parking area across from Fong’s Corner at the Sembawang Military Complex. #41-2013 – Fabrication and installation of new shutters in Sembawang Military Family Housing. 9. Conducted new worker indoctrination for ten new hires during the month of August. 10. The training section of the Safety Committee Minutes highlights training completed during the month to all groups. Sembawang Workers receive daily safety briefs outside of Building 50-3 at the Sembawang Compound and all training records including Woodlands, Terminal Two at Changi International Airport and all other records are maintained by the Senior Safety Manager.
