Qatar Model United Nations Conference Raising Awareness to Promote Action Conference Booklet November 18-20, 2009 Purpose of the Conference The QMUN conference has seven basic objectives: To facilitate interschool cooperation and interaction To provide a high quality MUN conference for schools based in Qatar. To prepare students for international MUN conferences by serving as a training conference for new delegates and those seeking to develop leadership skills. To offer students a greater opportunity to examine current issues from a different point of view and allows them to broaden their understanding of our world. To enhance our students’ communication skills that is essential in later life, such as public speaking, debating, and interaction and cooperation among peers. To promote student leadership and decision making as active participants in the organizational and decision making details of the conference. To encourage and provide opportunities for active participation in community, national, regional, and global issues. Code of Conduct While participating at QMUN delegates will not only simulate the roles of representatives of sovereign states, they will indeed be representing their various schools. Therefore, during the conference all participants are expected to exercise a very high standard of personal behavior. This includes maintaining proper formal dress during conference hours and using appropriate parliamentary language while in session. Any uncertainty as to appropriate dress, hairstyles, or adornments should be brought to the attention of the QMUN Director or the Secretary General. Regardless of regulations in participants own homes or schools; the use of tobacco, alcohol, inappropriate language (vulgarity, sexist, racist, or demeaning) and illicit drugs is strictly forbidden during QMUN activities or at the conference venues Schools should designate at least two adult chaperones to accompany their students. It is mandatory that at least one chaperone per school be at the conference venue at all times during conference hours. It is the individual school’s responsibility for the care and conduct of her/his students during all conference activities. MUN Directors and chaperones are also expected to adhere to the dress code. Qatar Model United Nations Conference 2009 2 Committees The 2009 QMUN conference will have ten committees. The structure of each committee is listed below: Full Delegation Committees Disarmament, Ecology and Environment, Economic and Social, Human Rights, Political, Special Committee on Middle East Issues. All member states are eligible to sit on the above committees. States selected for QMUN 2009 conference will be indicated on your Form II. MUN Learning Institute This is the first year of this committee and will be organized by the American School of Doha. This committee is designed to help new delegates learn about MUN and how to be successful in MUN conferences. It is designed primarily to help younger students “learn the ropes” of MUN. Delegates will be taken into learning sessions to be given instruction on how to write position papers, effective lobbying and debate strategies, and how to write and critique resolutions. Delegates will then be able to put these skills into immediate practice by joining other QMUN committees and will take part in conference proceedings. Delegates will also be given visits to the Security Council, Youth Assembly and International Criminal Court. QMUN Film Institute On February 25th, 2010, QMUN will be holding its inaugural film festival. All QMUN participating schools and students are invited to submit short documentaries in three areas: sustainable development, environment, and human rights. Students participating in this Institute will be given instruction on how to develop a focal idea, create a storyboard, and use technology to create a high quality documentary. There is a limit of 20 delegates to this institute. International Criminal Court The ICC committee members will be drawn from three schools each responsible for a separate part of the Court. There are three components: Prosecution Advocates, Defense Advocates, and the Judges/ Administration Team. Youth Assembly The Youth Assembly committee is designed to create project-oriented, realizable, concrete action. Delegates to this committee represent themselves not another country. Delegates to this committee attempt to put into action in Qatar some of the global issues discussed in MUN conferences. The goal of this committee is to strengthen and broaden youth participation right here in Qatar. Delegate arrives at conference with at least one written resolution 2. Delegate works with other delegates to merge their resolutions into one in order to make it better or gain support 3. Delegates obtain signatures of support from other delegates 4. An electronic copy of the resolution is brought to the Approval Panel for correction of grammatical/ typing/ layout errors 5. Delegates make necessary changes to the resolution and brings back to the Approval Panel 6. Upon final approval of resolution, the delegates bring their thumbdrive to the Head Approval Panel. He/She saves Approved Resolution to the computer desktop and master thumbdrive. 7. The Head of Approval Panel gives the resolutions the Secretary General. The student officers select 6-8 resolutions to be debated within individual committees. 8. The committee votes to pass or fail resolutions. 9. The committee votes on one resolution to be included in the committee report as the resolution of most significance. Most significance can mean the best technical resolution, most pressing global issue and/or the resolution with the most support of the committee. QMUN Approval Panel Checklist The approval panel reviews the format, not the substance/content of the resolution. 1. 2. 3. 4. All work must be original – no plagiarism 12. Acceptance by the approval panel does not mean that it will be debated in committee.
