FSA ELA (Writing and Reading) and
Mathematics Calibration
• FLDOE provided a list of calibration schools to each district.
• Selected schools were notified via Briefing # 18806
• Schools selected for the Grade 3 and 4 calibration studies will include both ELA
and Mathematics.
• Grade 3 ELA paper-based test (PBT) materials must be returned on the
early return date (March 31st), and must utilize the appropriate
calibration labels.
• Schools selected for CBT calibration should attempt to complete all CBT
Calibration testing by April 15.
• FSA PBT Calibration Striped Return Labels
– Striped labels will be used to return all calibration TO BE SCORED materials.
– Striped labels will match the color of the administration (i.e., Grades 4-7
ELA Writing, Grade 3 ELA Reading, and Grades 3 and 4 Mathematics) but
will include a stripe across the middle of the label.

Glossary of Terms - FSA
• American Institutes for Research (AIR): AIR is the assessment vendor
for FSA assessments.
• Data Recognition Corporation (DRC): DRC is the vendor responsible for
processes associated with paper-based FSA materials, including printing,
shipping, receiving, and scanning.
• FSA Portal: Resources and information for district and school personnel
are located in the FSA Portal, which is accessed at
www.fsassessments.org. The portal includes links to the Test Delivery
System (TDS), Test Information Distribution Engine (TIDE), and the
Online Reporting System (ORS).
• Test Information Distribution Engine (TIDE): TIDE is the enrollment and
user management system for FSA assessments. Student enrollment and
test eligibility information is managed via TIDE.

Glossary of Terms- FSA
• Online Reporting System (ORS): ORS allows school personnel to track
the progress of student computer-based testing. ORS is accessed via the
FSA Portal using the same username (email) and password used to
access other AIR systems.
• Test Delivery System (TDS): All computer-based FSA assessments are
administered via TDS, which includes the Test Administrator Interface
and the Student Interface.
• Student Interface: Students use the Student Interface to log in to and
take computer-based FSA tests.
• Secure Browser: The secure browser allows students to access the
computer-based FSA assessments. This software must be installed on all
computers or devices that will be used for student testing.
• Test Administrator Interface: Test administrators use the Test
Administrator Interface to create and monitor test sessions for all
computer-based FSA assessments.

Glossary of Terms-FSA
• Session ID: Session IDs are unique codes generated by the Test Administrator
Interface. In addition to their Username and First Name, students use the
Session ID to log in to computer-based FSA assessments.
• Test Group Codes: Test group codes are four-digit codes used during paperbased for (FSA and NGSSS) and computer-based for (NGSSS test)
administrations to identify groups of students tested together and are
recorded on the front of the test and answer books and in the test
administrator’s required administration information.
• Test Tickets: Student test tickets contain login information for students. Each
student must have a test ticket to log in to computer-based FSA assessments.
Test tickets are generated in TIDE and contain the following fields: Username,
Last Name, First Name (password), Grade, Date of Birth, Student ID Number,
District, and School.
• On-Demand PreID Labels: On-Demand PreID Labels may be printed at the
schools for any students who were not included in the original PreID upload
and transferred to a school after the PreID upload in TIDE.

Spring 2016 FSA, FCAT 2.0, and EOC administrations with or without
accommodations, per Section 1008.22(3)(a), Florida Statutes.
• Students must take the test appropriate for the grade level in
which they are receiving instruction.

English Language Learners (ELLs)
• All ELL students (Levels 1-4) participate in statewide
assessments.
• All ELL students enrolled in tested grade levels and subjects are
expected to participate in the statewide assessments no matter
how long these students have been enrolled in a U.S. school.
• See Appendix A of the spring manuals for information regarding
allowable accommodations for ELLs.

• All determinations regarding participation in the statewide assessment
program must be documented in the student’s IEP or Section 504 plan.

General Information about Accommodations
• For eligible students participating in the paper-based FSA, FCAT 2.0, and
EOC assessments, the following accommodated materials are available:
– Large print
– Contracted braille
– Uncontracted braille
– One-item-per-page
• American Sign Language (ASL) videos will be provided for listening
items on the ELA Reading tests for both CBT and PBT accommodations
for students who require them.
• Students with PBT accommodations will have access to the listening
items via a secure interface.
– Instructions for students taking paper-based practice tests on how to
access the audio component of the practice test through the
applicable computer-based practice test on the FSA Portal.

Test Administrator: Computer or Mobile Device (FSA CBT)
• When administering computer-based FSA test sessions, test
administrators will need a computer or mobile device with access
to the Internet to:
– Create a test session,
– Approve students for testing, and
– Monitor the session.

Test Administration Manual
• BEFORE testing, test administrators are responsible for reading these sections
in the manual:
– Test Administration Policies and Procedures,
– Test Security Policies and Procedures, and
– Test Administrator Responsibilities sections,
– appropriate appendices, and
– the administration scripts.
• Test administrators will need the appropriate manual to read the test
administration scripts to students VERBATIM. Also read information between
the SAY boxes.
– When testing students who are allowed certain accommodations, the test
administrator may need to modify the administration scripts.
• It is especially important that the test administrator review the scripts
BEFORE testing begins to determine the necessary modifications.

• The test administrator will need a watch or clock to ensure that
students are allowed the correct amount of time indicated for
each FSA test session.
• If a disruption occurs during testing, note the time of the
disruption and provide students the correct amount of remaining
time once testing resumes.
• Remember that failure to provide the correct amount of time
will likely result in test invalidation.

Security Log
• Test administrators are required to maintain an accurate Security
Log for your testing room.
• Anyone who enters a room for the purpose of monitoring a test
MUST sign the log.
– This applies to test administrators, proctors, and anyone who

of how much time he or she spends monitoring a testing room.
• Copy the Security Log of the spring manuals and use it as
required. This document can also be found in the FSA Portal.

• For CBT, students should have a pen or pencil to sign below the
Testing Rules Acknowledgment, plan on their planning sheet, take

Testing Rules Acknowledgment in the test and answer book, and
record their responses.
– Students should bring No. 2 pencils on the day of the test, but a

• For each computer-based test session, the school assessment
coordinator will provide the test administrator with the FSA test
tickets for the students testing in your room.
• Each FSA test ticket includes a student’s First Name and Username
for logging in to a computer-based test.

– For instructions on generating and printing test tickets, please refer
to the TIDE User Guide.

Test Group Code: FSA PBT
• Test group codes are a security measure to identify groups of students tested
together.
• School assessment coordinators must provide each test administrator a unique
four-digit numeric code in his or her testing room for each test session. Each
testing room must use a different test group code.
• A new test group code should be assigned to make-up groups.
• Schools must ensure that students grid the test group code on the back of their
answer documents at the beginning of each test session, and test
administrators record the code with their required administration information
and on seating charts.
Session ID # with Test: FSA CBT
• Session ID numbers will replace test group codes for FSA CBT administrations.
– Session ID numbers are generated by the test delivery system when the TA
creates the test session.

– For computer-based administrations of ELA Writing, Writing
Passage Booklets are provided for eligible students who have
accommodations requiring their use as indicated in their IEPs
or Section 504 plans.
– Regular print and large print versions are available.
– The booklets contain the writing passages but do not contain
the writing prompt.
• Students may write in the booklets but will respond to the
writing prompt on the computer or device they are using to
take the assessment.
– Writing Passage Booklets are secure materials and must be stored in a
secure location before and after testing and must be packaged with NOT
TO BE SCORED materials using the
labels.

items. Students may write in the booklets but will respond to test

CBT Worksheets
CBT Worksheets (required for the FSA ELA Reading CBT) are singlepage printed sheets that students may use to make notes during
the session. The Testing Rules Acknowledgment is printed on the
back of the CBT Worksheet.
CBT Worksheets are not provided for students testing with paperbased accommodations. These students may use the blank space
in their test and answer books to take notes.
Each student must be given a new worksheet for each test
session. Used worksheets are considered secure materials and
must be kept in locked storage and returned in the District
Assessment Coordinator ONLY box.

CBT Work Folders
Florida Computer-Based Testing Work Folders (required for the
FSA CBT Mathematics, grades 5-8, and FSA Algebra 1, Algebra 2,
Geometry) are four-page folders that students may use to work
the mathematics problems. The Testing Rules Acknowledgment is
printed on page two. The last page of the folder (back cover) is
printed with graph paper.
Work folders are not provided for students testing with paperbased accommodations. These students may use the blank space
in their test and answer books to work the problems.
Used work folders are considered secure materials and must be
kept in locked storage and returned in the District Assessment
Coordinator ONLY box.

Scientific Calculators
Grades 7 and 8 FSA Mathematics and FSA Algebra 1, Geometry, and
Algebra 2 EOC assessments include a scientific calculator in TDS.
The scientific calculator is ONLY available for Session 2 and 3 of the
Grades 7 and 8 Mathematics, and for Session 2 of the Algebra 1,
Geometry, and Algebra 2 EOCs.
Handheld scientific calculators MAY be provided to ALL students during
the appropriate test sessions ONLY.
The FSA Mathematics Calculator and Reference Sheet Policies
document, available in the FSA Portal, includes a list of the required and
prohibited calculator functionalities, as well as a list of FLDOE-approved
calculators for the 2015-16 school year.
Providing a calculator with prohibited functionality or in the incorrect test

Headphones/Earbuds
• Grades 4–10 students MUST have headphones or earbuds for the FSA ELA
Reading assessment.
• FLDOE does not provide headphones or earbuds. Students may use their own.
There are no technical specifications for headphones or earbuds. Headphones
or earbuds should be checked to ensure they work with the computer or device
the students will use for the assessment prior to the first day of testing.
• Plug headphones or earbuds in and adjust system volume prior to launching
the secure browser on each day of testing.
• A sound check is built in to the assessment, and students are asked to verify

FSA Administrations: Train Test Administrators to Create,
Start, Monitor, and Close the FSA Test Session (CBT ONLY)
• In the TA Interface within TDS, the Test Administrator (TA) will create,
start, monitor, and close the test session he/she is administering.
• Ensure the TA understands how to complete these steps BEFORE
administering a test.
• TAs should discuss any questions or concerns with the school
assessment coordinator or technology coordinator.
• Ensure the TA has the test tickets, which contain the following student
login information for all students in your testing room:
– First Name and Username provided in TIDE

Train Test Administrators to Create the FSA Test Session
To create a test session, complete the following steps:
1. Go to the FSA Portal and click the “Administer the FSA” icon.
2. Log in to the Test Administrator Interface with your username and password.
3. Select the test you will be administering (e.g., Grade 9 FSA ELA Writing), and
click “Start Operational Session.”
4. Record the Session ID, which students will need to log in to the test. The
Session ID should be displayed where it is visible to all students and should also
be recorded with your required administration information and on your seating
chart.
5. To log in to the test, students will enter their first names, their usernames, and
the Session ID in the FSA Secure Browser. It is important that students check to
make sure the demographic information on the test tickets (such as date of
birth) is correct and enter their usernames and first names exactly as they
appear on test tickets. If any information is incorrect on a test ticket, contact
your school assessment coordinator.

Train Test Administrators to Approve Students to Test
for the FSA
Once students have logged in to the test, you must approve
them.
1. In the Test Administrator Interface, select the Approvals
button to review the list of students ready to begin testing.
2. Ensure that all students have logged in correctly; then,
select “Approve All Students.”
3. Read the information on the “Important!” pop-up window
and select “Yes.”

Train Test Administrators to Monitor the FSA Test Session
• During testing, monitor student progress by viewing the “Student Status”
column in the Test Administrator Interface. This page automatically refreshes
every 60 seconds. When the page refreshes, student statuses are updated.
• If students have technical issues, contact your school assessment
coordinator or technology coordinator for assistance immediately. Your
attention should not be diverted from students at any time during testing.
• Note: As a security measure, test administrators are automatically logged out
of the Test Administrator Interface after 90 minutes of test administrator and
student inactivity. If you are logged out and there is no student activity, the
session will close and all in-progress tests in the session will be paused. You
will need to log back in to the TA Interface, create a new session, and
approve students as they log in to resume their tests. A session will remain
active if students are waiting for approval, if students are interacting with the
Student Interface, or if the test administrator is interacting with the TA
Interface.

Train Test Administrators to Close the FSA Test Session
• Once all students have submitted their tests, end the test
session immediately by clicking “Stop” in the Test
Administrator Interface. This will pause any remaining tests,
so only select “Stop” after all students have submitted their

“Log Out” in the upper right corner of the screen.

collected.

• The Office of SAET may contact you to make arrangements for
students in special programs (district virtual instruction programs,
Home Education Program, etc.) to test at your school. Adhere to
the information and instructions on the email, and contact SAET if
you have questions about testing special program students.

Ensure Implementation of Accommodations
• Appendix A in the manual provides information
concerning allowable accommodations for students with
disabilities and for ELLs.
• Arrangements for implementing accommodations must

test invalidations.

• During testing, a test administrator should not attempt to resolve technical
issues if it is disruptive to students.
• The test administrator must have a way to contact the school assessment
coordinator or technology coordinator without leaving the room unattended.

than once, the student should not continue to attempt to log in until the issue
is diagnosed and resolved.

– If a DNS bubble is gridded by mistake, erase it completely and grid the UNDO

purposes.

– For the FSA test go to the FSA Portal and complete the appropriate form.
• Information from the comment forms will be summarized by the contractor for
FLDOE use.
• Please provide feedback that will be meaningful to FLDOE and the test
contractor. FLDOE and AIR appreciate feedback from district and school
personnel.

FSA Listening Items
• All students must have headphones or earbuds during both
sessions of the FSA ELA Reading assessment (Grades 4–10 and
Retake, CBT and PBT).
Session Order
• Students must complete sessions of all FSA and FCAT 2.0
assessments in sequential order (i.e., Session 1 before Session 2,
and Session 2 before Session 3).
Pickup Dates
• Paper-based tests must be completed and returned to TDC by
established deadlines dates for results to be included in regular
reporting.
