Introduction GOAL: to implement a street-type addressing system with postcodes in order to support the National Development Vision 2025. OBJECTIVES: • Development of a standardized physical address system. • Installation of street signs and house numbers in urban and rural settlements. • Development of the National Addressing Database System. National Postal Policy • The national address project initiative is a response to the National Postal Policy of 2003. • One of the objective of the Policy is to establish a comprehensive address system that includes among others street names and identification of buildings. Major issues • Poor service delivery (social, political and economic); • Difficult identification of tax payers; • Not easy to identify people and localities for various purposes; • Uneven distribution of resources; • Uncontrolled immigration; • Poor tourism and hospitality services; • The general perception in the market place is that postal services is somewhat out-of-date! Drivers for change • Government is implementing several initiatives aimed at improving living conditions of the people, • Rapid urbanisation in the country, • Changing customers’ tastes – No more pen – pals or hobby declining! IT and digital letters • Liberalisation has increased business including ebusiness • Globalisation has increased interactions • Issuance for National Identification system • Construction and real estate has increased. E.g. Local Government, Revenue Authority, Voter’s Registration, National Identification etc. • Street signage available in urban areas mostly regional or provincial capitals. • Inefficiencies by local authorities in giving information about cities and towns. • Until recently there has been no Government body with responsibility to drive the addressing system in the country. Posts offer an extensive network of processing and delivery facilities to meet that need.
