CORRUPT ELECTORAL SYSTEM OF PAKISTAN
1- DEFINITION
What is Corruption?
According to Transparency International, definition of corruption is stated below:
“CORRUPTION IS THE SELF ABUSE OF ENTRUSTED POWER FOR VESTED GAIN OR
PRIVILEGIES. IT INFLICTED EVERY INDIVIDUAL ONE WHO HOLEDS THE
THE INTEGRITY OF PEOPLE AT LARGE IN GENERITY IN MARKED POSITION &
AUTHORITY”. (1)
2- INSIGHT BACKGROUND
Keeping in view, the above-cited definition, narrating the core of the integrity of masses, on
25th May 1989 Dr. Mohammad Tahir-ul-Qadri (Means Dr. Tahir ul Qadri) took a dedicated,
committed, clairvoyance decision to carry out his political involvement on an impartial pattern.
In the year 1990, he as a Chairman of Pakistan Awami Tehreek on this very platform made an
announcement to solemnly take part in the General Election of Pakistan. Thus, he purposely
nominated the represented in the various constituencies of Punjab. Unfortunately could not
attain desired results. Yet he established his solid would be bank vote in each constituency.
Thus, it extended an outstanding opportunity to build a concrete objective against good for
nothing Government.
In 1998, the grand Alliance of parties was brought into force through consensus of opinion &
meetings duly presided over by Dr. Tahir ul Qadri. In this gigantic congregation, the significant
participation of Pakistan People Party had been highly commendable and applauded with
standing ovation. Repercussions of 1990 election, Dr. Tahir-ul-Qadri vision was that in the
present environmental system, one could not contest the polls being aloof by setting aside the
majority party in power because with prevailing scenario it would be uphill task to stir
extensive change in the country for the people suffering from depression and downtrodden
chronic poverty.
Dr. Tahir ul Qadri virtually had a verdict that present set up of the government is not a good
governess thus holding general election have always been refrained and enraged by grease
capitol balls which provide loopholes to international forces who excavates their ways and
means for their associated vested interests in Pakistan.

Dr. Tahir-ul-Qadri categorically uttered the reality one cannot alone outrageously make a sound
campaign against corrupt system. Thus, one needs iron hands to shackle so-called paper tiger
politicians. The fact is that chief election commissioner cannot sieve the filthy hay of egghead
and hoax leaders. Undoubtedly, international unseen and camouflaged forces are much
powerful to modify any mode of task of a country by various methods and intricacy. Under the
present prevailing circumstance, the general elections in Pakistan have been vicious circle of
enigma packed violence and remote terrorism. Therefore, peace is for fetched, Keeping in view
such incidents all religious & patriotic parties’ obviously working agenda of the terrorism but as
a matter of agony end up with hokum policy.
An invisible hand, are responsible to damage and topple down the election in order to drive
smoothly, the customized election results by rigging and substance to the false & sly allegation.
Such as interventions of foreign hands meliorates the abduction of election commission, polling
staff, administration, judiciary staff, army debuted staff, and made-up stead belt boxes, and
announce diplomatically unexplainable delays of election results. It is due to malice
leaders
who work on the international agenda and playing havoc with great nation of Pakistan.
Dr. Tahir-ul-Qadri explored & exerted efforts to collaborate with likeminded optimistic religious
and other charismatic prevailing political parties to unit them on one desirable plat form.
However, all result stood in vain & futile, since no one, joined hands together and they
boycotted the general election of 1993 because most of the party has been working under
dictation and being puppet of agencies.
Thus, as a result Dr. Tahir-ul-Qadri could not find out manageable way-out to wriggle these
parties out of the corrupt quagmire and declared them precisely & incorrigible to hammer
down there mind to provide them better and concrete panacea to resolved problems.
Dr. Tahir ul Qadri paved & leveled his own path & field and announced to initiate the public
consciousness awareness of educational campaign. The Dr. Tahir-ul-Qadri perceived need of
the social society and established educational institutes and centers within and across the
country, which consisted & ranges now up to approximately more than 600 in numbers. In the
year 1993, an entire population of the country was much stressed and worried, because of

concerned issues like that, devastating & aggravating economy due to wide spread rampant
corruption in Pakistan. Due to these circumstances there was lacking of effective infrastructure
visibility and administrative malfunctioning. This stood as a critical stigma to let down power
ruling popularities of political parties and disintegrating them to save Pakistan. The majority
ruling party PPP lost their graph constantly. Their workers had become annoyed and frustrated
with their leadership of that time.
While in 1998, the two major political parties were agonized and tormented, due to
increasingly receding fall down. Thus, stood vulnerable to face public economic, educational,
and ethic condition, especially public popularity by bearing descending graph of PPP, therefore
party workers had been turning victim of frustration due to non-functioning & non-operative
party leadership.
In fact, nation is hard up to hear jarring music of smokescreen commitment. Pakistan has been
facing real contiguous problem that it needs to find solution to have strong hold unflinching and
spotless leadership. Which can have majority mandate and able to implement social and
peaceful orders and strengthen the Pakistan’s territorial integrity. Further who could be able to
develop harmonious relations among countries, stand united to comfort & benefit the nation
economically, and bring on peace and making fraternal-hood relations to the Cosmo World.
Pakistan specifically needs assistance in energy generation to strengthen the industries and
defense, control and eradication of terrorism. The nation looks, toward to select desirable and
transparent person to solve dilemma of political parties ultimately Dr. Tahir-ul-Qadri name
stand as a panacea to eradicate the vices of corrupt electoral system.
Dr. Tahir-ul-Qadri visualized the result of general election of 1990. At time the mandate of PPP
were analyzed deeply. He contemplated with speculation that if the result of general election of
Pakistan Awami Tehreek in aggregations. The specified success could be obtained and on
similarly bases PPP can formed a coalition government with Dr. Tahir-ul-Qadri .The title of his
alliance will be established as “Pakistan Awami Ittehad”.
The outcome was successful that fourteen political & religious parties joined hands together to
carry on said coalition. Thus, refined and innovated struggle on this platform was further
launched down. Regarding this newly oriented formation, an article was drafted and published
in the, daily Naw-e-Wqt Karachi on 23 March 1998, Daily “Asas” Rawalpindi on 29th 1998, and
daily “Ausaf” Islamabad on April 11, 1998.

The news of grand alliance formation had been spread like a jungle fire in the country that this
alliance was being recognized as a political institution against the government. At last 10 th
march, the grand alliance of Pakistan Awami Ittehad came into existence. The PPP was it
motherhood supporter and took active part of in its establishment, and thus playing on the
front foot.
All the same, to keep the alliance intact with leadership and Pakistan Awami Tehreek & MQI
founder leader and guardian minister-ship as a President of alliance was designated to Dr.
Tahir-ul-Qadri. Stalwart & staunch politician Nawabzada Nasrullah Khan was declared as chief
guardian, and from PPP Benazir Bhutto a leading member of alliance.
All the workers & co-workers of PPP were suspended and that is how alliance leadership
handed over to Dr. Tahir-ul-Qadri but by keeping an eye on main objective patently rendering
down their views. However, PPP workers used to act as intruder in all the matters time & again.
As it was unbearable gesture for them to sit with Mullahs where as Benazir Bhutto discarded
this view point as it was on illogical grounds and remained steadfast to the major objectives of
alliance through concentrated whole heartedly involvement with Dr. Tahir-ul-Qadri.

which tantamount to “Qoumi Hakomat”. He further prescribed that PPP have revolutionary
workers and our destination is Prophetic Revolution.
Linking with above statement many question marked in the minds of the workers as to why and
under which circumstances Shaykh ul Islam Dr. Tahir-ul-Qadri may abstained from his party
political exertion founded and formed in year 1990 to year 1993 consecutively. He urged
unilaterally to have isolation from elections politics. Thus, devoted committed dedications to
the very cause of Minhaj ul Quran by launching the said mission in 65 countries around the
world, this earnest aspiration of Dr. Tahir-ul-Qadri brought him on wordily scenario as
outstanding respectable & declared industrious effectual person, the one who has been having
no lust to indulge in filthy and rotten politics.
Respected readers,
For the first time in history of Pakistan, the leadership of secular parties has assign leadership &
president-ship of a political alliance to Islamic leader. Thus, point to ponder up as to why this
formation had been needed direly & arisen. The facts elucidated that PPP government
turndown their own President-ship, because of wrongdoings and ostensible corruption. That
time the interim caretaker government collected upright scrupulous malicious and hoax cases
popping up among public sector in general. Ultimately, incessant media trails declined the
popularity of the party in public generality, which brought discredit to the prevailing current
government with charges of corruption as solid evidence against Ex-prime Minister Benazir
Bhutto that time. Further, regarding Benazir Bhutto dominating status quo was demolished by
very conduct of Nawaz Government and she was framed for almost stipulated ten cases of
corruption. As a result, she was declared ineligible for five to seven year to rule country. This
impaired and damage the entire structure of PPP. If declared guilty she would be disqualified in
a multipronged manner even to lead opposition, accordingly considering these factors made

Benazir Bhutto to dig out made up conspiracy against her leading ultimately to put herself and
the party in whirlpool of jeopardy. Thus, the need was resulted to infrastructure the party to
play a defensive role within lawful framework without putting at stake at political party and her
political disposition.
Therefore, the said party leadership thought carefully to strength the grand alliance and
pressurized the government to institute to their working cadre. The PPP leadership, was in the
opinion that to usher the people to divert their minds towards Islamic political leaders. No
religious parties can foresee the clandestine objectives of Muslim league and PPP, leaders.
These religious parties at the end of the day attained nothing except bitter acquaintances.
These religious parties always had always being confronting each other therefore of the
leadership of the grand alliance, lunched over to Benazir could not be digestible to religious
voters of the general alliance, and either by religious Islamic powerful personal. Thus, it will
render in segregation of voters, than votes will be divided into parts. The grand alliance was
aware that a gigantic mob had been liaison and duly in coherence with Muslim league “N”
group.
General Zia-ul-Haq ruled Pakistan 11 years had parleyed the name of Islam, by way of Mullaism
Islamic ideology and thus accelerating unbearable mechanically the Islamic war. However, the
PPP never habituated the name of Islam in political election campaign. As a result, PPP could
not reflect their liberal Islamic manifesto to public at large who had been in state of ambiguity
to joint which party entirely based upon puritan Islamic mechanism and imposition there for
PPP campaign endeavor landed in fiasco.
Keeping view the above-mentioned illustrations, the leadership of Grand Alliance opined that
leadership & President-ship must be assigned to Islamic leader. Two leaders were in view. First
Qazi Hussain Ahmed and Second was Dr. Tahir-ul-Qadri. They both were continuously serving
the Islamic ideology. People’s party and jamat-e-lslami had been in frequent contacts with each
other, but with invalid conclusions. There for due to these resulted repercussions Dr. Tahir ul
Qadri had been approached for the said ideology.

In General election of 1990, Pakistan Awami Tehreek lost the election, thus had not been able
to win any seat. Eventually only obtained three to four thousand votes in every constituency.
Whereas PPP in General Election obtained 35% to 37%, votes. In General Election 1997, the
party faced the defeat by two to five thousand votes in every constituency. PPP now has
become aware and whiffed that now the Pakistan Awami Tehreek has acceded and establish
their vote bank comprehensively and methodically in every sphere.
In year 1990 on the other side, PAT could not mark any seat. Except that, only three to five
thousand votes secured in each every constituency. PPP visualized saw that surely they would
multiply their number of vote in would be time. Pakistan Awami Tehreek made them self aloof
from electoral politics, thus only focusing on their own goals as per frame of their organization
by striving to multiply Tehreek work force and keeping them intact in every manner. Tehreek
demonstrated that over the last stipulated period of five to seven years, Eteshaab
(Accountability), Milad & Youth March proved that, religious congregations had been extremely
successful. The PPP deeply pondered upon that next election their votes would increase
because Awami Tehreek leadership availed themselves off from the politics. Concentrated to
strengthen their undivided party power by interacting with other religious party and gave top
priority to leadership of Dr. Tahir-ul-Qadri and later on to Qazi Hussain Ahmed. Thus,
considering the primary option of Tahir ul Qadri the grand alliance came into existence. That
before the formation of Grand Alliance PTI chief Imran khan made many contacts with Dr. Tahir
ul Qadri but results could not bear any fruits.

Dr. Tahir-ul-Qadri assured General Aslam Beg of that time, whenever you would initiate into
politics you would be welcomed with open arms. Tehreek-e-Jafria decided to quit from Muslim
League alliance and announced to join hands with the leadership of Dr. Tahir ul Qadri by
standing with him whole-heartedly politically towards his ultimate mission on the grand
alliance.
On the other end, perturbed voters of PPP, there upon who voted to Nawaz Sharif in 1997
elections, and after the failure of the PML (N) Government, it would be vote bank of PPP. There
upon Muslim league (N) Government had faced the defeat for the third time by not standing to
deliver their manifesto practically to the public at large. Therefore, no single party could win the
election and not had been in a position to form upcoming government. In case if the Nawaz
government had expired, then in this way the PML vote bank would be descending down,
eventually due to the annoyed voters of PPP, that of year 1997.
Therefore, due to all these reasons, PPP leadership decided to; make a Grand Alliance a along
with the Islamic leadership. The alliance had persisted upon demolition of Nawaz-regime until
the formation of next government. Therefore, deeming leadership to an Islamic leader so that,
they could assimilate and unite a large number of religious and Islamic community & voters in
alliance and Islamic leader, who is not renowned as “Maulvi” or puritan worker & employee of
alike party.
In estimation of PPP, that the religious politics had failed because only 8 to 10 percent of voters
are religious minded in Pakistan. Considering this fact if said alliance had been formed under
the leadership of Benazir then it means losing, Islamic voters by ratio of 8 to 10 percent. On the
other end, Muslim League have used always bilingual arms in elections, one that of Islam and
second, ideology of Pakistan. All the religious parties had been united with Muslim League.
Thereafter in year 1990, Islami Jumori Ittehad (IJI) was brought on the stage, under the
president ship of Nawaz Sharif and thus made an alliance with the religious forces, and to
attract religious vote bank in elections; assuming that this line of action would play a key role to
win or lose by way of religious voters. So that, Party leadership chalked out the sly plan for that
the Islamic leadership to conduct Alliance, thus slashing two armed-wings from Nawaz Sharif, in
order to pool up their vote bank.
After completion of coalition there started leadership tussle war within the alliance. Political
collective & united environment of nation thus established through events, public meetings
rallies and large public congregations on the platform of alliance. Through this alliance, the new
public agenda & program delivered to people at large of Pakistan. As a result, because of this
alliance there increased five to seven percent of vote’s bank in upcoming elections. The success

of the alliance had been deeply related to ensure terms & condition under the prevailing
situations. News for formation of Alliance was circulating for the last six months. Ultimately,
this alliance came into formation under the very leadership of Dr Muhammad Tahir-ul-Qadri.
However, before announcement of this grand alliance it must be retained in the mind that in
daily newspaper “Ashas” from Rawalpindi with reference to Jamat-e-Islami news was
published, “Benazir had offered to Qazi in the Grand Alliance Leadership or President-Ship.”
This news was circulated published in all national newspapers the next day. Further a news was
inscribed in the daily Jang that, “Qazi Hussain summoned the meeting of Jamat e Islami had and
offer from the Benazir Bhutto for Leadership of Grand Alliance”. Dr Tahir ul Qadri on the ground
of such news contacted the leadership of PPP that already you had negotiated with us, then
why offering alliance leadership to Qazi Hussain Ahmad. Thus, PPP refuted Qazi Hussain by
declaring that Dr. Tahir-ul-Qadri would lead the Alliance, whereas Qazi Hussain Ahmad
reciprocated in statement that we our self-rejected to be the part of grand alliance in any
manner or terms with PPP.
Leadership of PPP made a commitment to Dr. Tahir-ul-Qadri, that if you get successful to turn
down the government of that time, leadership of alliance could be extended for stipulated
period. Moreover, this leadership to the election will remain. Dr. Tahir ul Qadri declared that to
PPP leadership, alliance to made “rule of law, supremacy of the Qur'an and the Sunnah and
Nizam-e-Mustafa and if these doctrines of Quran not enforced that means our self death, and
on this point no compromise can be made.” (2)
4- ISLAMIC SOCIAL ORDER TREATY ANNOUNCED
Dr. Qadri Tahir ul Qadri as a president of an alliance on this very plat form of Pakistan Awami
Ittehad in a press conference, announced, the four-point public agenda based upon Islamic
social order. On the Declaration of the Islamic social order, the Pakistan People's Party, Pakistan
Awami Tehreek, Pakistan Democratic Party, Muslim League (chatta), Muslim League (Qasim),
Hizb-e-Jihad, Awami Qaidat Party, Jameyat Ahle Hadith, Jamiat Ulema-e-Islam (F), Mazdoor
Kisan Party, Solidarity Front, Christian National Party, The Islamic Democratic Front National
Democratic Front, had put down the signature on the treaty jointly. (3)
The Islamic Social Order Key Points:
1. The Qur'an and the Sunnah constituted righteous human society, which has been based on
Islam, democracy and the equality of Islamic values.
2. Everyone citizens will be provided economic, social freedoms and justice, without distinction
of color, race accordingly.

3. Feudal and capitalist economic structure must be eliminated but system would be
redesigned based upon equitable distribution of wealth.
4. National Assembly, seats have been uplifted to 600 rather than 400. Out of that, 200 seats
will be elected & designated on the principle of proportional representation, keeping into
consideration this system of proportional Representation women will be assigned @33% out of
200 seats; this rule is for the provincial assemblies.
5. To establish and implement the Independent economic & self-sufficient policy, IMF and
World Bank pressure will be deflated to coin national policy. Lucid, simple and easy tax
collection system will be re-designed. All the doors for Tax evasion will stand invalid. Thus,
exports will be boosted-up without any need to reduce down the imports. Sightless &
haphazard privatization policy will be reviewed on concrete vision & grounds. Agriculture will
be designated industry status in harmony with rational and logical Labour policy.
6. Comprehensive and well-defined defense policy had been embarked to extend priority and
protection to the integrity and survival of Pakistan. The nuclear policy will not be compromised
in any manner, way & deal. In order defend the unity, integrity and reputation of Pakistan all
such contracts and treaties resulting to devastate Pakistan will be kept top secret, concealed, &
cancelled with immediate effect there & then. Innovative defense technology will be utilized
and compulsory military training will be declared for youth. Independent foreign policy will be
infrastructure by centralizing the key issue of the Kashmir thus resolving the perennial problem
of Kashmir in accordance with UN resolutions to keep in contact cordial fraternal relations with
all countries, specifically with China. All the Islamic countries will be united for the formation of
Islamic faction & Bloc by exerting & stimulating efforts of Pakistan; thus, any Muslim country to
represent Security Council on behest of Islamic countries collations in potent manners. SAARC
would be made operational to compete on an ambassadorial level, any India's aggressive and
encroachment calumnious line of policy.
7. Print and Electronic media will be granted utmost freedom of expressions. No restriction will
be imposed upon state, national owned & trust media to publish, present and give due
projection to opposition point of view in its true spirit.
8. All non-productive, redundant, and justice delaying extra-constitutional parallel judicial
system ought to be abolished at any cost in order to ensure supremacy of the judiciary in its
true flavor. Furthermore, police department will be re infrastructural by amending code of law
enforcing agencies that of colonial-regime & era. Thus, restoring & formulating public order
with a comprehensive & compact policy.
9. Through transparent accountability, plundered, mooched and looted money will be
recovered to enrich the national exchequer. Under the 1973 constitution, women's rights

would be wholly protected. To magnify literacy rate, and to promote education & health
sectors budget will be increased accordingly. (3)
Considering the above-mentioned points with in-depth concentration then eventually
comprehensive manifesto of 2002, that of Dr. Tahir ul Qadri is the crystal-clear reflection of
1989 election manifesto. This will be elaborated in the chapter-3. However, Dr. Tahir ul Qadri
deemed a first and largest success in the coalition for the prosperity of the people set an
agenda of their party on this platform and he out rightly succeeded in bringing the coalition to
the said platform. In addition, it was a flabbergasted & surprised factor for capitalist and
feudalist the formation of such a PPP to eliminate & eradicate feudalism & capitalism, and thus
promoting proportional representation from all walk-of-lives up-till parliament power corridors
on this very platform of grand alliance. A firm pact was formulated to snatch ransacked &
robbed off without any discrimination national wealth from PPP or either party in the
government or out of the government.

On the platform of Pakistan Awami Ittehad organized massive, large public meeting, gathering
congregation and grand processions at Gujranwala, Lahore, Peshawar, Karachi, Hyderabad,
Sukkar and there on conducted public meetings & rallies across the country. Dr. Tahir ul Qadri
spontaneous, extempore and vocal speeches gained immense public popularity on this

platform of grand alliance, coalition and joint meetings where PPP workers outrageously
started sounding in loud intonation this fact…..“It is Bhutto, Bhutto is alive again”

Dr. Tahir-ul-Qadri charismatic, thought provoking and jolting public speeches were highly
impressive which mesmerized the PPP workers and made them to join Pakistan Awami Tehreek
(PAT) by setting aside their party, Pakistan People’s Party (PPP). Benazir Bhutto on realizing this
very alarming situation, and stunning fact strongly, expressed & vented out her piece of mind in
a private meeting that “The major and huskiest blunder & mistake of her political life career
that to declared and made Dr. Tahir ul Qadri the president of the Alliance.”
Dr. Tahir-ul-Qadri by perceiving interior sly brain ways of Benazir Bhutto that she would stoop
down to an act of ousting him from the alliance took a genius step to disassociate him-self from
the party alliance. Considering this fact, Dr. Tahir ul Qadri called meeting of the alliance to
knock of Benazir Bhutto from the said alliance on the bases that she violated treaty of Islamic
social order thus this alliance is inactive leading to futile & facile struggle to save Pakistan. Dr.
Tahir ul Qadri continued his struggle on the platform of Pakistan Awami Tehreek; the alliance
movement jiggled sharply the pro-government roots. Which was due to the episode of October
12th 1999, where general Musaraf was forcefully strived upon to detain him in the air plane by
delaying his flight to land down. Nawaz government made envisaged invidious planning to
topple down General Musaraf from designation of chief of the army staff and thus replacing in
that position IB chief of that time. Thereafter, a “Pro-Government Alliance” in Musharraf
regime was formed entitled as Grand Democratic Alliance (GDA).

In the meeting of General Council of Pakistan Awami Tehreek it was announced that a feudal
politician Ghulam Mustafa Jatoi who would head & lead the alliance. Local leadership and
activists, did not take this in good taste to recognize a Landlord to head away the GDA. Thus deunited them from alliance and announced that PAT would contest the election on solo flight all
alone. Dr. Tahir ul Qadri for the prosperity of nation, to get rid of the corrupt politicians
presented to Mushrraf Government 7-point reformation agenda. Dr. Tahir-ul-Qadri on these
very ground vowed to support Musharraf government. Dr. Qadri gave a sketch of the municipal
electoral system, and declared his full participation in the polls. This announcement of Dr.
Tahir-ul-Qadri had been treated a major achievement by the party and at union council level.
Whereas in the second phase of local government elections, I.S.I. had become active once again
and succeeded to nominate candidates of her on choice mostly bearing military ranks & laurels.
Dr. Qadri reared his voice of protest, against such inductions by ISI. This very protest Dr Tahir ul
Qadri raised before general elections 2002 on his own platform, during meetings held with
General Mushraff. However, the military leadership expressed their whole heartedly
satisfactions over the conduction of the general elections 2002 and declared they would stay
totally impartial in the way of elections movement that of Pakistan Awami Tehreek and even
otherwise. Actually it should be retained in the mind that Dr Tahir ul Qadri being highly
depressed of the corrupt electoral system. Thus, made-up his mind that not to participate in
such type of elections where corruptions is rampant, He decided to leave abroad but party
workers were of the opinion that an act of his will highly discourage moral of party & voters,
there for he must participate in this elections of 2002. Dr Qadri on this very assurance of
General Pervez Musharraf continued his political struggle and wholly participated in elections
of 2002. Dr Tahir Qadri also vigorously backed up & supported General Pervez Musharraf in the
presidential referendum. USA on observing high profile street power of Pakistan Awami
Tehreek intruded by impeding and creating hurdles in the smooth & peace full processions of
Dr. Tahir ul Qadri. In due course of time, a stunning disclosure had been made by one of the
PAT a senior leader in the meeting of executive council of Pakistan Awami Tehreek by narrating
an episode. When he was invited to share a private dinner by his friend at UK London along
with a senior general of Pakistan, where informally general uttered a factual statement that
America holds Dr. Tahir ul Qadri not in good books to be in the government. Whereas General
Musaraf strongly supported Dr, Tahir ul Qadri personally, but USA out rightly dictated to
General Musaraf with this statement that;
“We don’t want Dr. Tahir-ul-Qadri we want mullahs, to formulate the MMA”

The Pakistan Awami Tehreek (Pakistan People’s Movement) is a political Party in Pakistan. At
the last legislative elections, 20 October 2002, the party won 0.7% of the popular vote and 1

Imran Khan, Ijhaz ul Haq, Hamid Nasir Chutta & certain others arrant forces strived to build up
coalitions on the very forum of Dr. Qadri but eventually failed because all these parties string
were in the hands of agencies thus to form a compact line of action with consensus-of-opinion
had been practically impossible.
Dr. Tahir ul Qadri arrived at the careful conclusion that this electoral system is all mingled up,
enigmatic and that of stuffy bewildered-minded politicians & parties. Dr. Tahir ul Qadri finally
arrived at a rational judgment the whole system is ambiguous, hoax and is like a dummy puppet
system. Within the corrupt scenario, no system could usher any change effectively, at a grass
root level. Therefore, Dr. Tahir ul Qadri had announced categorically to resign from the
membership of National Assembly of October 15 2004 by presenting a complete document
resignation to concerned channel.
Dr. Tahir ul Qadri resigned from the national assembly by the very presentation of “Dual
uniform bills”. Pretext of his resignation bill can be well understood by spelling out the under
mentioned preamble;
“The government's law and order in Pakistan, as per my verdict is totally failures, hokum and thus lacking
prosperity, tolerance and democracy. Whereas General Pervez Musharraf on October 12, 1999 by string the
Military revolution 'Compatriots' in their future agenda announced that all the obstacle will be eliminated which
are resulting as major hurdles to accelerate pace of progression and betterment of Pakistan but all these vows
proved nothing except smokescreen. On these very bases of bringing healthy change pledged to support the
agenda of General Musharraf. I always urged and contemplated to make unique Pakistan free of filthy-rich
corruption. To create such circumstances a dead honest military regime is direly needed which could save the
country from the incurable inflicted-wound of corruption. To this end, all the committals of General Mushrraff
proved highly disappointing and deviating. All these proceedings had been based upon injustice & inappropriate
Parliament, tantamounting to Mushrraff puppet parliament caring no concept of public willingness and democratic
representation; thus leaving me with no other option except to resign from the membership of the National
Assembly.” (5)

6- THE CURRENT ELECTORAL SYSTEM DEFAULTS
i-
Formation of undesirable government & assembly being in majority by the current
electoral system:
Federal Shariat Court of Pakistan after the 1988 election received many applications during the
current electoral system based upon the facts that the Federal Shariat Court are against
electoral laws and also opposing & revoking the rules of Quran-o-Sunnah. The major &
considerable argument during the hearings of the applications, which had been submitted with
regard, that present electoral system and electoral campaign should be run in a circular motion
by a spectacular exhibition & fun fair manner. Each candidate by indulging in mudslinging gave
top priority to flaunt his personality in an exaggerated posture and thus in this strive unduly
doing character assassination of his rival candidates. Candidates are hoodwinking & deceiving
their voters by being hypocrite and deceit invectives, threats and false hood-promises. Thus for
pursuing their crook goals using legerdemain like a magician and conjuring the voters up till
their door threshold to achieve maximum results of their devious notions. (7)

In order to achieve so-called successful election campaign dirty, filthy techniques & tactics has
been used by hiring professional work labor force on daily wages. For this very purpose to mark
a sweeping election campaign aliens and international experts has been appointed in order to
get benefit from their expertise for dramatizing the elections. Candidates wide spreading false
& counterfeit consumerism by advertising through exorbitant, extravagant and expensive
vehicles & trucks on the streets & roads extravaganza in every nook & corner of each
constituency by using procession of volunteers & neighborhoods by approaching village to
village through patrolling and raising slogans for voting support.
All candidates have been paid in a fatty, bulky and hefty manner as per their sweet will and
willingness. Prejudicial ways have been used for gaining support in each region, caste and
sectarian sections. Fraudulent & rigging statements thus spelled by catchy words for getting
votes are a normal vogue. Finally highest bid bait has been played as a game to mark ultimate
successful graph for attracting voters.
These above mention ways as always have been marked by the majority in the Parliament and
Government as un-scrupulous & un-ethical means tantamounting to clear violation of the
principles & acts against the constitution and highly disagreeable by massive majority of masses
nationwide, thus, leading to corrupt electoral system. (8)
ii-
How to implement electoral laws and public reaction:
Islamic Republic of Pakistan; 1973 Part VIII of the Constitution in Article 213 Article 226 of the
elections, electoral rules & laws and regulations relating to the conduct of elections mention.
Laws are made for a civilized society. Voters who vote for the sanctity of Pakistan are fully
aware of its fragility. Under Article 222 of the Constitution Electoral laws composed of six
clauses:
Article: 222 Electoral laws
222. Electoral Laws.-Subject to the Constitution, 1[Majlis-e-Shoora (Parliament)] may by law
provide for(a) the allocation of seats in the National Assembly as required by clauses (3) and (4) of Article
51;
(b) the delimitation of constituencies by the Election Commission;
(c) the preparation of electoral rolls, the requirements as to residence in a constituency, the
determination of objections pertaining to and the Commencement of electoral rolls;

(d) the conduct of elections and election petitions; the decision of doubts and disputes arising
in connection with elections;
(e) matters relating to corrupt practices and other offences in connection with elections; and
(f) all other matters necessary for the due constitution of the two Houses and the Provincial
Assemblies;
but no such law shall have the effect of taking away or abridging any of the powers of the
Commissioner or an Election Commission under this Part. (9)
However, the matter of agony & irony that these clauses are always misinterpreted. Ultimately,
these are the reasons for the present corrupt practices in elections, corruption, fraud, looting
and thus reaching the point of contention & cause of disagreement, leading to corrupt election
system. These fraudulent motives resulted to carnage & slaughter rights of every Pakistani
citizen and thus made them to moan & lament. that’s is why due to this very corrupt country's
system 60 to 65 percent of voters did not cast their votes and expressed total dissatisfaction
over the corrupt electoral system.
iii-
Millions of bogus votes registered:
During Legislative Assembly elections, numerous candidates in every constituency coined &
fabricated thousands of fake ID cards for bogus voting and organizing teams to pole such votes
by force and apprehending voters. According to the Election Commission published a report of
2011 acknowledged the fact that, in year 2008 out of one hundred and seventy five million
(175,000,000) people of Pakistan registered number of voters had been eighty-one million
(81,213,620)‫ ۔‬The number of invalid & bogus votes as per electoral lists had been thirty-seven
Million (37,186,053). The ratio standing for bogus voting had been forty-six percent (46%). The
ratio of dubious & problematic votes in Baluchistan (65 %), FATA (62%), Sindh (54%), even in
KPK (43%) and Punjab (41%). The total number of votes casted had been thirty fore million
(349, 80,069). The number of bogus vote’s twenty two million votes had been casted (22,
05,931) were highest. Query stands how; these bogus votes had been coined? Moreover, how
these made up votes enlisted for electoral poles? (10)

For whom such bogus votes had been designed and devious ways were paved & managed by
the election conducting administration made it possible in their presences to let these votes to
be part of polling boxes? This was open mockery, joke and mimicry with the law and peoples of
Pakistan.
iv-
Pre-polls rigging in election:
It is the open secret that, intelligence institutions play pre-election polling rigging, Munir
Ahmad wrote in his book titled "The political role of intelligence agencies in Pakistan" on page
29 quoted that, during elections of 1977 "Bhutto government decided that in the 1977
elections a survey in four provinces would be conducted with assistance & help of the
intelligence agencies. A survey report was sent to the Prime Minister in this regard by InterServices Intelligence (ISI), intelligence bureau (IB), the separate reports were also dispatched by
Federal Security and Special Branch of police of four provinces to prime minister of that time.(11)

Yahya Bakhtiar was defeated in the 1977 election, but on the very directions & orders by higher

Farrukh Saleem, in his Article "The News" inscribed that on October 3rd 2012.
“Over the past 42 years we have had nine elections. in 1970,1977,1985,1988,1990,
1993,1997,2002 and 2008 Intriguingly, the incidence of election Day rigging was “high” in 1977,
the only election with high election day rigging . As for as post-election Day rigging is
concerned, the elections that stand out are the 1970, 1985, and 2002 elections as far as preelection day rigging is concerned, the elections that stand out are the 1985, 1988, 1990, 1993,
1997, 2002, and 2008 elections. From the above discussion it is proved that via elected public
representatives on the electoral system are not likely but people, like that rigging an election is
conducted through the system and selected individuals who are "Given Agenda" work. (14)

Establishment of assembly & government representative of minority people:
Under the current electoral system minority assembly & government could be formed, by
assuming on hypothesis, that 100,000 registered voters in a constituency of the 54700 people
who only voted, five candidates participated in the elections, the first, secured 13500, second
12,000, third 11700, fourth10500 and fifth one obtained 8000 votes accordingly. Comparison
made this minority concept very clear that the success full candidate attained 13500 votes
under this system with the ratio of 13.5% votes, as calculated against 41200 votes with ratio of
41.2% casted upon, and thus became so-called successful representative by just getting 13.5%
votes out of one hundred thousand people. Under this prevailing corrupt electoral system,
success could be achieved with the ratio of minimum voters. The ruling party in the 1970
elections only 38.9% percent of voters had supported them, whereas, in 1988 election PPP s
received an average of 37.63% votes. In the elections of 1990 Islami Jamori Ittehad (IJI),
procured votes with the ratio of 37.37% and marked 106 seats with ratio of 52.8 and PDA
bagged 36.65 % votes and gained 44 seats in an assembly with ratio of 22.7%. (15)

According to official statistics, votes cast in the 1977 general elections, nearly 63 % that rate

Ostensibly, under such corrupt electoral system how a competent, honest and
qualified person as a candidate can come forth or dare to be part & parcel of such an
electoral system where integrity & dignity is weight upon materialistic values &
money possessions. Thus, the present electoral system required Millions of rupees
to represent a true public elected leader.

Under the current system of elections, capitol is of same legislative that notorious lawbreakers
are and country at large holds them in disgust.
However, the public under the corrupt electoral system which is now so chronic that their no
choice to see these law violators in the assembly each time, this issue is now rampant, common
and wide spread like epidemic in Pakistan. It is heights anguish that the one that encroaches
upon the law and play havoc with it, is consider the best suitable persons to hold official
employments at all powers designated jurisdiction. The election commission has duly observed
the devastation that how prevailing law of elections has been infringed, contravened, and
transgressed. Election Commission is supposed to scrutinize the electoral current system with
the under mentioned code of elections law but the position stand other way round and is highly
controversial & contradictory:
1. There is a limit fix upon for elections extravaganza but everybody treat this
limitation as down the drain law and spend 100 to 200 millions on elections
campaign without any apprehension of law breaking.
2. Advertising banners size limit fixed upon not more than 4 * 12 feet…...but this limit
breached upon by flashing out gigantic & jumbo size streets banners, boards and
towering mammoth hoardings and thus exhibiting them in a whopping manners.
3. All the candidates were bond to submit their wealth, financial and up to date tax
statements ought to be annexed along with election papers with the financial
statements to the election commission…………. but opulent Pakistani tycoons,
capitalist, feudalist, violet this condition of the election commission and submit
counterfeit and concealed low income financial statements which are entirely
bogus.
4. Nominations papers with true, factual facts and figures ……. but
(i) These nomination papers have been submitted with firm loyal oath but still
deceptive, deceit and fake documents.
(ii) Bluff & fake degrees handed over to election commission with wicked bravo
heart, treacherous, macho, and akimbo, chest posture & gesture to with stand
and thus contesting elections.

5. Thrifty based Corner meetings have been only permitted ………… rather than lavish
meetings, large public gatherings and processions and thus incurring millions of
rupees to host these congregations.
6. Act of registering bogus & invalid votes has been declared hue some grave
crime…………. However, the candidates practice this will conduct through their
undercover men, worker, & agents.
7. Casting fake votes treated as serious crime ……………………. However the prevailing
situation totally busting these laws not only by a bagging made up votes not even of
live humans but that of corpse & expired ones.
8. Retraining concocted devised fake ID card a severe offense ............. nevertheless,
tempering ID cards gimmick apparatus and gadgets widely used at concealed
vicinities & premises.
9. Apprehending and making voters panicky and thus throwing bait to test their
temptation has been declared as a criminal act. …………………………. Yet, this law has
been broken and jack knifed for buying public votes.
10. Involving Police in massive corruption for carrying on a criminal activities in elections
and thereafter as elected candidates to mint illegal money without fear of
lawbreaking are being to be shackled down for dubious wrongdoings. (20)

Wikipedia describes Sortition, in elections to the following way:
“In politics, sortition (also known as allotment or the drawing of lots) is the selection
of decision makers by lottery. The decision-makers are chosen as a random sample from a
larger pool of candidates.
In ancient Athenian democracy, sortition was the primary method for appointing officials, and
its use was widely regarded as a principal characteristic of democracy. It is commonly used

Sortition in Pakistan pre-poll is part of rigging, which is brain net work governed by

and international community that we are democratic country caring for democracy rights of
peoples and their representatives where as it is matter of agony that in Pakistan election are
just selection by lottery system a winning certificate camouflaged by corrupt electoral system.

In this system, the candidate can be successful with a lead of just one vote. Through Unlawful
sources duly backed-up with the government candidate to defeat their opponent by adopting &
stooping down to un-scrupulous and un-ethical means. Almost every election in Pakistan
Government carries these notorious, nasty, heinous immoral ways to topple down and to
humiliate their opponent by leaving no effort to retaliate in order to turn ups side down rigging
free election system.

The supreme satisfaction for such influential communities is that our constituency are safer &
out of law boundaries. Candidates of such constituencies enjoy winning monopoly forever.
These feudal and capitalist feel no obligation to any social political situation in Pakistan, as they
are sure that they can exploit any circumstances for self-interest to grind their own axe.

Selection of Opportunist and misfit individuals:
The present system is mostly of incompetent and wicked people looking forward for their
interest to be in the assemblies, Instead of serving the nation. Horse-trading, bribery, defaulter,

looting, embezzlement and illegal ways to borrow billions and billions of rupees is a normal
routine not only this but playing hanky panky to repay back. Majority of such defaulters are
always of Members of Parliament, and at all times, what more they barrow he billions of rupees
based on nepotism & favoritism. These hoax loans create inflation and cause misery for peoples
of Pakistan. However, this hard-earned money goes to thug capitalist, looters and lands them in
power corridors. To improve public service, the regional development billions of rupees have
been approved never used for claimed project rather used for their personal motives. As
elected representatives of the people get all the benefits, everyone has used for his personal
gains, factories licenses and permits; acquisition of plots and estates is the routine misconduct
of members of parliaments. These incompetent people & interest-gainer being so-called
supreme class people have been always exploiting these down trodden poor & middle class
people. Put money at stake to win election thus making millions thereafter in few days and
enjoying many benefits for remaining years by be sitting in the house with this illicit earned
money and mint multichannel dollars.

Regional and sectarian divisions, cause a steady increase in tensions
Different languages are spoken in the four provinces of Pakistan People from different schools
of thoughts are populated, but unfortunately elections under this system always create
regional, ethnic, linguistic and sectarian problems. Politicians use election slogans and various
means to get seats in the elections, voters feelings are provoked thus get support for
themselves. Sindh Province bears long time background to incite ethnic tension and violence.
Thousands of houses have been devastated and same numbers of peoples have been shoved to
this inferno to be burnt. Punjab, Khyber Pakhtunkhwa and Baluchistan have long religious
tensions on the rise, many people have been killed because of stress, and hundreds of innocent
people have lost their lives. All these so-called leaders of the political interests behind the riots
are chosen by this system of their own choice & interests and simply which is increasing with
every passing day. Most people are divided thus segregated on pre juridical conceptions.

The formation of weak governments and cause of instability in the political system
Governments through elections due to the defective system proved weak taking advantage of
the weakness of governments and professional military and bureaucracy thus such political
system has been a result of political instability in the system entity. Governments thus made
lacking continuity broke quickly due to its weakness and thus martial law administrator started
ruling the country. The country's political, economic and social decline was experienced.
Political parties no longer in the prevailing system has a solid program and no one knows how
party constitution and would be read to implement. Party to win an election needs only they
select winning horses and the winner. The role of public exposure and formally is left aloof the
candidates are required to win for Party. This aspect of the system of government is weak and
unstable political system. Taking advantage of this weakness repeated military dictatorship
democratic capacity wrapped up and by taking shelter of darkness.

Under the current electoral system to elect representatives beyond the normally accountability
of is an uphill task, voters cannot do accountability of their representatives and thus leaving
them with no alternative to vote for political parties ticket holders to thus elected
representatives grip power for five years and no one can change so called representatives. It is
not only the representative of his party forget their commitments means manifesto program
deviations and tend to make money for the next election, by bullying, fraud and are re-elected
by giving protection to their own interests. Therefore, through misinterpreted National

For the appointment of a Peon, Matric is essential and without educational qualification,
appointment of clerk is unjustified. The need for written test and interview, to appoint a driver
is must. In short, for every clerical allocation to high-level appointment for School, college,
university teachers, deputy commissioner, secretary level along with the required academic
qualifications and experience in the process of appointing, a person is essential. Under the
current system of elections, Pakistan's national and provincial assemblies are the only
institutions that to become the MNA and MPA any qualifications, experience, skills, character
qualities such as intelligence, are not required.
In 2002 elections, BA qualification for membership had been essential rather than experience
credential where as to this criteria politician made hue & cry. No doubt due to this very system
new faces had been initiated in 2002 election. Candidates thus appeared were relatively
educated, unfortunately, they said law was deleted in the Zardari Regime.

politics appears imposition of few families & dynasties. Today’s politics of Pakistan has been
dominated by so-called stalwart politician Leghari, Mazari, Khoso, Chaudhry, Khan, Kakar, Mian,
Zardari, Qahray, Raysaney and Khar, such like. Ultimately, these families linger on until the next
generation, during the span of last 63 years the head of the party, his brother, wife, daughter,
son and other relatives has been ruling our generations. Whitmore imposed upon the nation an

only be eradicated by selecting through a system that who is truly representative of the poor
class and in assembly speaking for the rights of the poorer.

money can buy the required number of parliamentarians with no program & charter of said
members of the Assembly and how it is possible they can decide for the rights of the poor

The current system of elections candidates since the day of purchase of tickets has been
spending millions of rupees. Candidate of member of assembly, who spends huge amount of
money, stands capable to reach the assembly, then device & make corruption plans to recover
their investments to win election and to generate expenses for the next election with the
acquisition of profits multiplying three times the amount of total expenses incurred thereupon.
Moreover, unlawful contracts are offered to the candidate to bargain upon his conscience &
good self by way of special permit and all ministries turn as a source of making illegal wealth.
That is why these people hardly ignorant & aware of country's national interests and public
welfare thus always wondering in vicious circle of corruption. Due to these candidates lacking
ethical spirit lending the poor people of Pakistan in the condition of very crucial and
aggravating their poverty and creating a huge gap between have & have not, thus poor get
poorest. Railways, Steel Mill, PIA, and other national companies and Government Institutions
due to this very mode of thinking became scapegoat & victim of this corrupt election system.
xxiii- Deaf & Dum Parliament comes in existence.
Through, the elected member’s current electoral system of assembly, least interested to
protect public welfare for the purpose of national interest. Therefore, during the meeting,
members of the House of assembly of the attendance quorum are often incomplete and as per
records, newspapers stand a witness. Member participation in assemblies with previous
experimental analysis is that 90% assembly of members who has not use the mike. Nor the
House debate, a point object or uttered a word. Rather, Media is the witnesses that, during the
meeting our parliamentarians enjoy the daydreaming & will-o-the-wisp. Parliament is the
superior, valuable and higher institute of the country, where the decision for nation’s fate taken
upon. Laws are made in the parliament form governed by frivolous actions and through dubious
decision-making process. In this manner and reason be complete five years contradicted to,
Legislation and with regard to public welfare and national development.

7- THE PRESENT CORRUPT ELECTORAL SYSTEM AND SPENDTHRIFT EXPENSIVE ROOT CAUSE
OF ALL PROBLEMS & NUISANCE:
Due to the above analysis proved that the corrupt electoral system is the root cause of all
problems. Thus, corrupt electoral system made the nation to be deprived off from upright &
honest representatives. Ninety-eight percent (98%) of poor people and middle classes for them
practically impossible to participate & contesting in prevailing current electoral system, because
of the electoral flaws in current system and control has been confined in the hand of influential
and of the constituency areas where corrupt capitalist, feudalist, voters mafia rules, and
nominates corrupt candidates and government representatives.
Even that, any major party merely does not give the party tickets for elections to their most
long-standing ideological workers, because he does not spend millions of rupees in corrupt
electoral system.
Therefore, the facts that are direly needed for reads as:

human rights. Therefore, the constitutional, legal and moral responsibilities of authority
of the state and the nation, including the judiciary, legislatures, political parties and
parliamentarians, media, intellectuals and lawyers class that focus on national
importance problem solving sensitive matters of country and to remind people to get
rid of the present corrupt system in order to provide transparent electoral system.
8- DR. TAHIR-UL-QADRI BELIEVES IN TRUE DEMOCRATIC AND ELECTORAL PROCESS:
Dr. Tahir ul Qadri orated in his speeches those we not against elections, rather we against the
current, corrupt and expensive electoral system.
Pakistan Awami Tehreek believes on democracy and not against the democratic system. We
think that, the current electoral system not moving towards true democracy for the nation but
towards destruction so needs prompt change.
9- THE CURRENT SYSTEM OF ELECTIONS EXPECTED END:
This chapter presents an analysis of the current electoral system and the sight of Dr. Tahir ul
Qadri that, if current electoral system is not changed, then upcoming election in future
continues without change then results will be kept going to make central and provincial
governments very weak and ineffective.
o The poor will get poorer and the economic plight will take turn to more terrible

o Religious hatred, political turmoil, Provincial Parochialism and class conflict will
increase.

All circumstances of country and the nation are pushing towards a nightmare end. So Pakistan
Awami Tehreek how can be involved in such processes where considering the results which are
soul trembling. From the above facts, it is clear that the present electoral system is the root of
all-evils; this electoral system is the protector of enemy of public authority and in his presence
in Pakistan, any positive or real change is not possible. Diagnosing all the problems of Pakistan
of Dr. Tahir ul Qadri, while addressing in general public large gathering & meetings from during
the 1992 to 2004, (28) he said, the current electoral system is the only source of capitalists and
feudal lords of luxury life and forbidden predation. In addition, involving & entangling of poor

strongholds of desperation, despair and disappointment. The current electoral system has not
been changed for the last 63 years, and under this electoral system, in the next 100 years there

Therefore, the nation will have to struggle against the current system by-force and thus
capturing organized corrupt system. Without this, public decrees & destiny cannot be changed.
We will have to make a choice “THE STATE OR CORRUPT POLITICS”.
Come forth, to change of this corrupt electoral system have been waiting & longing for gushy
Public Ocean, treat this change metaphorically as game of chessboard and append voice of the
public sector by a wise player of a chess game by moving crowns of the game in a right
direction. Together we have to struggle hard to dump in buffet away deep down to depth of
windless-ocean near the equator this corrupt system, for the future sake of national honor,
national dignity, basic rights, and equality to solve public problems. Otherwise, our coming
generations will have to face system based on injustice and oppression remaining within the

government is integral. Therefore in the best interest of country and the nation, we believe that true public
representation of the current electoral system with a new system of should be chosen to make truly Islamic,
revolutionary, democratic and welfare state. For alternative systems of elections we have a complete &

Dr. Tahir ul Qadri, during a press conference of May 1992 in Islamabad, he spoke about remedy
for existing exploitative system of elections coined by international conspiracy. He gave details
of the parliamentary system of proportional representation, which is presented in an outline

The above analysis proves that the country's corrupt electoral system is the root cause of all
problems. Corrupt electoral system, that the nation has lost that true representation. Ninety

11- DR. TAHIR-UL- QADRI PROPOSED ALTERNATIVE SYSTEM OF ELECTIONS:

Dr. Tahir-ul-Qadri, Chairman Pakistan Awami Tehreek in April 1994, Introduced & presented the
substitute elections system “Islamic Parliamentary Proportional Representative System of
Election” against current tyrannical electoral system. Dr. Tahir ul Qadri on this occasion, by
declaring, that the current absolute Corrupt system of elections a conspiracy against the Islam
& poor people of Pakistan and he rejected the current electoral system. He also said that our
objective is not only to change governments, but also to change the system, which is the root
cause of all drawbacks. Pakistan Awami Tehreek major objective is to struggle and change the

electoral system, for elimination of poverty from the country and leading to era of prosperity
for the peoples of Pakistan. That the Constitution of Pakistan resolution describes objectively,
not do any enactment that would conflict with Islam.
Dr. Tahir-ul-Qadri introduced the features of the proposed new electoral system, in this thesis
with necessary changes, additions and enhancements down stated as:

PROPORTIONATE REPRESENTATION OF PARLIAMENTARY SYSTEM
System of proportional representation in 50 countries around the world in various forms has
been in practice, Such as Austria, Hungary, Switzerland, Northern Europe, Belgium,
Netherlands, Denmark, Norway, Sweden, France, Turkey, Sri Lanka and several other
countries in the ward election under this system. (32) Different countries in the context of
their specific conditions make necessary changes in this concept & cur in of this electoral
system that happening in their country. Therefore, proportional representation system is
found in different formats in different countries.

Proportional representation is an electoral system in which the distribution of seats corresponds closely
with the proportion of the total votes cast for each party. For example, if a party gained 40% of the total votes, a perfectly
proportional system would allow them to gain 40% of the seats. The Single Transferable Vote (STV) is a proportional voting
system and enables the elector to list candidates in order of preference in a multi-member constituency. A candidate is
elected once his votes reach the relevant quota and any excess votes over this quota are then transferred, according to the
second preferences of the voters. Different electoral systems achieve varying degrees of proportionality. (33)
Pakistan has an ideological state based on Islam. The Resolution of Objectives in the
Constitution of Pakistan has set the ideological basis. Objectives Resolution outlines
democratic system in accordance with the rules of Qur’an and Sunnah.
What is proportional representation system?

Proportionate representation of electoral system constituency vise, elections between
candidates, rather than between political parties, to continue the smooth happing of
electoral process.
Political parties to get seats in the Legislative Assembly, as a whole in proportionate to
get votes.
In the proportionate representation of electoral system, Voters directly vote to party
leadership and the manifestos of party.
Respectively, from all over the country and the province gets seats in proportion to the
votes received by political parties for the national and provincial assemblies.
The political parties according to the number of seats in assemblies provide the list of
talented candidates on the merit basis Means to prepare the candidates list priority

The electoral system should not be by outside design but in accordance with of the country
requirements of constitution, resolution of objectives and the system of Islamic nature &
rules, since Pakistan was achieved & attained in the name of Islam and this is an ideological
country of Islam, it has for the survival of Islam. Then down stated mechanism was prevalent
in many countries with proportional representation in elections with somewhat variations;
however is interacting to the teachings of Islam.
Prevailed in the world system of proportionate representation, if the parties in the general
election gets vote in less than a certain percentage, then they are deprived off representing
from assembly, Nevertheless, in the Islamic parliamentary system (parliament of counseling
or Majlis-e- Surah) have been the basic consultations. Under this mechanism, to obtain votes
equal to one seat percentage, of this party can achieved representation in parliament. Like
this, anyone party wouldn’t be indifferent from assembly, the cabinet and the government
and will be abolishing family politics and monopoly.

ELECTION OF PUBLIC REPRESENTATIVES
Islamic law has clear orders that people cannot express themselves for leadership. In this
proportionate representation of parliamentary system, any person cannot present himself
for leadership exactly in the spirit of Islam. Instead, Party top leadership would call upon a
meeting of party executive council with consultation of their council members for
nominating of candidates for elections on merit base and would not receive applications
from candidates; because that, The Party leadership has been very well aware of the ability
and integrity of workers.

ELIMINATION OF FAVORITISM BASE CONSTITUENCIES
In the system of Proportional representation, would abolish the favorable constituencies in
the present electoral system and in the whole country as a single constituency, would be
eliminating the bullying and fraud from elections. People will not vote for a party candidate
rather, to cast the vote for party, leadership and manifesto. Thus, impressing voter, including
their constituency or circle of Pakistan from anywhere will cast votes to any their favorite
party. In the Senate or Assembly Parties will be representing by voting the rate thus
received.
iv-
DURING ELECTION TO POOL UP THE RESOURCES
Incredibly large use of money in elections and to prevent undue wastage of resources, in the
Proportional representation parliamentary system to specific places for public meeting to
deliver their party's manifesto. The election commission should organize parties to present
their manifesto, supporting people in the party manifesto. The party should do funding, and
ranging from Rupees 100 to 1000, per person should enable them to use this funding from
the recourses arranged by the party and thus leaving it to the option election commission to
disperse to the parties for election processions accordingly. As much as funds will be
deposited, the Election Commission by raising funds will cover the cost of related party
public meeting & other election expenses, with this process will pace up party's public
popularity. Those party leaders have a black money; will not be able to fund the party. When
their funds would be unutilized usable for any office or purpose of the party, they would be
declared ineligible automatically.

HONORARIUM AND DEVELOPMENT FUNDS OF PARLIAMENTARIANS
Members of Parliament should be given just honorarium and TADA, development funds will
not given them in any kind, in this way, misuse of development funds would be quashed,
because that, development funds for Members of Parliament have been established for the

current electoral system, that opposing the Constitution. Development funds ought to be
given to only local governments.

ELIGIBILITY FOR PARLIAMENT MEMBERS
Political parties would submit the only those candidates list to the Election Commission for
proportional representation of election, the candidates must having at least educational
qualification that of graduation and they meet all the conditions Constitutional Act under
Article 62 and 63.

ELECTION DAY / VOTING METHOD / LATEST TECHNOLOGY USED IN THE CASTING
VOTE
Any party must not be allowed for camping on Election Day. Similarly, any party worker or
party leader cannot provide any Conveyance/ transport to the voters for reaching to polling
stations.
Any individual who is entitled to vote at any polling station will be able to cast his vote
without any fear. There should be computerized belting at all polling stations via the under
“Nadra” and each polling station must install cameras, where any person go freely, without
any pressure and oppression to express their opinions by Belting. All television channels
ought to be allowed visits any polling station enabling to do coverage of transparent
elections for national & international community. Vote counting done upon under the
computerized system and each polling station, would be linked to Central Election
Commission headquarters. Procedures and announcement of consequences presented
directly before the media. Hence, people can observe this transparent system and to use
modern technology as far as possible. The Election Commission thus aggregating all the
results of the election outcome and thereby to be announced.

Electronic Voting and Democracy
In more than two centuries no western democracy had any serious trouble arising from
using ballot papers (by the way, what's wrong with them?) and to date most
democracies of the world use ballot papers to elect their Parliaments and
Governments.
However, hardware and software vendors are pressing for the use of electronic voting
and Governments often endorse it. Most people see electronic voting as a mere
technical evolution of ballot paper voting and therefore they are confidently waiting for
hardware and software that will make electronic elections as secure as remote
banking, for example. They probably think voting is a simple transaction by which we
add 1 to the electoral "balance" of our candidate, just the way we add money to
someone's bank balance when we use our credit card. Unfortunately, voting is not like
banking because votes and financial data differ in the level of the secrecy they
require and such intrinsic difference is the very reason why? (36)
To see why electronic voting is not compatible with democracy we need to
go through a few basic concepts (37)
a. In Democracy, the governmental power is transferred by counting secret votes
during elections. To accept such transfer people and parties must be 100% sure that
electoral results are fair and square: doubts about the legitimacy of the winner can
damage the political life of the country and even bring riots and revolutions. (38)
b. Votes must be forever secret from everybody because otherwise voters could
undergo illicit pressure to vote according to somebody else's will. Criminals (and/or
governments and/or politicians) have enough power to compel people to vote in a
certain way. (39)
c. Electoral procedures are obviously setup and managed by large organizations which
span all over the country and give contracts to private and public companies. (40)
d. Many people and/or organizations are interested in falsifying electoral results to
maintain or to get the governmental power. They can be highly motivated, well
financed, sophisticated, and could be outsiders as well as insiders with full
knowledge of the election system. These attackers could be political operatives,
voters, vendor personnel, polling place workers, election administrators, foreign
countries, international terrorist organizations, or just pranksters. (41)

e. Sitting governments are in charge of guaranteeing the accuracy of electoral results
and the secrecy of votes, but the social groups & the economical powers which are
the base of any government have the obvious interest in falsifying electoral results
and violating the secrecy of votes to preserve the power. They could also succeed
thanks to the complete control they have over the electoral process. (42)
It may sound strange but electronic voting is unfit for political elections in democracy
due to the above points.
Infact, in consequence of them we have that:
i-
Absolute vote secrecy (point b) can be accomplished only if votes are collected
and stored in such a way that nobody can ever be able to link each vote to its
voter. (43)
ii- If votes are really anonymous then nobody can verify that any of them is the one
its (unknown!) voter actually cast. (44)

Verification of electoral results cannot be based only upon anonymous votes
since they could have been altered by fraud or errors and nobody could ever
know it. (45)

The only way to guarantee fairness of elections is that electoral procedures
guarantee that each vote really represents its (unknown) elector's will. (46)
v- From above point d and point e we know we can't blindly trust any organization
when dealing with elections, thus we, the people, need to verify all to ourselves
that electoral procedures really work as they should! (47)
vi- Fairness of elections can be guaranteed only by electoral procedure open to the
active check of the people, the so-called democratic control. (48)

billions of rupees of illegal wealth, will be halted. Indiscriminately using illegal money
affecting election results will be over automatically.

Within political parties, the party election will be for two years. Parties will be re-registration
according to proposed proportional representation of election and the political parties in
accordance with the provisions of the Constitution of Pakistan and the objectives Resolution
of Pakistan will present their manifesto before elections that they would be allowed to

participate in elections. According to the provisions those parties who cannot present their
manifesto, they will be not allowed to participate in elections.

party should take part in elections on the bases of party manifesto without any alliance.

INDIVIDUAL ACCOUNTABILITY OF ELECTED REPRESENTATIVES & DISQUALIFICATION
FROM THE PARLIAMENT TO JOIN ANOTHER PARTY
If the party leader is not satisfied with the performance of elected representatives of
Parliament, and party members stands victim of malpractices then he should be deprived
from representation in the parliament and party by proving his corruptions, unscrupulous,
means with consultation of their and parliamentary Board & Council of party. Moreover, in
his place next candidate can be referred to the Election Commission on the merit list
submitted at the time of elections. For raising the ratio for representation in parliament, for
example, the party 'D' of the total 18 candidates elected to Parliament, while the party had
submitted 25, candidates merit list. The 15 Number of candidate displaying dissatisfaction
so due to the performance of the candidate must be deprived of membership in Parliament,
so now number 19 candidates will be able to represent the party in Parliament. Moreover,
no candidate will be able to join any other party. If he does join, any other party than the
party's parliamentary membership will automatically ineligible and party will submit the
next candidate to parliament according to the merit list. A Member of Parliament to join
another party will be ineligible for election to contest next.

All political parties on completion of their 2-year election as office bearers are required to
send the list to the Election Commission. Parties election should be conducted under the
regulation of election commission, not complying with this, those political parties will be
disqualified for national elections.

parties will have to gather funds for elections expenses. Media monitoring would advertised

nation for better decision in elections. Public meetings at any public place where will not
allowed where any party would affect the public transport. Congregation places will be
allocated for political parties. Minority parties will have the right to modernistic media
coverage will be used straight away for the said process.

PROMOTING POLITICAL PARTIES MANIFESTOS
Radio, television, newspapers and media outlets will remain open around a clock during
elections. So that, head of the parties could participate completely wide open present their
manifesto and program to the nation. Any political party will not be allowed to use
electronic and print media for party advertisements.

The polling stations will be set up in small areas, military security forces will be deployed to
all the polling stations, whereas Judiciary will monitor and the Election Commission with full
powers will bound for conducting fair and transparent elections, without any political
interference & intrusion.

Assembly should be composed for span of 4 years duration. Three years for any
government, is sufficient to perform, within these years if any, government could not
perform well, and people will declare it ineligible for the next Election. It will reveal new

REPRESENTATION OF WOMEN
Thirty percent (30%) seats are reserved for women. All political parties vote in elections,
with the said ratio & rate. With the same proportion, women will be able to represent
themselves, for women that of male graduation requirement will be mandatory. Article 62
& 63 of the Constitution would be applicable to them.

THE NATIONAL TRANSITIONAL GOVERNMENT OF STATE FOR ELECTIONS
The President is the constitutional head of state, so that, he must be entirely non-political
personality means, he is not a member of any political party, no affiliation with any political
party and no official holder of any political party in the past. Then 90 days before the
elections the interim government will not be needed to form, except few important
departments would remain under the supervision of the President of state to supervise a
team of technocrats will be formed called upon as “National Transitional Government”
(NTG). A member of this government through any body’s party would be incompetent for
election; even the lineage blood relatives if included in interim government will stands
unqualified for election. NTG of such State shall remain as an independent with nondiscriminatory status. NTG ought to remain committed for the constitutional election
stipulated period.

ELIMINATING BY-ELECTIONS
Proportional representation system of by-elections will end automatically. If by-elections
are wedged in during, the election of the government capitol machinery will be used for
rigged and custom-made state results, to benefit dishonest and unscrupulous personals.
According to the proposed merit list system, if a candidate expires or become ineligible then
by-elections are not needed and would be therefore save & earmark the national
exchequer.

CONSTITUTIONAL REFORMS TO ELIMINATE POLITICAL CONFRONTATION
To avoid political confrontation through proportional representation system of elections,
the system will be designed to form a national government for a specific period. Therefore,
by modifying Article 51 based on proportional representation electoral system will be

adopted. All political parties to be part of the Parliament, according to the ratio of
Parliament and can play their positive role. Eliminate the problem of opposition for just as
opposition and would create unity to form national government, Mean, Criticism

It is worth mentioning that our civil Government, not of parliamentary-style government,
rather, has a ministerial-style government, where all the powers are individualized to prime
minister. Although it is true parliamentary-style government, in which the Prime Minister
has powers to conduct parliament and the Constitution, which stands supreme in
parliamentary system, does not supersedes any state institution, therefore, all state
institutions have independence and autonomous status and would not interfere with any
other state institution affairs and authority.

CONSTITUTIONAL REFORMS FOR CRYSTAL CLEAR & FAIR ELECTIONS
For independent, non-partisan Independent Election Commission, constituted Election
Commission Article 218 of the Constitution Article 218of By-article (3) shall be included,
That the, Election Commission will be independent and autonomous in Finance and
Administrative matters. The Election Commission will conduct Elections with the help &
support of local administration. During the electoral process, whole Administration of
country will be under of Election Commission of Pakistan. Ensure independent and
transparent election process, the Election will be required to comply with orders. (51)
a) Chief Election Commission, Member and Secretary of the Parliamentary Committee on
the pattern of appointment of judges will be appointed by the Constitution
(Amendment) Bill by Article 213(1) (2) (Chief Election Commissioner) and 218 (2) (b)
(The Election Commission members) would be amended. Similarly, the Election
Commission Order, 2002 shall be amended and prepares the bill passed by a simple
majority of the Parliament. Parliamentary committee for the establishment of an
independent Election Commission could appointment of the senior most & honest
judges, one from Supreme Court and one from high court. Constitutional amendment
for which this preference can also be added. It is worth mentioning that Article under
the Legal Framework Order 2002, modified 218(2) (b) with two members of the Chief
Election Commissioner (including a judge) rather than they were four members may be

Prevent Corruption and floor crossing for the Constitution (Amendment) Bill, Article 51
of the Constitution (National Assembly) Article 59 (Senate) and Article 106 (provincial
assemblies), in the elections method through unconcealed, open identification.

as per code clause of Article 63-A of the Constitution will be inclusive. While the Election
Commission Act (Conduct of General Elections Order, 2002) Section 5 (National

incompetence 8- D (viii) amendments will be practiced & implemented. However, floor
crossing action will be authorized against party chief Instead to be authorized to the

d) The national and provincial assemblies seats reserved for women in the political parties
will be allocated in accordance with their votes in general election. Constitutional Article
51 (4) (D) about National Assembly and Article 106 (3) (C) formation of Provincial
Assembly, in proportional representation of each political party will obtain the general
number of seats according to the system thus deleting Article 51(4) (D). Constitutional
Article of 106 (3) (C) “based on proportional representation of votes received by each
political party, according to the system” will be included. (55)
e) Minority representation in the Senate for the Senate seat, in the Senate Article 59(1) of
the Constitution, supplementary Article in (f) shall be increased, under which each
province represented minorities based on Article 59 (1), while adding four seats to the
100 seats, thereupon 104 seats will be entered. (56)
f) Provision of Elections within political parties will be included.
xxvii- CONSTITUTIONAL REFORMS FOR GOOD GOVERNANCE SYSTEM
Chapter 2 of the second part of the constitution (principles policy) Article 29 to 40 of the
country's Constitution, Law and Parliament, administration and judiciary to make
enforceable by Article (2) 30 will be deleted. Then government acts contrary to good
governance under principles policy contained in the Constitution can be challenged in court.
Thus, in the Article 70 (Bill to Parliament) of By-Article 5 or Article 77 of By-Article 2 should
be added. Including taxes and prices, particularly energy, gas, electricity, wheat and
commodities prices would increase. illegal and massive spending, budget amendments,
supplementary budgets, acquisition and use of large domestic and external debt, economic

and financial decisions of the agreements approval, nationalization, privatization, inflation,

of the Parliament or the provincial or local assemblies and would be included in provision.
Thus, the Constitution, Article 82 (4) would be extended. So that, approved budget for the
previous budget expenditure statement to be included in budget proposals, and could be
approved budget by a simple majority of Parliament of Economic as per budget Regulation
Authority Act. (57)

This proves that by the above-mentioned points; the country corrupt electoral system is the
root cause of all problems. Because of Current fabricated electoral system, that the nation
has lost a true representation, of 98% austere and middle class practically cannot contest
the election. It is so because the present electoral system is not flawless, it is all due to

influence who have due control over government authorities.
It would be rightly to say that, the current electoral system is an obstacle to public
prosperity and national development. Dr. Tahir ul Qadri has been identifying the said
corruption since 1993 constantly. He twice took part in the elections; this experience has
concluded that under the present system; even if the election a conducted 100 times results
would be facile, futile and hokum.
RECTIFICATION OR REFORMS OF ELECTORAL SYSTEM IN THE CONSTITUTION

To avoid the political rivalry, Dr. Tahir ul Qadri has suggested the proportional
representation in replacement of electoral system. (59) He suggested the proportional
representation system by amending the article 51 of the constitution. So, that all the
political parties will be the part of parliament who are participating in elections and
get the proportionate seats for ministries of government to all parliamentary parties.
Therefore, that the issue of opposition and opposition comes to an allied
government came into formation/existence and the method of flour crossing and
horse-trading in senate election comes to an end.
Nine amendments have been suggested for the clear, independent and fair, pure
elections. Which will be discussed further?
Constitutional reforms should be entered in the system of good Governance. (60)
Flaws in the electoral system of Pakistan
The Pakistani population is not represented according to the current political system in
place. The problems are so vast and extensive that they stretch the length of the Indus
River. It is not wrong to speculate or affirm that the pendulum is clearly in favor of what
is more wrong currently in our nation than what is right. Our economy is on its knees,
basic necessities are now a luxury, industry is close to collapse and the divide between
the rich and poor has never been more apparent. (61)
The only people or parties which gain from such murky political endeavors are the rich,
landowners, aristocrats, thieves, con artists and general people who would not be
trusted if brought forward in a court of law. Is this the Islamic System Quaid-e-Azam
strenuously fought for? Are these the only viable nominees left to contest the leadership
of our country? (62)
This argument is not a modern phenomenon either. Failed leaderships are conversely
then overtaken by martial law to stabilize the country. It happened when Ayub Khan
came in, it happened again with Zia-ul-Haq and more recently again with Pervez

Musharaaf. If the same pattern emerges repeatedly it cannot be construed as a
coincidence. (63)
How can people live in a country and expect it to succeed and flourish when corruption
is evident in all walks of life. The exact people that make the laws and those who are
tasked in implementing these legislations are themselves the most corrupt. Corruption
therefore breeds further corruption and it then trickles down to the common man
whereby it is viewable in sports, business, religion, trading, industry and so forth. Further
still wages do not reflect the inflation in the country. Everything has increased in price
whether it is food, gas, petrol, electricity, land yet the wages have not increased in time.
Forget about prospering as a nation currently, people are unable to keep their head
afloat at this bleak time. (64)
The plan put in place by Dr. Muhammad Tahir ul Qadri is the only realistic and practical
option we currently have. No offence to any other leaders out there, especially the
sincere ones, however your own ideas will not be enough to bring about the desirable
change as it is the system, which is the biggest issue here which is grasped in the hands
of a select few with an iron fist. (65)
Dr. Qadri’s idea for Pakistan is one, which will rid us of the threat of terrorism, give
women an equal voice in society, and provide education, respect, food and shelter to the
poor. However, one solitary voice will not be able to appease the 180 million
populations who are crippled with such injustices. (66)
In order to move forward the people of Pakistan will need to stand up and be counted.
YOUR VOICE MUST BE HEARD. You must ensure that a new system is put in place where
the mandate is changed and respectful, patriotic, noble and dedicated people are
brought forward to take this country out of the dark hole it is currently imprisoned in. It
is you the people who must take those hard steps to begin to bring social & moral
change to protect the freedoms, which are your unequivocal rights. Take off those
imaginary shackles you are chained up to, and contest for the things that are justly
yours. (67)
