Inland Revenue Interactive Network (IRIN) is the IRAS’ core system for processing all its
tax types such as Individual Income Tax, Corporate Tax, GST, Property tax, clearance,
S45, etc. IRIN is a high availability (24x7), net-centric system supporting 2000+ internal
users, and several external parties such as Tax Agents, Corporate Representatives, and
other government agencies.
IRIN version 1.0 was released first in 2004 and fully commissioned in 2006 to version 1.2.
IRIN 2.0 is the project to upgrade the technology and infrastructure of IRIN 1.0 to the
latest technologies and to optimize the application, primarily to Overcome Technology
Obsolescence & Extend System Lifetime, Resolve current production issues and Optimize
System Efficiency.
IRIN 1.0 is based on the Avanade Connected Architecture (ACA) 2.0. This is replaced by
Enterprise Library 4.1 in IRIN 1.2.
IRIN system supports the following 7 key functional areas:
1.eServices to support external tax payers(Custom)
2.Tax Payer Relationship Management (Siebel)
3.Tax Compliance and Analytics (Siebel + Custom)
4.Core Processing for Tax Administration (Custom + several packages)
5.Enterprise Workflow (Custom extensions to K2.NET)
6. Enterprise Knowledge Management (Sharepoint Portal, Content Management Server)
7.Data Warehousing and Analytics (Cognos)
Microsoft SharePoint 2010 is used for building all the intranet applications that are used by
Tax officers.
Identity & Access Management (IAM) will be implemented using the following tools:

i-Sprint AccessMatrix UAM 5 is used for Authentication, Single Sign-on &

Authorization (Both Course-grained and Fine-grained authorizations) of external
users. The XML-RPC and SOAP API interfaces of UAM 5 are used by the Security
Framework component.
Tivoli's enterprise security solution suite is used for Authentication, Single Sign-on &
Authorization (Both Course-grained and Fine-grained authorizations) of internal
users.
o Tivoli Identity Manager 5.1 is used for Role based provisioning engine
o Tivoli Access Manager 6.1.1 for eBusiness is used for SSO
o Tivoli Security Policy Manager 7.1 is used for Fine grained authorization engine
o Tivoli WebSEAL is used as Policy Enforcer. It provides an authentication and
authorization mechanism to enable end-to-end Single Sign On (SSO) for HTTP
based Web servers thus keeping the web server systems remain safely isolated
from Internet traffic and threats. In this solution, WebSEAL acts as a reverse
proxy (a proxy that lets users into a protected network as opposed to one that
lets users out). The WebSEAL reverse proxy was deployed in the DMZ and
similar security zone. A client would be authenticated by WebSEAL via userID
and password, and a token would be assigned and associated with the
transaction for the remainder of the communication.
The key Enterprise Software tools & technologies used and their purpose are as follows:

TIBCO Active Matrix is used as the EAI Engine

IBM WebSphere Message Broker 7.0.0.1 is used for External Value Networks (EVN)

IBM InfoSphere DataStage 8.1 is used as the Extract, Transform, Load (ETL) tool

Fair, Isaac and Company’s Blaze Advisor .NET 6.9 is used as the Rules Engine

Top Image Systems’ eFlow 4.5 is used for Optical Recognition

Adobe Central Output Server 5.7 is used for Reporting

Custom extensions to K2.NET is used for Enterprise Workflow

TIBCO ActiveMatrix is used as the development, deployment and management of
composite business process management (BPM) and service-oriented architecture
(SOA) applications

TIBCO BusinessEvents is used as the complex event processing (CEP) software that
enables IRAS to identify meaningful patterns across their business. It does so by
correlating massive volumes of data about discrete events and applying predefined
rules to identify situations that require a response.
The packaged applications integrated into the IRIN 2.0 application framework are as
follows:

Oracle’s Siebel 8.1.1 is used as the CRM solution

IBM Filenet 4.1.2 is used as the Document Management Tool

IBM Cognos Business Intelligence v10.1 is used as the Data Warehousing and
Analytics tool
AppFabric Cache (Velocity) was used for distributed caching of various static business data
such as the Codes Table.
Microsoft Sharepoint Portal Server and Microsoft Content Management Server are used for
Enterprise Knowledge Management. MS Project 2010 is extensively used for project
planning, scheduling, tracking and reporting.

The underlying aim of Basel II - to promote safety and soundness in the financial system
by allocating capital in organisations to reflect risk more accurately. This can be attained
only by the combination of effective bank-level management, market discipline and
supervision. Basel II will impact the entire spectrum of banking, including corporate
finance, retail banking, asset management, payments and settlements, commercial
banking, trading and sales, retail brokerage and agency and custody services.
This project is to develop a system to manage bank’s financial risks using BASEL II
standards and to power the bank to review its risk management system. Basing on the

BASEL II standard requirements, ANB developed more refined and specific requirements
for each risk category. This system supported calculating regulatory capital for credit,
operational and market risk using the different approaches defined by BASEL II to vary the
degree of sophistication. The system also provides a framework to deal with all the other
risks a bank may face such as systemic risk, pension risk, concentration risk, strategic risk,
reputation risk, liquidity risk and legal risk. This system integrated with various
quantitative credit analysis solutions of Moody’s KMV such as RiskFrontier,
FinancialAnalyst, CreditEdge, RiskCalc and RiskAnalyst.
This system was developed using the Presenter First software development approach that
combines the ideas of the Model View Presenter (MVP) design pattern, Test-Driven
Development, and Feature-Driven Development. MVP UI design pattern was used to
facilitate automated unit testing and to improve the separation of concerns in presentation
logic.
This solution is based on the following key elements:
 A well-developed underlying data model, giving the required flexibility to model for a
variety of products, enabling the build-up of historical information and managing
collateral information.
 A flexible rule-based risk weighting tool handling multiple scenarios.
 A ‘smart’ risk mitigation engine, for optimal utilisation of netting, collateral and
guarantee information.
 A transparent system, to trace the derived calculations by means of audit trails and
detailed reports, supported by end-user computing tools.
The functional system contains the following features to be in line with the Basel II norms:
 Capture rating dimensions across each facility and borrower and also adjusted borrower
grade based on Guarantees.
 Capture transaction-specific details like Collateral, seniority, product type, purpose and
other factors affecting the Loss Given Default (LGD).
 Grade Descriptions and Criteria that are uniform across Lines Of Business and
geographies.
 System that allows independent functioning of Risk Rating and Credit Approval
departments.
