B.5 Grading Appendix 2 - Job Description Job title: Insurance Support Officer Directorate: Policy & Resources Post number: Division: Audit, Risk, Fraud and Insurance Grade: Section/team: Insurance Overall purpose of job: Administer claims under the Councils’ policies and under various self-funding schemes. Advise council departments including schools on insurance and insurance risk. Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility. Main responsibilities: This is a post within the shared service agreement between North and North East Lincolnshire Councils Audit, Risk and Insurance service and the shared Insurance Management arrangement with ERYC. The post-holder will work as part of a team based in both NLC and NELC undertaking the duties below:1. Administer claims made under the council’s insurance policies and self-funding arrangements in accordance with required timescales. 2. Advise departments and schools on established insurance In accordance with required timescales. 3. Undertake administrative procedures relating to other council insurances. 4. Maintain appropriate IT systems. 5. Provide information as required by insurers or under the councils’ self-funding arrangements. 6. Assist in the annual renewal process for insurances to schools. 7. Provide an insurance service to external organisations as required. 8. Assist in the calculation of charges other council to departments. 9. Assist in budget monitoring and closedown procedures. 10. Carry out journal transactions to settle claims to other council departments. 11. Assist in the response to FOI requests in relation to insurance. 12. Undertake scanning of documents together with other general administrative duties. 13. To provide admin support to the wider team when required. Elected Members &MPs – (less frequent) and members of the public - regular contact in relation to the claims process and progress. Decision making: Processes are fully defined. Problems relating to the processes will be the responsibility of the Insurance Advisors and Insurance Manager to address, although the post holder may be requested to provide an input into any solutions. Effective decision making is required to ensure that the correct information is gathered and provided in an efficient and timely manner. Decisions and recommendations made, may affect the delivery of service provided by the shared service. Timely/effective decisions will ensure that the service meets the Ministry of Justice and other professional timescales. This in turn will ensure claims outcomes meet fixed costs protocols. Effective decision making by the post-holder in relation to their duties will enable the audit, risk and insurance shared service to provide an efficient insurance service. Advice and guidance is available from the Insurance Manager and Advisors when required. The post-holder is expected to make decisions regarding the appropriate course of action for those tasks for which they are responsible & seek guidance or clarification where the decision is outside of specified guidelines or which may have information security implications. Post-holder is required to manage their work, within these constraints many of which are non-negotiable as they are required to meet legislative deadlines. Post-holder will be expected to react quickly to changing work priorities with direction from the Insurance Manager or other Insurance Officers. Physical demands: Role is office based, using DSE equipment frequently. Working conditions: Agile worker operating in good quality well maintained offices for majority of time. However there will be a need to travel to other sites/venues both within and outside the council area as the department is split over two sites and attendance at meetings/courses at other locations may be required occasionally. Work context: This is a post within the shared service agreement between North and North East Lincolnshire and a shared insurance management arrangement with East Riding of Yorkshire Council. The postholder is primarily responsible for providing administrative support within the insurance team but may also be required to provide support to the wider team on occasions. This post-holder is responsible for ensuring that the work programme is carried out on time and that the work carried out is accurate.
