Buildings Maintenance Manager Buildings and Estates Office Introduction The University’s Buildings and Estates Office takes responsibility for the planning, management and development of the University's estate, ensuring it is fit for purpose to meet the ambitious strategic aims and objectives of the University. The Buildings Office in association with the Capital Projects Office and the General Services Office, is a constituent part of the Office of Buildings and Estates. The Buildings Office is responsible for maintaining and upgrading the University's physical infrastructure of buildings, engineering services, grounds and the voice telephony network and is responsible for the management and maintenance of 143,000m 2 (1.5m sq ft) of buildings, 30 hectares of grounds and property and approximately 120 individual buildings sited at over 20 locations. Our Mission Statement is – "To provide best practice solutions to the management of the University's physical infrastructure, to ensure preservation of the physical assets, in support of the University's core functions of teaching and research" The appointment of a Buildings Maintenance Manager is critical to ensure the on-going effective management within the Directorate. Role Summary The Buildings Office team consists of Superintendent of Engineering Services Building Maintenance Manager Estates Administrator Telecoms & Utilities Administrator In house small projects design/management team. Working as part of the Buildings Office team within the larger office of Buildings & Estates, the appointee will be responsible for the day-to-day Building Fabric Maintenance of the of the portion of the UCC Estate under the remit of the Buildings Office including small works projects as may be allocated from time to time. To liaise closely with the other members of the Buildings Office team to carry out these duties and to facilitate them to carry out theirs. Building Fabric Maintenance would include Roofing, Flooring, External Facades, Internal surfaces, Windows, Decoration etc. Site infrastructure would include roads, paths, boundary walls, drains etc. Building Fabric maintenance, as a general rule, would exclude the following; building services operations and maintenance, security cleaning catering grounds maintenance {landscaping} The post also involves Construction Management of minor works and refurbishment projects in accordance with Health & Safety, Procurement and other relevant requirements. The appointee will be an experienced engineer with a proven track record of facilities maintenance and project management and must be skilled at planning, organising and prioritising workload. Experience of managing a small team of maintenance personnel and experience of infrastructure management would also be desirable. Good communication and IT skills are essential. A thorough working knowledge of Health and Safety procedures pertaining to maintenance tasks, is essential. The position requires an enthusiastic person who is self-motivated and able to work with the minimum of supervision on the preventative and reactive facility plant maintenance and refurbishment projects vital for a facility of this type and size. Key Responsibilities of the Post. To manage the maintenance of Building Fabric and Site Infrastructure as part of the Buildings Office Team, within the UCC Buildings and Estates Office. Planning and execution of a continuous and comprehensive programme for the maintenance and ongoing improvement of existing and future infrastructure, including budgetary management and record maintenance To lead and manage the Staff of the Superintendent of Buildings {to be renamed “Building Maintenance Manager”} in house team and associated contract staff and contractors. To plan and review resource requirements in response to campus needs. To develop detailed policies and procedures for all aspects of the post. To take on the role of the responsible person on behalf of UCC, from a Health & Safety perspective, in planning and implementing all aspects of the post. This will include ensuring that UCC’s responsibilities with regard to PSDP and PSCS are fully complied with and in certain areas will require the post holder to act in these roles on behalf of UCC. To be a champion of good Health and Safety practice. To take on the role of the responsible person on behalf of UCC, from a Financial Management perspective, in planning and implementing all aspects of the post. To be fully aware of current trends in professional facilities management and all relevant statutory legislation that affects the role. To liaise with the building end-user (academic departments, admin departments etc.) in interpreting and supporting their needs and objectives To prepare and continually update a planned preventative maintenance programme covering all building fabric and estate maintenance requirements. To prepare elemental annual budgets detailing the resource, outsourced contracts and emergency response requirements to carry out the duties efficiently and effectively. To implement the relevant sections of the Health and Safety at Work Act {and associated regulations and other relevant COPs, advice notes etc} as it applies to the post. To hold regular staff briefings, prepare training plans and liaise with Human Resources as required. Working alone and or in co-operation with the Buildings Office in-house design team, to organise the design, construction and management {including Health & Safety, Financial, Procurement, and Project Management} of minor works projects as required. To liaise with the Capital Projects Office, its architects and engineers through planning and design, and supervision of major construction work. To assess and prioritise the expenditure based on objective assessment of the ongoing needs of the University. To present detailed monthly reports including work programmes, statistical data, achievements versus key performance indicators, financial analysis, etc. To present an annual report to Director of Buildings and Estates as necessary Selection Criteria: Decisions taken at shortlisting and interview will be based on the following criteria Essential Criteria The successful candidate will be a graduate in a directly relevant engineering discipline. 10 years relevant experience of which four should be at management level i.e. experience in a maintenance and/or refurbishment role in a large, busy, occupied estate. Detailed knowledge of the SHaWAW Act 2005 and its associated regulations, in particular the 2006 Construction Regulations and their application to this position. Desirable Criteria Additional qualifications in a relevant discipline – e.g. Health & Safety, Project Management, Procurement etc. Proficiency in AutoCAD Membership of a relevant professional body. General Skills & Experience required: Effective communication skills at all levels - both verbal and written. Experience in a team management role, with the ability to motivate people. Experience in a personnel management role, leading a diverse team. The ability to co-ordinate effectively between specialist groups. The ability to communicate effectively with Senior Management, including good report writing skills. Negotiation and persuasion skills. Time and resource planning skills. Forward thinking and the ability to anticipate problems before they arise. Problem solving skills. Comprehensive knowledge of health and safety issues, with the ability to carry out internal risk assessments and to implement and manage a Work Permit system for all facilities repairs, maintenance and construction works. Budget planning and management experience. Knowledge and understanding of a creative working environment. Ability to manage effectively in a high pressure environment Ability to develop good business acumen so that business needs are converted to service level objectives. Knowledge of the market place for construction and service industries. Commitment to continuous professional development. Conditions of Employment: Salary within the scale: €65,000 to €83,078. The scale quoted is subject to change. In all instances the successful appointment will be at the first point of the scale Normal hours of duty are Monday to Thursday inclusive 9.00 a.m. to 5.30 p.m. and 9.00 a.m. to 5.00 p.m. on Friday, with 60 minutes for lunch daily. Due to the nature and seniority of the post, however, it may be necessary to extend and vary these hours from time to time in order to meet the exigencies of the post. Annual leave is 26 working days per annum with additional leave at prescribed times, total 34 days per annum. Sick Leave: Subject to certain conditions staff may be allowed up to 130 working days sick leave at full pay and a further 130 working days, at half pay in any 12-month period. This is subject to the staff member not exceeding 260 working days, (1 year) sick leave, at either full or half pay, in any period of 4 years. The tenure of the post is permanent whole-time. It is based on the following provisions: (a) A probationary period of twelve months shall apply from commencement of employment in the post during which the contract of employment may be terminated by either party in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2001. The probationary period may be extended at the discretion of the University. (b) Except in circumstances of gross misconduct justifying immediate dismissal, the appointee will receive one month's notice of termination of employment, or, if greater, such notice as is provided for in a minimum notice in terms of Employment Act, 1973. (c) The appointee is required to give one month's notice of termination of employment. (d) Under the Public Service Superannuation Act 2004, for all new entrants to the Public Sector on or after April 2004, the normal retirement age is 65. It is no longer possible therefore to retire before age 65. Pension: The appointee will become a member of the Single Public Service Pension scheme, which provides personal retirement benefits as well as benefits for spouses and children. The contribution rate comprises 3% of pensionable remuneration and 3½% of net pensionable remuneration. Tax relief is accrued on these payments. In addition, additional dependents’ benefits can be provided by membership of the Voluntary Life Assurance Scheme. Membership of the Income Continuance Plan is mandatory (for contracts that exceed two years). This provides additional payment where salary is reduced or ceased because of long-term illness or injury. Contributions, which are tax-allowable currently, amount to 0.80% (gross) of salary. Membership of the Group Personal Accident Scheme shall apply to all employees, subject to individual acceptance by the Insurance Company. The salary quoted is subject to a deduction from salary at the rate of .06% The Pay Related Social Insurance Class A1 rate of Pay Related Social Insurance (PRSI) applies to the post.
