PROFESSIONAL EXPERIENECE
Republic Services Site Manager, (February 2002- May 2003 and Aug 2011 to Present)
-Site Leader responsible for the logistical, security, and facility operations which intakes and removes
over 2,000 tons of solid waste a day.
-Operational control over a bio fuel grinding process and a construction and demolition process, which
produces over 600 tons a day of renewable energy and recycled material.
-Developed, administered and responsible for a P/L over $20,000,000 a year and have decreased
operation expenses by nearly 3% this year.
-Responsible for the training, safety, HR of over 30 direct report personnel and up to 100 on site
personnel.
-Contract negotiations with 3 major contractors.
-Decreased OSHA safety infractions by implementing a new site safety program.
-Ensured 100% compliance on all County, State and Federal regulatory issues.
-Briefed numerous County Supervisors and State Representatives through PowerPoint presentations and
site tours on the diversionary requirements and the site’s ecological efficiency programs.
-Handled ADA site issues.
-Assisted employees with benefit questions during open enrollment and the year.
-Developed operational and employee policies covering retention, organizational change and improved
employee moral through surveys.
Law Enforcement, (May 2003 – AUG 2011)
-Served with the Sacramento County Sheriff’s Department and Lincoln Police Department in corrections
and patrol operations.
-Investigated criminal cases including: assault, robbery, theft, burglary, fraud, child and adult abuse,
sexual assault.
-Developed the city wide Apartment Complex Project, directed to decrease crime and police related
incidents in all (7) city apartment complexes. I developed and supervised several courses of action by
using my knowledge of total quality management (TQM) and best management practices (BMP) to
ensure success of this project.
-Developed neighborhood watch programs with citizen volunteers and provided Spanish speaking
interpreters at monthly apartment meetings to foster trust and bridge social mistrust among Hispanic
tenants.
-Monitored the success of the program by interviewing project stakeholders and with statistical analyst.
The overall result of this program was approximately a 47% decrease in violent crime, property damage,
graffiti and calls for service.
-Developed and supervised the department’s new Dispute Resolution Program. I coordinated and
worked in partnership with the Placer County and State representatives in developing a program
designed to provide an alternative course of action for citizens to resolve civil issues without involving law
enforcement.
-Wrote and developed departmental policies and trained over 30 Officers and 20 civilian personal to
ensure compliance with the Dispute Resolution Program.
-Served on the Board of Directors for the Lincoln Police Officer’s Association.
United States Army Officer (Ret.), (1984 – 2006)
Last Position: Embedded Team Trainer, Afghanistan (OEF)
- American Military Advisor in Operation Enduring Freedom, assigned to Combined Joint Task Force
Phoenix III, completing a one year tour.
-Advised, trained and assisted in standing up a Combat Service Support Battalion, which deployed to the
209th RCAC Mazar-e Sharif, Afghanistan.
-Trained the Battalion and Company staff members on the military decision making process (MDMP)
-Developed the battalion drivers training program and the convoy operations program, which was
integrated into the Corps training program.
-Trained ANA logistical teams and developed a Corps logistical sustainment plan to increase the
frequency and accuracy of logistical convoys from the Minister of Defense (MOD) Supply depot in Kabul,
Afghanistan.
-Earned the respect of the ETT Brigade Team Leader by exercising sound judgment, increased my
knowledge of Afghanistan culture by developing close professional relationships with ANA Commanders
and Staff members at all levels in the ANA Corps and using my social science training in psychology to
understand group dynamics within the Afghan culture.
-Developed the ability to communicate and motivate my Afghan counter-parts to implement programs to
ensure operational readiness, personnel and equipment accountability, maintenance and battle focused
training management.
-Assigned to Meymaneh, Faryar providence with my ANA Combat/Transportation company, which was
the only ANA combat unit in this providence.
-Worked closely with the British Provisional Reconstruction Team providing security, combat patrols,
airfield security and logistical support for a four month period.
-Worked closely with United Nations security personnel in Meymaneh to develop force security, helicopter
landing zones and operation support for the 2005 Presidential elections.
-Built, developed operational security and logistical readiness of a munitions supply depot to store over
650 tons of munitions, which was being used by insurgents and Afghan criminal factions.
-Conducted humanitarian efforts by contracting two water producing wells in the Meymaneh province.
-Developed and completed the fuel depot project at the Ministry of Defense (MOD) hospital in Mazar-e
Sharif and the repairs of the hospital’s back-up generator, which had been non-operational for over five
years.
-Awarded a Meritorious Service Medal for my leadership and professionalism during this combat tour and
earned my Combat Action Badge.
Operations/Facility Manager FEDEX Logistics, (01/1999 -09/2001)
- 3rd party contractor for Hewlett Packard (HP) beginning in the Reverse Logistics Department.
-Managed and led a department with three supervisors and over 85 material handlers.
-By using my past experience with MDMP and Total Quality Management, I analyzed and developed new
operational procedures for the Reverse Logistics Department to eliminate a 1 million dollar backlog of HP
personnel electronic devices in 120 days.
-Managed and briefed the project’s progress to senior management electronically by using Microsoft
Project and conducted daily and weekly status update meetings.
-Worked with site engineers to develop new production lines, implemented aggressive personal training
and partnered with other departmental managers to increase productivity by approximately 42%;
decrease labor costs by approximately 32%, and over a 12 month period exceed customer budgetary
expectations by saving approximately 14%.
-Responsible for the site’s effort to establish and implement the International Organization for
Standardization (ISO) 9000.
-Led and collaborated with four other departmental managers and eight supervisors. This project was
completed on time and the site became ISO 9000 compliant.
-Given additional responsibility of the shipping department. I implemented the ISO 9000 procedures and
achieved a 99.85% outbound accuracy shipping rate.
-Developed and assisted other departments in a site wide cross training program. This program
increased the skills of employees and decreased budgeted labor costs by approximately 30%.
-The site was given the award of “World Class Provider” by Hewlett Packard.
-I was selected by the General Manager and V.P. of Operations to travel to other FEDEX Logistic sites to
train management personnel on company policies and procedures.
