As declared in our final financial report the total costs eligible for Union funding

I.2.2 of the operating grant agreement) are available upon request for audit by the

Any necessary permissions from the Commission or Agency (when required) have been obtained;
4.
Any reported eligible costs by our organisation are complying with the operating grant conditions (Part B, Article II.19) and in particular with the following cumulative conditions:
they are derived from resources employed which were in connection and necessary for the implementation of the work programme;
they are actual and reflect our economic environment;
they are determined in accordance with our accounting principles;
they have been incurred during the period of eligibility as stated under Art. I.2.2 of operating grant agreement;
they are identifiable, recorded and controllable in our accounts at the date of the establishment of this document;
they are indicated in the estimated budget set out in Annex II;
they are incurred in connection with the action as described in Annex I and are necessary for its implementation;
they are identifiable, recorded and controllable in our accounts at the date of the establishment of this document;

they comply with the requirements of applicable tax and social legislation;
they are reasonable, justified, and comply with the principle of sound financial management, in particular regarding economy and efficiency.
they are exclusive of any non-eligible costs identified below which are established in the above mentioned operating grant agreement:
return on capital;
debt and debt service charges;
provisions for losses or debts;
interest owed;
doubtful debts;
exchange losses;
costs of transfers from the Executive Agency charged by the bank of a beneficiary;
costs declared in the framework of another action receiving a grant financed from the Union budget (including grants awarded by a Member State and financed from the Union budget and grants awarded by other bodies than the
Executive Agency for the purpose of implementing the Union budget); indirect costs received under a grant for an action awarded if already received an operating grant financed from the Union budget during the period in question;
contributions in kind from third parties;
excessive or reckless expenditure;
deductible VAT.
5.
VAT part is excluded from costs declared in our financial reports.
