Organizational and Operational Summary
Authority
“The Central Alabama Regional Planning and Development Commission is a public agency
established by the voluntary association of local governments. The Commission is organized
under permissive state enabling legislation, Title 11, Sections 85 - 50 through 85 - 73, Code of
Alabama, 1975, as amended, as an advisory planning commission. The Commission studies
regional problems of mutual interest to cities and counties with the objective of guiding the
development of policy and making action recommendations to carry out programs and projects
to benefit member governments. To meet this objective, through the exercise of power granted
by the Alabama Legislature, and to facilitate the transaction of business,”
To sum up:
1) Regions (planning and development districts) are delineated by the Governor.
2) Local governments are authorized to form a regional planning and development commission
(one and only one) within that designated region.
3) Local governments join voluntarily.
4) Member governments appoint commissioners to represent them on the commission.
5) The commission employs an executive director and a staff.
6) The commission retains all basic policy and decision making authority.
7) The staff works for and represents in its activities the commission and member governments.
8) Each of the above is authorized, limited and regulated by specific state legislation.
History
CARPDC was formed on July 21, 1967 as The Montgomery-Montgomery County Regional
Planning Commission. Today after 46 years of service CARPDC has a membership that covers
three counties and eleven municipalities.




There are five potential sources of funds to support the activities of regional commissions.
 local government (municipal and county) (Dues)
 state government (technical assistance funds)
 federal government (technical assistance funds)
 grant administrative funds
 service agreements (contracts)


Building – mortgage payments
Operational Cost – power, water, telephone, maintenance (cleaning, yard service)
Insurance – liability, workman comp. building and vehicles, and error and
omissions
Indirect Administrative – Executive Director, accounting services, general
administration
Project Development – cost related to the development of grant applications,
project development, economic development project, recreational, mapping (The
costs are not reimbursable back to the individual grants or project – Not all grants
are awarded)
Covers additional operational cost from other programs
Attending meetings for the membership – MPO – metropolitan planning
organization (Transportation)

State government (technical assistance funds) ($63,745 FY13)
o

Envision 2020, ADECA workshops (Grant), State Public Hearings, other regional
events and meetings with member government staff.
Travel cost – that are not directed to a project or program
Technical Assistance – special request by member government to review policies,
plans, human resources, mapping or other request. (This may not just be from a
member government; it could be from other public organization.)
Funds provided to CARPDC from the state to assist regions with the cost of
providing TA services. Most of the activities are similar to those under the Local
Member Dues.
Federal government (technical assistance funds)
o Appalachian Regional Commission (ARC) ($21,597 FY13) Elmore County only


Funds provided to CARPDC from the ARC (federal) to assist local
governments with TA service within Elmore County. Most of the
activities are similar to those under the Local Member Dues.
Weatherization

Funds provided from US Department of Energy to assist the low income
elderly, disabled and families with young children to improve the energy
efficiency of their homes. This program covers all operational cost of staff
managing the program and provides 5% indirect administrative costs.
(This program does not generate enough administrative dollars to cover
operational cost; the difference is covered by TA funds (dues or state)
.


Funds provided under most grants for administrative services range from 8% to 10%.
These dollars are grant administrative and will not cover grant developmental cost or
some post costs (audit).
Most grant application take several months to develop and these administrative costs
are covered with Dues or TA funds.
These funds are used to cover the cost of administrating the grant – (travel, attending
meetings, record management, salary, supplies)
However most grant projects average 22 months in duration, there are some grants
with longer duration periods and insufficient administrative funds are provided.
Some grants have no administrative fees attached at all.
There are some grants that are awarded but, due to some reason, are returned by the
government, and administrative fees are not collected.

Service agreements (contracts)

Agreement with member governments to provide specialized services such as
planning development, enforcement, planning services.

Representation on the Regional Board and all benefits of membership
Representation on other boards or organizations within the region through CARPDC
Membership.
Technical assistance provided by staff members or from other agencies. Staff members
have a wide range of qualification and experience. Staff partners can provide professional
advice and planning for community outreach.
Access to services that can minimize community costs and maximize services
Pooling of resources with other communities to gain access to otherwise unavailable
services
Support for regional planning activities
Skilled and effective grant writers who can prepare funding packages at zero or nominal
cost
Exclusive access to regional funding for technical assistance and enhancement projects
Access to professional services with limited cost to the local governments
