CTF ASSUMPTIONS
• CTF to deploy for a period of 6 months.
• CTF has not been tasked with additional
missions outside the Combined Operating
Area.
• Presence of obstinate military factions who
do not want to comply with peace agreement
• Tierra del Oro, Arcadia, Mojave and IDS
remain neutral to current conflict between
Sonora and Kuhistan.

COA 1 CONOPS Statement
• To rapidly establish a strong presence in the AO to enforce a DMZ
for separation of the SON and KUH forces. Thereafter to mitigate the
activities of other hostile groups (KFC, IPM, MW) in the AO before
transition to a UN PKF.
• To focus on providing assessments of immediate humanitarian
needs while concurrently opening up accesses for IHCs to provide
the longer term sustainable HA initiatives.
• To utilize Information Operations to project a credible image for
the CTF; the ability and willingness to enforce the mandate.
• End state is to achieve separation of KUH and SON forces,
cessation of hostilities, mitigating freedom of actions by hostile groups,
facilitating HA efforts and successful transition to the UNPKF.

Force Separation CONOPS Statement
On order, the CTF will stage in Hawaii, Honolulu, to
project into the AO and establish DMZ and Military
Exclusion Zone to ensure the cessation of armed
conflicts between the KUH and SON forces. This will
be achieved by deploying the CTF in South
KUH/North SON to impose a force separation on the
KUH and SON forces by establishing checkpoints,
observation post, road blocks, patrols, No Fly Zone
and Maritime Protection Zone, to ensure a Stable and
Secured environment so as to allow HA effort to be
conducted. The operation will end with the transition
to UN PKF.

Phase I – Force Preparation
and Projection
• Phase 1a
 To Organise the CTF in Hawaii, Honolulu, as the
staging area for force preparation and projection into the
AO.
• Phase 1b
 To project the advance element to South KUH via Salt
Lake City to establish the linkages with the KUH and
SON forces
 To establish a withdrawal timeline with the 2 forces
(including air and naval assets) emphasizing on the
Movement and Location of their forces/weapons system
based on the DMZ and Military Exclusion Zone
Phase begins with arrival of forces in Staging Area. Purpose is to prepare the CTF
for operations and establish contacts and initial agreement with the KUH and SON
forces. Main Effort is in the staging of forces. Phase ends when forces met the 18

Phase II – Force Separation

• To enforce the DMZ in 2 efforts as follows:
• Stage 1: To occupy Eastern Sector and use it as a
base for Quick Reaction force and further force
projection
• Stage 2: To occupy the Western Sector and establish
the DMZ
• To enforce the Military Exclusion Zone
• To enforce No Fly Zone and Maritime Protection Zone
Phase begins with the commencement of separation of conflicting forces.
Purpose is to establish a DMZ and Military Exclusion Zone. Main Effort is to
occupy and establish the DMZ and Military Exclusion Zone. Phase ends when the

Recommendations
