Campaign Planning Process Step 3C – Evaluation of Factors 28 March 2006 UNCLASSIFIED Learning Objectives This module will cover Step 3C of the Campaign Planning Process. • Aim of Step: – Provides staff analysis & estimates of factors & “limitations” (constraints / restraints) that may impact the execution of the mission. • Starting Conditions: – Staff must have a full understanding from the Review of the Situation and a developing understanding of the concept as it emerges real time from the Mission Analysis discussion. UNCLASSIFIED 2 Learning Objectives • Basic Process: – Staff driven process conducted simultaneously with Mission Analysis & S-COG Analysis. It considers more practically based planning factors that may affect the CCTF’s approach to the operation. – This evaluation of factors is conducted broadly with inputs from / to the Command Group, Components & all other sources of information. • Ending Conditions: – There are no end conditions for this ongoing action. – The C5, Directors, & COS monitor and manage this process to maintain the right focus – supporting the concepts developed by the Command Group. • End Product of the Step: – No specific product. – Factor analysis consists of staff estimates, staff coordination & notes held within the staff branches but shared as required. UNCLASSIFIED 3 Step 3C – Evaluation of Factors Main Action • Staff & components monitor all CCTF guidance, warning orders, Mission Analysis, RFIs, & all available relevant information. • Select participants attend Command Group & other Boards, Bureau and Cell meetings. • A nominated officer (from C5 PLANS) is responsible for continually monitoring the development of the conceptual and physical processes and provides early indication of any divergent trends. • It helps determine known facts and current conditions. – Factors include relative capabilities, time lines, forces available, readiness information, ROE, infrastructure, terrain and weather. UNCLASSIFIED 4 Step 3C – Evaluation of Factors Organizational Actions •Establish dedicated cells from the Information Management (IM) Team to directly support the C3 OPS & C5 PLANS in sharing relevant information via the CTF Network. •Use the Factor Analysis Template to work through the process.
