Essential Questions for Unit 3
1. Evaluate the strengths and weaknesses, successes and failures of the government established by the
Articles of Confederation.
2. Was the American Constitution an aristocratic or democratic document?
3. Were the Americans convinced this new experiment in government would be successful? Was there
opportunity for the opposition to the government to be heard?
4. Be familiar with the arguments of the Federalists and anti-Federalists in support and in opposition
(respectively) to the Constitution.
5. Note the tension between liberty and security that frames the chapter. Was 1787 a confirmation or
repudiation of 1776?

2. Were the conflicts between Jefferson and Hamilton based on fundamental ideological differences or
were the disagreements over the means to achieve the same ends?
3. What evidence is there of partisan behavior on the part of the new government under Washington and
Adams?
4. At what point in time does the issue of states’ rights become important?
5. Consider the issue of neutrality in foreign relations. Does America effectively prove its credibility in
foreign affairs?
6. Was it realistic to assume that the nation could develop without the formation of political parties?
