1) Full length regulation and overtime games using all USL rules for college level play.
30 minute halves with clock stopping after goals for the first 28 minutes.
The clock stops on every whistle in the last 2 minutes and on any official time out.
Two time-outs per team per game.
10 minute half-time.
Regulation over-time(s).
2) Higher seed wears their white jersey except in the first round.
During quarterfinals for D1 and semifinals for D2 the lower seed wears their whites.

Division I:
Minimum Requirements: All teams are required to play each team in their region once. All
Division 1 teams are required to play three inter-region games but not all three games can be
played within one region. (i.e. a North team can play 2 South, 1 Central but not 3 South) Division
1 must also play the minimum number of WCLA opponents. See below:

Scheduling Requirements – Cont’d

B Division:
All teams are required to play each team in their region twice for regional
standing. Inter-division game results or out of league results will not count
towards regional standing and will not count towards overall standing as these
games are classified as scrimmages.
Scrimmages for B teams SHOULD appear on their master schedule. The league
handles assigning of refs if these teams need them.
•
Provisional:
Provisional Members are encouraged to schedule as many games as feasible for
their team.

Scheduling “Must Do”
Do not turn in your schedule without having emailed or
called ALL of your opponents to confirm:
• Date
• Time
• Location of each of your game
There should be no discrepancies between schedules
when the assistant commissioners create the league
master schedule.
This makes the asst commissioner’s and commissioner’s
job a million times easier!

How Are All Star’s Selected
Current Structure: Currently, all stars are selected by using a combination of votes received along with
comparing individual players statistical rankings (pts/g, goals/g, assists/g, save percentage) against their
competition. Traditionally the first place team receives the most recipients and recipients by team are
tiered downward depending on placement in standings and seedings in playoff. All teams must be
awarded at least one representative in either the first or second team listing during the selection
process. First team is usually smaller than second team to outline the league’s TOP performers at their
position. The level of a competition is also a factor.

Players must be FULL TIME students before they can play in a WWLL game. The definition of full time
is based on your school’s definition.
– Exception: Seniors in their final qtr/semester prior to graduation can drop below the full time
requirement provided they:
• Stay enrolled taking at least one unit
• Cannot have accepted their diploma
• Note: There is a new section on the WCLA roster form to declare these players

Players must be listed on your online WWLL roster before they can play in a game

3. Executive Committee Voting: In the event of a tie on a vote by the Executive
Committee the Commissioner, Secretary and Treasurer will vote to break the tie. In
the event that the Commissioner, Secretary and Treasurer are unavailable to vote or
have a conflict of interest that prevents them from voting, one additional person will
be added (by order of listing within the WWLL Constitution) until a three-person
quorum is available to vote.

Local League Assignors (North, Central, San Diego and AZ/Las Vegas) are responsible for
assigning US Lacrosse rated officials to staff ‘official’ regular season games between
member teams in accordance with the approved master schedule. Assignors must be
approved by the applicable teams for which the assignor position represents and applicants
must submit their lacrosse resume to the Commissioner if they elect to run for office or seek
a consecutive term(s). Terms are for three years with each term ending at the end of the
WWLL season. There is no limit in the number of terms an assignor may serve.

North Teams
Proposal: Assess a $25 fee to North Teams for
payment processing of officials payment
The NCWLUA invoices the college club teams for the officials and
pays the officials from the monies received. This has generally
made it easier for the schools and the officials. The problem is that
this year and in future years the NCWLUA Treasurer has been
responsible for work. There is a proposal to bill the North schools
an extra $25 so that the NCWLUA Treasurer can be compensated
their work. This fee is roughly equivalent for what they are paid for
doing the same process for high school teams.

Code of Conduct - Proposal

Add WWLL Code of Conduct
All members of the league are expected to adhere to US Lacrosse's Code of Ethics and uphold their
institution's 'code of conduct' guidelines that they are obligated to operate and play within. If a
team has violated their code of conduct obligations, as determined by their institution, the WWLL
will acknowledge the judgment of the institution and may apply a similar disciplinary action. A
common example of this policy:
Division 1 "Team A" has been suspended by "University Team A" for hazing, University Team A has
put Team A on probation for 1 year. As a result, Team A is no longer recognized as a club team by
their institution; therefore, Team A is no longer an eligible member of the WWLL and will be
placed on probation to match that determined by University Team A.
The WWLL Executive Committee and or Commissioner may also review situations brought to the
attention of the League, specifically illegal activities that may impact the WWLL. All members of
the league, it's staff, players, coaches, affiliated individuals and organizations are obligated to
comply with all applicable laws. Violations of the law will not be tolerated. It expected that it's
members refrain from participating in all potential for conflicts of interest, harassment, abuse of
power, and other forms of unethical behavior. Failure to do so may result in an immediate
termination of affiliation.

a) Dues and WCLA Team Application shall be paid by the deadline date or a late fee will be assessed
to the team or league, whichever party is at fault.
(1) All requirements must be met by February 15th to be eligible for the WCLA National
Tournament
(a) After February 15th, teams may submit roster verification forms, however those players
are not eligible for National Tournament.
(b) Teams submitting rosters after February 15th may run the risk of forfeits.
2) Team Classification –
a) Division I and Division II designation is utilized by the WCLA for Nationals Tournament
Selection, AQ’s and recognition.

b) To maintain an AQ to the WCLA Division I National Tournament a league must have a minimum
of four DI teams and hold a Championship Tournament with a minimum of 4 teams.
c) Beginning, 2013, the President of each league must be a member of US Lacrosse.
d) Any team that declines its League’s AQ after meeting the qualifications set by that league is no
longer eligible for the National Tournament.
5) Playing Rules
a) The committee is considering mandating 30-minute stop clock for games that have a DI
participant for 2014. DI teams are encouraged to play 30-minute stop clock in 2013 and provide
feedback to the WCLA Committee.
Note: The Deadlines have NOT changed this year. Any new dates are a reflection of the calendar,
i.e. December 3rd instead of December 1.
