NSW IS A “WORK-IN-PROGRESS”
NSW in early stages of implementation: not
yet fully optimized –
• Manual permit/clearance procedure is still
allowed in some agencies
• Paper permits are still used
• Marginal use by ‘small-user’ agencies
• Sustain NSW advocacy to ‘small users’
CHALLENGES
• Reliance on hard copy documents
• Seamlessly integrate current procedures
• Alignment of business processes
• Capacity to reengineer procedures
• Technology readiness of the OGAs varies
– different legacy systems, different
technologies and different processes
• Adoption of NSW technology solutions
CONCERNS/CHALLENGES
E-DOCS
• May be tedious for voluminous attachments
• Accept incomplete e-Docs, repeat/multiple
applications
• Not always practical (documents are sometimes
discussed among approvers, not just visual check)
CONCERNS/CHALLENGES
INFRASTRUCTURE
• Ongoing Set-up of Offsite Backup
–
–
Data Center
Hot Backup Site
• (Some) Slow Internet Connection
• BlackBerry: limited screen size
OTHER CONCERNS/CHALLENGES
• Implementation by other agencies of their
internal systems
• Not all agency agreements signed (SLAs)
• Organizational/policy changes
AREAS OF CONSIDERATION
CHANGE MANAGEMENT
• Realigning the Vision, Mission, Core Values with the
Agencies and End-users
• BOC CM TWG encouraged to touch base with
agencies to enhance/accelerate NSW ‘acceptability’
AREAS OF CONSIDERATION
ORGANIZATION
• General Roles & Responsibilities of member agencies
not all clearly defined
• Coordination/reporting structure & roles of various
SCs and TWGs not so much streamlined and
definitive
• Lack of firm directive toward paperless transaction
and exchange of electronic information
NSW NATIONAL SIGNIFICANCE
(IN E-COMMERCE)
• 1st & largest nationwide IT Project

G2G/inter-agency involvement

B2G/private sector participation

Budget
• 1st Philippine IT cross-border Project
