REQUEST FOR INFORMATION
Tires and Related Services
On behalf of the New York State Office of General Services, Procurement Services requests information from
retail vendors who are authorized by tire manufacturers to sell new or recapped Tires and Related Services (e.g.,
tire dismounting/mounting, wheel and tire change, wheel balancing, tire rotation, tire disposal, flat tire repair, valve
stem installation).
Purpose and Objective
The purpose of this Request for Information (RFI) is to acquire information regarding possible options and
solutions available in the marketplace for Tires and Related Services. New York State will use the information
received from this RFI to review the available options and solutions in making a determination regarding future
contracting strategies. Vendors interested in participating in any possible future opportunities are encouraged to
respond to this RFI and register with the New York State Contract Reporter at https://www.nyscr.ny.gov in order
to receive future notifications. When registering for your free Contract Reporter account, select the “Vehicles &
Equipment” category, and check “Commodities /Equipment.”
It is the objective of this RFI to:

Solicit vendor perspective on the future direction for providing new and recapped Tires and Related
services to New York State Authorized Contract Users;

Obtain information about tire types available in the State of New York; and

Obtain information about Tire services.

Scope of Request
This RFI seeks information about Tires and Related Services available in New York State. Authorized Users of
New York State contracts, including but not limited to, State agencies, public authorities and local governments,
spent approximately $25,500,000 statewide in this category between January 2013 and October 2014.
Content of Response
Vendors are requested to respond to all questions included in this document. A response does not bind or
obligate the responder or the New York State Office of General Services to any agreement of provision or
procurement of products referenced. No contract can or will be awarded based on submissions. The State of
New York thanks you for your assistance in this information collection process.
Since this RFI is designed as a tool to collect information and shall not result in a procurement contract for Tires
and Related Services by a state agency, it does not fall under the requirements of State Finance Law §§139-j and
139-k (the Procurement Lobbying Law) and there is no restricted period. However, we ask that you direct your
questions and responses in writing to the email address listed below.
In order to facilitate review of your responses, please provide the information in the exact order as listed below.

If any of the information in the vendor response is considered confidential, proprietary or a trade secret, it must be
clearly indicated on the appropriate page of the vendor response. Procurement Services cannot guarantee that
information not labeled appropriately by a vendor will not be released as part of a FOIL request. Release of such
materials is governed by the NYS Freedom of Information Law, which in pertinent part requires the requester to
provide specific justification as to why disclosure of particular information in the response would cause substantial
injury to the competitive position of the vendor.

Tire Categories:
 Pursuit Performance Tire Category: Pursuit Performance tires are for police and other pursuit vehicles
and for other high speed, performance vehicles to include any tire that is H, V, W, Y, or ZR rated or
above. An H rating is the minimum speed rating for tires in this subcategory.

Passenger Car Tire Category: Passenger car tires are designated with a “P” at the beginning of the tire
size.

Light Truck Tire Category: Light duty truck tires can usually be identified by the letters “LT” at the
beginning of the tire size. Common applications for these types of tires would be pickup trucks, sport
utility vehicles, full size vans, and some trailers.

Medium / Large Truck, Fire Engines, Crew Transport, and Bus Tire Categories: Common applications for
these type of tires would be medium and heavy trucks; fire engines; buses; semi-trucks; cargo vans; and
trailer tires. Tires in this subcategory have an inside diameter that is equal to or greater than nineteen
and a half inches (19.5”).

Agriculture / Construction Tire Category: Common applications are heavy construction equipment such as
wheel loaders, backhoes, graders, trenchers, farm tractors, wagons, harvesters, and other farm
implements requiring tires with high traction qualities and tires with high flotation qualities at low inflation
pressures.
