CONTRACT OVERVIEW
Scope
HCNS331713 is for the Supply and Delivery of Hospital Beds and Bedding
Equipment for Western Australian Public Health Care Units (WAPHCU). Categories
of equipment covered under this Contract are as follows:

Category 1 – Hospital Beds

Category 2 – Patient Trolleys

Category 3 – Examination Couches and Treatment Chairs

Category 4 – Neonatal and Paediatric Cots

Category 5 – Mattresses (static and dynamic) and Pillows
Refer to “Product Information Schedule” to obtain a more detailed list of products.
Evaluation
This contract was evaluated on behalf of WA Health by clinical and technical
representatives from various public health care units.
Contract Type
This is a mandatory Contract for equipment purchases. This is a non-mandatory
Contract for maintenance services, rental options and accessories.
Note: Pillows are considered equipment under this Contract and are a mandatory
item. Refer to ‘Product Information Schedule: Category 5” for more information.
The Contract number (HCNS331713) should be quoted when placing an order.
Policy does not permit rebates and other forms of value added options to be offered,
accepted or solicited as part of a purchase from this contract.
Contract Term
The contract is effective from the 4 January 2016 to 3 January 2018
There are a further 3 x 12 month extension options available.
Quality Assurance
Buying Rules
The Designer, Manufacturer and Supplier of the products have a management
system certified as complying with the requirements of AS/NZS ISO 9001:2008 –
Quality management systems (and AS/NZS ISO 9001:2008/Amdt 1:2012) –
requirements or AS ISO 13485:2003 Medical devices - Quality management
systems - (and ISO 13485: 2003/Cor 1:2009) Requirements for regulatory purposes.
The products accord with TGA requirements where appropriate.
The Contract will operate on a pick and buy basis in accordance with the following
buying rules:
•
The Contract is mandatory for equipment acquisitions including required
accessories, delivery and installation / commissioning up to a value of
$500,000 per order;
•
The Contract is non-mandatory for maintenance arrangements over the Term
to the maximum value of $15,000 per bed;
•
The Contract is non-mandatory for the rental of equipment to meet individual
patient needs up to a maximum duration of twelve (12) months per item
(where applicable); and
•
The Contract is non-mandatory for ad hoc accessories and options up to a
value of $150,000 per order.
Purchases exceeding the thresholds detailed above shall be undertaken through a
separate procurement process, in accordance with State Supply Commission
procurement policy requirements.
All prices are stated as GST Exclusive.

Delivery shall be free into store within the Perth Metropolitan Area. Delivery

Pricing
Warranty
Delivery charges for equipment to regional areas and associated timeframes are
product and supplier specific and are indicated in this document under the Supplier
details an in the product Appendices (A, B, C, D and E.)
Prices are subject to annual price variations at rates agreed with the Contractor.
All prices are stated as GST Exclusive.

Category Q: General Ward Pillows – Reusable (Confident Care MVPPIL only)
Warranty details vary according to product and supplier. All suppliers must provide
the minimum warranty stipulated in Clause 11: Warranties of Schedule 1 of
HCNS331713.
Clause 11: Warranties, Schedule 1 – Customer Contract
The successful Respondent must give, or ensure the Customer has the benefit of,
the following warranties:
 The Contractor must give, or ensure the Customer has the benefit of, the
following warranties:

Twelve (12) months free new for old replacement of all defective parts or
components;

Metropolitan
Twelve (12) months free on-site labour to effect rectification of defects;
o
within 4 hours of call-out; or
o
a suitable alternative arrangement where the timing of such work
shall be agreed within two (2) hours of call-out and such work shall
be completed within 2 working days;
Regional
Twelve (12) months free on-site labour to effect rectification of defects:

o
within 4 hours of call-out; or
o
a suitable alternative arrangement where the timing of such work
shall be agreed within four (4) hours of call-out and shall be
completed within 4 working days;

During the twelve (12) months if the defect cannot be rectified within a
reasonable agreed time frame, the supplier will provide a loan unit for the
duration that the equipment is out of service. The loan unit shall be supplied
within 48hours of such agreement;

During the twelve (12) months if the defect cannot be satisfactorily rectified
within a maximum time frame of three (3) months, the supplier will exchange
the defective equipment with brand new equipment;

Correction of all latent defects throughout the life of the Contract; and

If the warranty specified exceeds the Term of the Customer Contract, the
warranty survives the expiry or termination of the Customer Contract.

Conditions of Contract
The Contractor, on receipt of an order from the Purchasing Officer, is to immediately
contact the Purchasing Officer if the agreed delivery time-line cannot be met.
The Contractor shall immediately contact the Purchasing Officer if subsequent
delays are encountered.
All goods supplied under this contract shall be labelled and packaged in accordance
with the Commonwealth Therapeutic Goods Act 1999 (as amended).
The Contractor shall be liable for all damage in transit arising out of defective
packing of goods.
Goods shall be delivered free into store in the Perth Metropolitan Area. For Regional
delivery costs and agreements see the Product Information Schedules.
Dispute Resolution
Users should discuss any issues with the Contractor in the first place. If the matter
cannot be resolved satisfactorily within a reasonable timeline then it should be
escalated to the Department of Finance Cluster 2 Health Contract Manager
nominated below:

Clinical

All product training and in-servicing is provided free of charge
by ArjoHuntleigh product specialists within metropolitan Perth,
Wheat belt, Greater Southern and South West. For Gold
Fields, Mid-west, Pilbara and Kimberly would incur a $600
+GST on-site training fee for orders under $25,000 orders
beyond $25,000, training would be FOC by arrangement with
ArjoHuntleigh for all areas of Western Australia. ArjoHuntleigh
provides web training, online training CDs, and support
material at no cost to all parts of Western Australia.
ArjoHuntleigh would provide live conferencing videos, online
training support at no charge for any of the above exclusions.
Education & Training
Technical
Onsite technical training within metropolitan Perth, Wheat belt,
Greater Southern and South West is provided at no charge.
For Gold Fields, Mid-west, Pilbara and Kimberly would incur a
$600 +GST on-site training fee for orders under $25,000
orders beyond $25,000, training would be FOC by
arrangement with ArjoHuntleigh for all areas of Western
Australia. ArjoHuntleigh provides web training, online training
CDs, and support material at no cost to all parts of Western
Australia. Technical training includes equipment operation,
inspection, preventative maintenance and trouble-shooting.
User manuals and Service both hard copy and electronic copy
are provided at no charge. Teleconference and Web based
training is provided at no charge to all parts of Western
Australia.
The training will be provided at no cost but all other cost such
as travel and accommodation will be charged (regional only)
Annual servicing is recommended on all equipment

Service staff is located on the O'Connor site and mobile with
fully equipped service vehicles. Metropolitan maximum on-site
response time is 48hrs. Regional response time will be
determined via contact with the relevant site.

MAINTENANCE
Confident Care nominated Maintenance Contract prices shall
remain firm and unaltered in all respects for the duration of the
contract period including all extension options.
SPARE PARTS
Confident Care nominated Spare Parts Contract prices shall
remain firm and unaltered in all respects for the duration of the
contract period including all extension options.
The following settlement discounts apply:
1.% is offered if payment of the Price or that part of the Price
specified in an invoice is made within seven (7) Calendar Days
of the date of the invoice; and
0.5.% is offered if payment of the Price or that part of the Price
specified in an invoice is made within fourteen (14) Calendar
Days of the date of the invoice.

Note: No rental service was offered.

Fault Reporting / Returns
No returns will be accepted unless an Authority form is
received.
The company totally and unconditionally guarantees all
garments, manchester and other products sold against any
defects arising from:
• Faulty manufacture. (Stitching etc.)
• Faulty components. (Studs, fusing and inter-linings etc.)
• Flaws and other defects.
• If a credit is being requested as a result of an error caused by
ALS, CCP or BMT (Over supply, incorrectly supplied, late
delivery, incorrect embroidery etc.) Then, upon the issue of an
Authority for Return of Goods form, the items may be returned
to our warehouse by our nominated carrier, and a credit will be
raised accordingly.
• If a credit is requested for items supplied but no longer
required by the customer for reasons attributable to customer
error (ordered wrong style, size, colour, over ordered, over
stocked etc.) we reserve the right to refuse to issue a Return
Authority in these cases, but may do so to facilitate customer
goodwill in certain circumstances.
• Under these circumstances a re-stocking fee will apply
equivalent to 10% of the credit value.
If garments have been washed, and faulty fabric is claimed, we
undertake to accept the garments returned for inspection and,
if necessary, engage an independent testing to establish the

validity of the claim.
Health and safety regulations demand that all defective items
be cleaned prior to return for credit.
The following policy applies to items returned for reasons other
than being defective:
• All claims must be made within 7 days of delivery date and
must be accompanied by the relevant invoice number.
• Prior approval is required for all Returns.
• No returns allowed for SPECIAL orders.
• In all cases where products are returned due to customer
error, the cost of freight will be borne by the customer.
• Any products returned must be current styling and labelling,
and returned in re-saleable condition.

$480.000 per chair
Training can be provided FOC to metropolitan hospitals. For
hospitals located in country / rural Western Australia the cost of
travel will need to be borne by the customer. In circumstances
such as this FMC recommends the use of instructional DVDs.
Education & Training
Fresenius is happy to work with WA Health in order to access
the TeleHealth system for education. The education provided
is very basic as the chair does not require much knowledge to
operate and care for. Therefore there would not be any
regional presence unless a site had a major order.
Technical Training to metro based biomedical staff can be
provided FOC upon request. Training will be conducted by
locally based FMC technicians.
Maintenance
Post Warranty Repairs

Travel, accommodation and car hire costs are not covered as
part of the purchase price for regional areas.
Fresenius Medical Care recommends an annual preventative
maintenance on the T688 Treatment Chair - however this is
not a compulsory requirement and is at the discretion of the
purchaser.
Procedure for reporting faults/ requesting
repairs, including any escalation process
Faults covered under warranty should be reported to National
Sales Manager.
Post warranty period requests for repairs or service can be
directed to the Western Australian Technical Operations
Manager.
Should the need for escalation occur; any problems relating to
the contract or service delivery (technical or operational) can
be escalated to the Business Manager - Seating – Coordinator
of Contracts and Services.

Maximum initial response time
Telephone and e-mail requests will have a maximum response
time of (4) four hours.
On –site response time – Metropolitan
Fresenius Medical Care will aim to be on site within 48 hours
and due to the large seating spare part holdings held by each
technician most repairs can be performed on the initial visit.
In the event this is not the case then the technician will
communicate estimated repair turnaround times.
On- site response time – Regional Areas
On–site repair times will vary according to region and the
availability of flights to the region. In our experience depending
upon the urgency of the repair travel to regional areas in
Western Australia can usually be coordinated within 1 -2
weeks. It should be noted that Fresenius Medical Care’s
currently holds the contract for Renal Home Therapies
throughout Western Australia and so our presence in regional
areas is well known.
IMPORTANT TO NOTE
In our experience delays to repairs are often the result of
waiting for purchase orders from the parent hospital. This delay
can be negated under a comprehensive service contract.
Fresenius Medical Care offer two Service and Maintenance
options:
 Option A : Fully Comprehensive Service Contract
 Option B: Standard Service Contract

Option A: Fully Comprehensive Service Contract
Under a Fully Comprehensive Service Contract with Fresenius
Medical Care the following is covered:
 Annual Preventative Maintenance
 A Breakdown and Repair Service
 Fully inclusive of all spare parts including electrical and
steel works*
 Fully inclusive of all service and call out fees**
 Annual Preventative Maintenance performed to
schedules within agreed upon time frames
 Timely breakdown and repair service
 Travel to metropolitan units
Key Contractual Information
 Preventative maintenance will be carried out every 12
months
 The Preventative Maintenance will be carried out by a
qualified FMC service technician
 Preventative Maintenance to be carried out by the due
date or in a two week period leading up to the due date
 Fresenius Medical Care will work with the contracted

Breakdown Service and Repair
Fresenius Medical Care agrees to the following key
performance indicators for breakdown service and repair:
 Telephone response time of four (4 ) hours
 48 hour on site response time (metropolitan)
 75% of breakdowns will be repaired during the first visit
 The technician will communicate with the appropriate
manager regarding the status of the chair
 At the completion of the chair repair the service
technician will prepare a written service report which
will be provided to the hospital within one (1) week of
the repair.
NB: Exclusions under Option A
 *Upholstery repair is not covered as part of this
agreement
 *Nurse and Patient Handsets are not covered as part of
this agreement
 **The cost of travel to regional centres will be charged
at an hourly rate of $100.00 per hour.
 **Airline, overnight accommodation, car hire costs are
itemised in the PIS and are based on regional areas.
Option B: Standard Maintenance Contract
A standard maintenance contract requires the user to pay for
services as requested:

Hill-Rom endeavours to educate as many of the staff who will

product. Electronic copies are available free of charge upon
request.
Technical training
WA Health can have two approved hospital service staff per
year trained on the maintenance, servicing and technical
aspects of the product at the HWL International headquarters
in New Plymouth, New Zealand.
This training includes but is not limited to equipment operation,
inspection, and preventative maintenance and troubleshooting.
Each trainee will be flown to New Plymouth, accommodated,
fed and trained over a period proportional to the number of
HWL product variations used by the hospital they work in. e.g.
if only M9 products are used then the training would last one
day only. If M9 and M8 products are used then the training
would last for 3 days. In any case the staff members would
expect to be away from their usual occupation for 5 working
days.
The salary of the staff is not covered under this offering.
The above can be replicated for further WA Health staff at the
cost of flights and accommodation to WA Health. Food and
training for additional staff would be provided free of charge by
HWL.
Annual inspections are recommended for equipment.
The maintenance program includes the following:
Annual maintenance inspection.
Annual electrical safety check to AS/NZS 3551.
Labour for completing the above.
One hour of round trip travel to access the job.
The maintenance program excludes:
Corrective maintenance required for issues identified during
the inspection.
Travel time after the included one hour is consumed.
Provision of a suitable work area for the HWL contracted
technician to conduct the inspection and electrical safety
testing.
Finding cleaning and delivery of the product to the work area
prior to inspection and testing.
Fault reporting:
WA Health maintenance staff member discovers an issue and
then either;
A) contacts HWL to report it to the Customer and Technical
Services Consultant (CTSC),
CTSC does a brief investigation to determine the product
model, age, S/N, nature of the problem and the parts that may
be affected.
CTSC creates a job for the appropriate ASD to execute at the
cost of WA Health;
or;
B) contacts their preferred maintenance provider (possibly a

HWL trained member of the hospital staff) and executes the
repair using the training they have received from HWL and
ordering the replacement spare part from HWL.
Response time in the metropolitan area is 24 hrs.

For metropolitan hospitals: After delivery, in-service training for
hospital staff will be held at a time that is suitable to the
hospital, normally at change of staff from morning to afternoon
shift.
For regional hospitals: After delivery, in-service training for

A printed User Manual is available that shows staff how to
safely set-up and use the equipment. K Care Healthcare
Equipment is developing on-line learning resources but these
are not available for use as yet. Training can be conducted in K
Care Healthcare Equipment's Showroom in Malaga (Perth).
All shifts will be catered for at a mutually agreed time. All in
service training is conducted FOC.
K Care recommends an annual maintenance check on all
equipment.
All repairs and maintenance will be co-ordinated through and
provided from K Care Healthcare Equipment's WA office in
Malaga.
The Maintenance Proposal Fee provides preventative
maintenance services scheduled at a mutually convenient time
at your site * and includes:
1. Site call-out.
2. Labour for the preventative maintenance service.
3. Accredited Asset Management Report on all equipment.
4. Relevant record keeping, specifications and history of your
equipment with service details and your next service date.
The Maintenance Proposal Fee does not include any repairs
carried out during the service. Where a product is not covered
by warranty, any repairs will be charged at a discounted rate
for labour, however a call-out fee and travel charge will not
apply. In the event a product can be repaired within the

Scheduled Maintenance and Service Proposal require

Where equipment is, in our opinion, not suitable for use, you
will be notified promptly with a suggested action plan.
* Should the equipment require repairs unable to be performed
on site, we will arrange for the repair and return of the

may be offered subject to availability.

Sales & Service provide in-service, education & training programs
free of charge for all of the products that they sell.
Education sessions can be conducted on request and tailored to
the specific needs of the clinician. Hands-on training in the correct
usage, cleaning & safe handling of the product range will be
provided by product specialists. Supporting materials provided to
clinicians including user guides, case studies, material safety data
sheets, wall charts and brochures. Where required competence
certificates can be provided to those that undertake the training. All
training manuals will be provided in hard copy and electronically.
Ongoing Support:
Regular & routine service calls to each site allows clinicians to
identify & discuss product issues with MSS representative.
Education & Training
At the request of the clinician, Medical Sales & Service will
schedule further product education sessions to ensure correct
procedures are being adhered to. Any updated product
information received from manufacturers will be communicated to
clinicians.
Medical Sales & Service will provide in-service education of
approximately 30 minutes duration for all users of the offered
products. They will cover all users over all shifts and will comply
with any request for further training to cover new staff for the term
of the contract and beyond.

Medical Sales & Service (MSS) recommends an annual service
call for all units covered by the agreement. Service calls will be
scheduled at mutually convenient times with the related
departments. (One visit is preferred to complete the service).
Having negotiated a mutually convenient appointment, any unit
that is not accessible at this time will be serviced at another
date/time to be scheduled.
During our once yearly visit, MSS shall undertake the following
activities:
General Inspection
 Lubricate all moving, sliding and hinge points
 Inspect all fasteners to ensure proper fit, position &
tightness
 Inspect all surfaces and remove any user developed
sharp or burred areas
 Clean external surface, remove dirt, lint and any other
deposits
Backrest Function
 Inspect function and adjust or replace if necessary
 Inspect function of release mechanism and adjust or
replace if necessary
 (Strut not covered under warranty)
Side Rails Check Function
 Inspect for correct operation of the side rails
 Check function of side rail mechanisms and latch

Post warranty all parts are charged as they are required.
Downtime
Each unit will need to be available for one hour for a complete
preventative maintenance service to be conducted. The dates and
times of the maintenance will be agreed with each hospital to
ensure there is minimal disruption.

outside of the agreement terms may also be given in an effort to
restore all units to their optimum working order.
Medical Sales & Service employs its own team of highly qualified
and experienced biomedical engineers and service technicians.
Any repair or fault can be reported to Medical Sales and Service.
We have technicians on site that can help with any fault. If it is a
warranty repair, then the serial number and faulty part must be
notified. Medical Sales and Service will confirm if it is under
warranty and will organise a time to repair.

Training will be offered and planned with each facility and will
be on a face to face, printed media or electronic formats.
Training videos may also be used. The duration and content of
the training will be agreed with each facility to suit their
requirement rather than a one plan suits all approach. Initial
training is provided at no cost. Technical training is also
available for Metropolitan facilities. Regional areas can access
the technical training at the Pacific Healthcare site in Perth.
PHC will offer bi-monthly (Metro areas) and quarterly (regional)
product training after the initial demonstrations to ensure safe
operation and maintenance of the equipment. PHC will also
make available the manufacturer’s brochures and supply
manufacturer’s training videos. This facilitates further in house

training to be done at times convenient to the customers and
their personnel. It also makes it easier to support the more
remote areas in an efficient manner.
Maintenance
Post Warranty Repairs
There are no set servicing requirements for the Novymed
Perlie Cot however it should be inspected by users on a
continual basis and any faults reported immediately for
attention.
PHC will have a trained person at its premises who is capable
of handling basic repairs and performing routine service repairs
and operations
Midmed have a full repair workshop whereby they can do
almost any repair in house. PHC have an agreement with
Midmed that should the need arise they will fly out a service
engineer to solve more complex issues.
For outlying areas PHC will liaise with the relevant Hospital
Maintenance staff to see if the problem cannot be rectified
easily telephonically first
PHC retains the services of Medical Technologies in Perth who
are always on constant standby to assist in more technical
repairs.

Stryker’s Initial Operator Training is one (1) hour in duration
and is conducted on site by a specialist Territory Manager. This
comprises comprehensive operator training including:
• Visual presentation and product workshop (includes setup of
the equipment, safety precautions, trouble shooting and
cleaning and sterilization)
This comprehensive Operator Training Course is offered to all
Medical, Nursing and Allied staff.
All Clinical end user training will be conducted in compliance
with the “Summary of Safety Precautions” in the operations
manual as well as the BackSmart standards powered by
certified ergonomists at HumanTech Incorporation.
Stryker understands that users shift patterns and endeavour to
cover all shift patterns when providing training on the products.
Education
A hard copy operating and maintenance manuals are provided
with each product and will also be provided in electronic copy
(if requested). Each manual provides a comprehensive guide
to the operation of products, instructions for cleaning,
preventative maintenance, EMC Information, warranty,
recycling passport and troubleshooting guide.

Technical Training on the required products will consist of 4

initial product training upon delivery of Stryker stretchers, our
dedicated team will maintain an ongoing clinical and
educational training as needed on month to month basis by

phone, electronic / video conference facilities and hospital site
visits. Stryker Medical will manage hospital staff competency
by supply of a “Certificate of Competency” to all trained staff
following the completion of training.
Our Stryker certified Technical Service Trainer, Steve White,
will provide hands on technical training on the complete tear
down of the specific product. Stryker will provide free InService training upon delivery. To support WA hospitals with
technical training of Stryker products, Stryker will offer up to 6
free technical training sessions in a workshop environment bimonthly with a minimum of 2 and a maximum of 4 per class. If
further technical training is required WA hospitals will be
charged at $200 per hour plus travel costs. All training
delivered to Biomedical personnel, WA hospital field
maintenance staff or Hospital Engineers, will be conducted in a
hands-on workshop style environment either on the hospitals
premises or at our Training Facility based in Sydney. The
technical training will cover breakdown of the relevant product
to train and educate the staff on equipment operation,
maintenance, inspection and trouble shooting. Any Biomedical
personnel, WA hospital field maintenance staff or Engineer that
is new to the hospital or organisation should have training, but
a workshop training session would need to comprise of a
minimum of 2 people in a class. This again can be conducted
at the Stryker Training Facility, or a convenient location to the
relevant personnel being trained.
To support the training of Stryker products Stryker utilises an
on-line training system called Understand University which
contains training modules associated with key areas of product
training. The system can be utilised from any computer or
device with internet access to support the entire WA hospital
staff or can be used as a tool to train the WA hospital training
staff.
Hourly call out rate is $180 per hour plus travel ($180).

service. It is an exceptional level of service for facilities that are
committed to delivering a higher standard. ProCare services
consistently provide a proactive solution towards minimising
product downtime which can assist customers in achieving

dependent upon the repair required and availability of the
Service Engineer. History suggests there is no longer waiting
period than 5 working days.

All servicing and repairs out of hours will be at $250 plus travel
($180).

Price variations are agreed on an individual basis with suppliers and are subject to the approval of the
Executive Director, Health Support Services.
ADDITION OF PRODUCTS
The Contract Authority reserves the right to add or delete products under the Head Agreement where
considered appropriate/necessary in the following circumstances:
a) Contract Refreshes
(i)
Contract refreshes will be planned periodically to enable new products to be added onto the
contract that offer new technology and/or additional value for money. The first Contract refresh
may occur after the initial twelve (12) month period, with a further refresh every 12 months as
required. The decision to refresh all or selected categories of equipment will be at the sole
discretion of the Department of Health.
(ii)
The contract refreshes will occur through a public tender process and new suppliers, not
currently on the contract will be able to present equipment for consideration. Current
contractors will be notified when the Tender for the contract refresh is to be advertised.
(iii)
Items to be added to the Contract will be assessed using the specifications and criteria
stipulated in the original Request and must demonstrate new technology and/or additional value
for money in order to be added onto the contract.
(iv)
New categories of equipment may be added to the contract for the remainder of the contract
term via the contract refresh public tender process.
b) Product Substitutions
(i)
At the sole discretion of the Contract Authority, new products may also be added to the contract
outside the Contract Refresh period in the event that a particular model is discontinued and
replaced by a newer version.
c) Emergent Technology
If new products and/or new technology become available in the marketplace during the currency of the
contract but between the contract refresh periods, the following will apply:
(i)
Where new products become available outside the current specifications a quotation/tender
may, if required, be called and any resultant items added to the contract.
(ii)
Where new technology, or any other eventuality, renders the Head Agreement Prices
uncompetitive or results in any of the Products being superseded, the Head Agreement for
these Products may be terminated. Offers for these Products may be recalled with
recommended Products being added to the Head Agreement.
Any product addition will only become effective subject to approval from the Contract Authority.
REMOVAL OF PRODUCTS
The Contract Authority reserves the right at any time and from time to time, to remove a Product from the
list of Products offered to the Customers under the Head Agreement if it is established upon review of
purchase records that the Product has not been commonly or frequently purchased by the Customers

over a twelve (12) month period.

The Contract Authority must effect the removal of Products under this clause by giving notice in writing to
the Contractor that the Product/s has/have been removed from the Head Agreement.
PRODUCT DEMONSTRATIONS AND / OR TRIALS
Contractors must make contract Products available for demonstration and/or clinical trial, at no cost to the
Customer, for the duration of the Head Agreement Term, for WAPHCUs that may seek to assess the sitespecific suitability of a Product prior to any potential Order. Failure to provide the applicable Product/s for
demonstration or trial may eliminate the Product/s from consideration for purchase.
KEY PERFORMANCE INDICATORS
During the term of the Contract term, suppliers must comply with the service levels established within the
Request and Head Agreement in relation to:
i)
Timeliness and completeness of delivery;
ii)
Consistency with quality of product;
iii)
Continuity of supply; and
iv)
Training.
Periodic reviews of the suppliers’ performance will be conducted by the Contract Manager and the
Contract Management Group. The Department of Health shall be entitled to terminate the Contract if it
determines that the supplier has failed to meet the performance criteria. Criteria to be used in measuring
performance shall include but not be limited to::
i)
Customer’s satisfaction (includes quality of product, availability, delivery performance
(completeness and timeliness); accuracy of invoicing and fulfilment of customer orders, feedback
via Contractors performance review forms etc;
ii)
Contract savings based against the current contract pricing structure;
iii)
The successful Respondent/s’ ability to service the Head Agreement including provision of
training and education, in-service and support;
iv)
Awareness of market/product changes;
v)
Timely provision of contract information and reports to the Contract Authority;
vi)
Complaint resolution: (includes Contractor’s responsiveness to complaints and/or issues arising
from either product and/or performance based notifications); and
vii)
Meeting the contract terms and conditions.
Clinician satisfaction with the Products provided by the surveys shall be rated as satisfactory or better on
any surveys conducted by the Contract Manager and / or the Contract Management Group.
All Product or supplier related issues shall be reported to Health Corporate Network who will investigate
the issue and work towards a resolution.
CONTRACT SERVICE LEVELS
During the term of the Contract, the Contractor must comply with the service levels established within the
Request and contract in relation to:





Timeliness and completeness of delivery;
Consistency with the quality of the product;
Continuity of supply;
Product shelf life; and
Training.
The Contractor must accurately record and maintain records of all purchases made through the Contract,
regardless of the method of purchase and report these purchases to the Contract Authority in an

electronic spreadsheet format that is compatible with Microsoft Excel (MS Excel 98 at minimum) or as
agreed upon by both parties.
The report must be provided to the satisfaction of the Contract Authority within thirty (30) days of the end
of each financial year half i.e. 30 June and 31 December.
The Contractor and Contract Authority will work together to identify the type of information to be provided
within the report/s.
Additional reports may be requested as and when required. The Contractor must supply other relevant
reports on the Contract to the satisfaction of the Contract Authority within 30 days’ notice Health Support
Services– Supply Chain.

has been designed for the prevention and management of pressure
injury. The system has been designed to offer a cost effective solution
suitable for home and community care settings.
2 Modes of operation – Complements prevention and treatment

During the 1-in-4 Active cell cycle the patient is supported on at least 75%
of the mattress surface at all times whilst the pressure on 25%
of the body is relieved. This provides a higher level of comfort and lower
average support pressures compared to 2 or 3 cell cycle systems, together
with increased patient compliance.
When in Continuous Low Pressure therapy mode pressure is equalized
within the cells, allowing greater immersion into the mattress surface and
optimum pressure distribution.
AUTO support feature automatically adjusts pressure within each of the
cells throughout the cycle so that support, posture and therapy are
constantly maintained at optimum levels, in response to patient weight,
movement and position. Equalization of cell pressure automatically takes
place at each stage of the cycle, again to ensure precise pressure and
therapy is applied.
Air cells feature ortho-differential support (ODS) which provides optimum
internal cell pressures for varying body weights and shapes, automatically

QUATTRO® THERAPY - clinically proven pressure relief, lower interface pressures and enhanced comfort During the
1-in-4 Active cell cycle the patient is supported on at least 75% of the mattress surface at all times whilst the pressure
on 25% of the body is relieved. This provides a higher level of comfort and lower average support pressures
compared to 2 or 3 cell cycle systems, together with increased patient compliance.
AUTOsupportTM - fully automatic pressure adjustment AUTOsupportTM feature automatically adjusts pressure within
each of the cells throughout the cycle so that support, posture and therapy are constantly maintained at optimum
levels, in response to patient weight, movement and position. Equalisation of cell pressure automatically takes place
at each stage of the cycle, again to ensure precise pressure and therapy is applied.

TISSUEgardTM air cell technology The unique patented TISSUEgard™ air cell design features a pleated surface
giving up to 15% additional support area, allowing the patient to immerse into the mattress, virtually eliminating lateral
tension in the mattress surface. This results in reduced pressures, shear and friction, the key contributory factors to
tissue damage, and alleviates the need for a dedicated heel zone.
ODSTM cell design for optimum patient support and security Air cells feature orthodifferential support (ODSTM) which
provides optimum internal cell pressures for varying body weights and shapes, automatically compensating for the
patient’s BMI. Narrower in the centre than at the outer edge, air cells feature in-built support pressure differential,
