National Enrolment Service (NES) Update One July 2015 Welcome to the first National Enrolment Service (NES) Update. Information and updates on NES can be found on the Ministry of Health website: www.health.govt.nz/our-work/primary-health-care/primaryhealth-care-subsidies-andservices/national-enrolment-service, including information on what NES key messages, frequently asked questions and answers (FAQs), the transition process to NES and what this means for PHOs and General Practice. In this update you will find: An overview of the NES roadshows Information on starting the transition to NES Details on future NES updates An overview of the NES Roadshows The roadshows were designed to introduce NES to the primary care sector. The roadshows were run during May and June 2015 across New Zealand and were attended by PHOs, General Practices and some DHBs. The implementation plan for NES was outlined in the presentations, including what will be involved during the gradual transition from 1 July 2015. After feedback from the roadshows, more information and training tools are being developed to support the sector in coming on board with NES. Starting the transition to NES Preparations for the transition to NES have gone well and we will continue to work closely with PHOs and general practices to coordinate the next steps. After 1 July 2015 PHO Champions to be identified and provided to the Ministry of Health contact primary_care@moh.govt.nz Beta testing and trialling NES in a few practice sites will commence shortly Participants in the trial practices will be required to upgrade their Patient Management Service (PMS) software. Vendors have indicated software updates and release notes are scheduled to be available late August 2015 Once these have been successful, there will be a phased roll out of NES from September 2015 National Enrolment Service (NES) Update One: July 2015 1 The June quarterly submission of registers will be used to initially populate NES with patient Enrolments to kick off data quality management, beta and pilot testing After July 2015 NES will not: Change the current CBF payments and processing until a high level of confidence in sector uptake and quality measures is achieved Change the quarterly register submissions. These will continue to be required right through the transition period until the final ‘go-live’ date, which is expected to be April 2016. The project team welcome questions about NES and will continue to update the FAQs which can be found on the Ministry of Health NES website: www.health.govt.nz/nes Next five important steps for PHOs and practices 1. Data cleansing at the practice level PHOs will receive exception reports securely from the Ministry Identity Team during July and will be encouraged to work with individual practices to support this data cleansing process. We will provide instruction and support on what specific action needs to be undertaken on: Missing or incorrect NHIs by practice HPI Organisation IDs (both at PHO and General Practice level) Success and failure reports within NES (exception reports) 2. HPI Organisational ID set up We will be working with all PHOs to assist in ensuring all Practices have an accurate HPI Organisation ID in place There are 3 HPI identifiers; organisation, facility and practitioner Ensuring the range of practice business structures are accurately identified with the correct HPI will mean that following the NES transition period, CBF payments will be made to reflect the Contracted Provider Agreements We will keep you updated on progress with HPI Organisation ID setups and we will be working with PHOs individually to support this process. 3. PMS development After August 2015 practices will need to complete a PMS version upgrade to enable the NES web based services PMS vendors are expected to release upgrades containing NES functionality after August 2015 Practices will be notified by their PMS software vendors when this is ready for installation, along with release notes Progress updates will be posted on the NES website. Access rights to use NES Designated NES users need to be set up with role-based access rights at the appropriate level (ie practice owner, or administration, PHO) as well as participate in training. Future NES updates will provide more information on: How the data cleansing is progressing in preparation for NES Progress on HPI Organisation structure set ups PMS software release of NES functionality Training and support for NES Responses to questions being asked by the sector.
