General Summary of Function/Purpose of Position This position has geographic responsibilities in the northern 2/3rds of the state where Forest Resources Division (FRD) is the lead land manager. This position primarily works with the Statewide Forest Marketing & Utilization Specialist, focusing on data collection, analysis, and dissemination of information to both internal staff and external stakeholders. The purpose of this position is to support sustainable forest management in Michigan and work with forest industry, landowners and DNR staff, looking for opportunities to support existing mills, and provide information that may aide in the establishment of other forest products related businesses. Promoting and educating people on the benefits of wood is also an important element of this position. Page 1 15. Duty 1 General Summary of Duty 1 Data collection, Analysis, and Reporting % of Time 50% Assists the Statewide Forest Marketing & Utilization Specialist to collect & analyze data, provide information and educational materials to staff, customers and stakeholders; with focus in the northern 2/3rds of the state. Individual tasks related to the duty. Collect data for the Timber Product Output Survey (TPO). Analyze Forest Inventory Analysis (FIA) data, along with DNR and other data sources, to assess timber resources at different scales and other analyses. Provide information as requested by forest products businesses, other state agencies (e.g. Michigan Department of Agriculture and Rural Development (MDARD), Michigan Economic Development Corporation), communities, and partners. Collect data and information that can be used for customers for expanding, developing or upgrading their operations. Provide updates to the Michigan Forest Products Industry Directory. Assist in collecting and analyzing data to measure success of the forest utilization and marketing program. Assist in collecting and analyzing data to measure success of Michigan’s forest products industries. Provide info to the Statewide Forest Marketing & Utilization Specialist for a semi-annual and/or quarterly newsletter. Duty 2 General Summary of Duty 2 Partnerships and Assistance % of Time 25% Individual tasks related to the duty. Assist partners with wood utilization and marketing strategies to mitigate the impacts of invasive species (e.g. Emerald Ash Borer and Beech Bark Disease). Assist communities and businesses with potential use of woody biomass for heat and energy. Distribute information about grant opportunities. Contribute to the development of promotional materials as a service to businesses and partners. Direct and coordinate regional marketing activities and policies to promote wood products in conjunction with the Statewide Forest Marketing & Utilization Specialist in Lansing. Make regular contact with mills in northern Michigan to keep staff and others updated on demand, standards, issues, etc. Set up tours and meetings to facilitate communications between the DNR and the forest products industry. Represent FRD on region specific internal and external multi-stakeholder teams, committees, and task forces as directed and provide expert consultation. Provide information about wood products, prices, availability and product uses to regional partners. Work with forest products industry and DNR staff to identify issues that limit removal of timber on state forest lands, such as access, operability, harvesting equipment, and technology. Explore and recommend solutions. Page 2 Duty 3 Training & Education General Summary of Duty 3 % of Time 15% Individual tasks related to the duty. Work with Statewide Forest Marketing & Utilization Specialist to determine regional wood utilization and marketing training topics and identify target audiences needing that training. Provide instruction to a variety of audiences and customer groups on needed subject matter (i.e. short courses and workshops on log and lumber grading, workplace safety, etc.). Participates in logger education, SFE/SFI training, and the Master Logger program. Work with partners to provide field demos for new technology or equipment. Promote sustainable forest management through educational materials, workshops, and field trips. Duty 4 General Summary of Duty 4 Other % of Time 10% Individual tasks related to the duty. Aides DNR staff and contractors with lowland harvesting opportunities. Provides technical expertise on harvesting technology; knowing what equipment is used and can be used in Michigan that is currently used elsewhere. Attend meetings with local government entities; attend forest industry conferences, etc. Attend continuing education workshops. Page 3 16. Collect data for the Timber Product Output report, particularly in the northern 2/3rds of the state. Analyze forest data, mostly Forest Inventory Analysis (FIA) data. Assess timber markets, timber supply and other variables in northern Michigan, for the purpose of finding opportunities to improve or expand the industry. Understand the forest products industry; operations, issues, current specifications & needs for stumpage quantity and quality. Communicate effectively with DNR staff, industry representatives, and other agencies; helping to build stronger relationships. New position. 25. What is the function of the work area and how does this position fit into that function? FRD is the lead in Michigan for forestry related matters. The emphasis for FRD is managing state forest land. The state provides considerable timber that provides raw material for the forest products industry. We are also the agency that people go to for information on timber data, existing mills, and loggers. The DNR has extensive digital mapping information as well. This position will help update data, perform analysis and work with industry and other agencies to supply information necessary to maintain and expand the forest products industry in northern Michigan. This position will be the conduit between DNR staff and the industry. Page 5 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a Bachelor of Science in Forestry or forest management. EXPERIENCE: Three years of professional experience equivalent to a Forester, including one year equivalent to a Forester P11. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of forestry principles and timber management. Knowledge of forest inventory and other databases. Experience with data analysis and GIS analyses. Knowledge of timber markets and associated forest industries. Ability to communicate effectively with others and to maintain favorable internal and external relationships. Ability to get along well with all types of people. Ability to work independently and as part of a team. Can use GPS units. Familiar with Microsoft software. Familiar with timber harvesting operations.
