KILTARLITY COMMUNITY COUNCIL
Minutes of Meeting held on 15th August 2013. The Meeting started at 7.30 pm and ended at 9.20pm.
Present: Norman Grant (Chairman), Dorothy Ward (Treasurer), Carol Hooper (Secretary), Eunice Ramsden, Ron MacLean, Cllr
Margaret Davidson and 2 members of the public.
Apologies: Sandra Johansen, Hamish MacLennan, Cllr Helen Carmichael (who had hoped to attend following another
commitment). Hugh Oliver did not attend the meeting.
ACTION
1.
WELCOME TO THE MEETING
The Chairman welcomed everyone to the meeting, and the above apologies were noted.
2.
POLICE LIAISON
PS Gregor Hay was in attendance and reported on the following: Road Safety – one road traffic collision within the beat resulted in a driver being reported for Careless
Driving.
Another incident resulted in a driver being charged with Dangerous Driving. Officers also charged one driver
with Drink Driving. Seven drivers were reported for speeding and two for failing to wear their seatbelts.
 Antisocial Behaviour – The damage sustained to the Bus Shelter in Kiltarlity resulted in the culprit being
charged.
 Alcohol Abuse – No incidents were highlighted in the Kiltarlity area in relation to alcohol abuse. However,
the Belladrum Music Festival accounted for a notable number of illegal drug seizures.
 Theft and Poaching – no incidents of theft or poaching were highlighted within the review period.
 PS Hay wished it to be known that as of tomorrow, Friday 16th August 2013, Road Traffic Fixed Penalty
notices will rise considerably with regards to the fines, an example being that a speeding offence will rise
from £60 to £100, the same applies to the non-wearing of seatbelts and a host of other traffic offences.
It had been recorded in the Press and Journal of 13th August, that an abandoned static caravan/mobile home
had been left at the Black Burn corner in the entrance to the Pole’s Camp road. PS Hay said that
arrangements had been made with a local resident, Willie Matheson, to remove this on Friday 16th August
2013, and return it to its rightful owner. Floris Greenlaw asked that the post be left in situ for the walk sign
below Teanacoil to be re-erected, the sign currently being in Floris’s possession.
Norman Grant said that the 101 Number was not being answered. He had phoned 101 at 1930hrs on 3rd
August 2013, and after waiting ten minutes for the phone to be answered, he gave up and trawled the
internet finding and using the old 715555 number instead. PS Hay said that he would report this issue.

MINUTES OF THE MEETING HELD ON 16TH MAY 2013
The Minutes of the above meeting were read and agreed, subject to the following amendment:Date of Next Meeting should have read “Thursday 20th June 2013” followed by “there will not be a July
meeting of the Kiltarlity Community Council, the next Meeting being on 15th August 2013 at 7.30 pm in
Kiltarlity Village Hall.”

MATTERS ARISING FROM THE ABOVE MINUTES NOT COVERED IN THE MAIN AGENDA
 Boundaries Commission Update
Ron MacLean said that the Boundaries Commission proposals have currently been shelved. Meanwhile,
Hamish MacLennan is preparing a large scaled map of the proposed new Kiltarlity/Kirkhill boundaries at
Cabrich.

 The Community Payback Scheme
Members noted that this Scheme was proving successful and the results could be seen on the village green
where 2 bench tables/seats (picnic seating) had been made and erected. A request had been received from
Ann MacLean for a further 2 to be supplied at a cost of £70.00 each. Members agreed to this request and
Ann MacLean and Sandra Johansen will contact Cluny Revel and arrange for these to be made. It was agreed Sandra

that this item could now be removed from the Agenda.
 Mailbox at Hughton
Ron MacLean reported that Royal Mail had acknowledged his letter regarding the removal of this mailbox,
but no further communication had been received. Ron will follow-up with a further letter.

 Notice Boards
Planning permission is still awaited for the erection of these two new notice boards. A charge will be incurred Hamish

for 50% of the planning costs which is to be met by Kiltarlity Community Council.
 Glenurquhart Centre
It was agreed that Dorothy Ward would write inviting members from Glenurquhart Centre to attend the
September meeting of Kiltarlity CC.

 Kiltarlity War Memorial
Norman Grant will contact Emma Nelson of the War Memorial Trust, a national charity dedicated to the
protection and conservation of war memorial heritage, based in London. The Trust had been contacted by a
member of the public expressing concern about the present condition of the War Memorial in Kiltarlity.

 Suggestion of a Doctor’s Surgery in Kiltarlity
Dorothy Ward had written to both Aird and Croyard Road Medical Practices to seek their views on the
possibility of a Doctor’s Surgery in Kiltarlity, but there had been no uptake on this suggestion. The Secretary
had drafted a letter to Mr Jean-Pierre Sieczkarek, Area Manager, NHS Highland, setting out the Community
Council’s views regarding the need for a surgery in Kiltarlity.

Concern was registered that during week-days there were no buses from Beauly to Kiltarlity after 11.30 am.
Anyone attending for a doctor’s appointment, say 10.30am, if the doctor was running late, they could miss
the 11.30am bus home to Kiltarlity, their only means being by taxi or arranging a lift. Cllr Margaret Davidson
undertook to check upon the daily bus times from Beauly to Kiltarlity.

 The matter was raised regarding the appointment booking system within Croyard Road Surgery. The
Secretary will write to the Practice Manager outlining the raised concerns.
 Cllr Margaret Davidson advised that the supply of an additional grit box for Allarburn Park had now been
overtaken by the information received from Highland Council on “Winter Resilience – Aid to Communities”
(reported in these August minutes under AOCB.)
 Cllr Margaret Davidson reported that the following matters had been reported to TECS Department for
attention: Cutting back of trees in Allarburn Place.
 Loose stones from Joe Gibbs’ wall falling on to the Beauly/Drumnadrochit Road. (This has been rectified.)
 Inadequate lighting down School Road, Kiltarlity.
 The use of ground in front of 1/2 Pine Road. (This has been rectified)

The Chairman thanked Margaret Davidson for the Garden Waste Service which was being used by Kiltarlity
residents.
5.
BEAULY/DENNY LINE
It was reported in the Inverness Courier on Friday, 9th August 2013, that noise experts are carrying out tests
near the newly expanded sub-station for the Beauly-Denny power line, following complaints from Kilmorack
residents of loud, continuous humming. Developer SSE “ have arranged for a specialist consultant to carry
out some noise monitoring. They are in the process of analysing the data and early results are expected very
soon. “ It was agreed that Kiltarlity CC would assist Kilmorack CC in any way possible.
6.
INNER MORAY FIRTH LOCAL DEVELOPMENT PLAN
The Highland Council has published a summary of comments received during a consultation on the Inner
Moray Firth Local Development Plan Main Issues Report undertaken in Summer 2012. The Council received
comments from around 900 individuals, groups and organisations. These have been summarized and are

The comments are helping the council to prepare the next stage of the Inner Moray Firth Local Development
Plan, known as the Proposed Plan, which they intend to publish for consultation in Autumn 2013.

DRUIM BA WINDFARM PROJECT
Scottish Government has finally said “No” to this project. It was agreed that this item should now be
removed from the Agenda.
8.
FAIRBURN EXTENSION – ORRIN WIND FARM
Information had been received from Mr John Graham, Kilmorack CC, regarding the new Orrin Wind Farm
proposal. The visual impact maps affect much of Glen Convinth and Cragganvallie. However, following
on from Kiltarlity CC involvement with the Beauly/Denny powerline it was agreed to keep the Orrin Wind
Farm project in abeyance, but be mindful of any support that Kilmorack CC might require.
9.
KILTARLITY BIOMASS DISTRICT HEATING SCHEME
Cllr Margaret Davidson had been in contact with Martin Bell, following his presentation on the Biomass
District Heating Scheme, and she agreed to contact him to arrange a Public Meeting, details of which Ron
MacLean would include in the forthcoming issue of the Kiltarlity News.

FUNDING FOR THE ARCHAEOLOGY EXTENSION
Ron MacLean reported that there is a funding shortfall of £635.00 with regard to the Archaeology Extension
and asked if Kiltarlity CC would agree to underwrite this amount. Members agreed to underwrite the
£635.00. Ron had approached the Co-Operative for funding, but they had declined, and Norman Grant was
currently awaiting confirmation from British Telecomm as to whether they would be able to assist with
funding.
GREEN DOGS WALKER SCHEME
An email had been received from John Graham, Kilmorack Community Council, regarding the issue of dog
fouling in our respective communities. Mandy MacLeman of the Highland Council is running the Green
Dog Walkers Scheme and Kilmorack CC have approached Teanassie School who are interested in becoming
involved. Tomnacross School may also be interested in the scheme, and it is proposed to invite Mandy
MacLeman to attend a future Kiltarlity CC meeting. Ron MacLean will include the date in the next Kiltarlity
News to give as wide notice as possible, and Carol Hooper will write to Tomnacross School to gauge their
interest in possible participation.
TREASURER’S REPORT
The Treasurer reported that there was a figure of £8,456.16 Credit (which included the Highland Council
annual grant of £1,177.76) and consisted of various accounts, of which the KCC balance amounts to
£3,060.04.

Floris Greenlaw reported on Planning Application 13/01642/FUL: Formation of New Forestry Track for Lovat
Estates: Location 500m North East of Eskadale. This application had been granted, but with delegated
powers in that the extraction of timber would be via the Hughton to Eskadale Road and not by way of the
Kinerras Road through Culburnie.

ANY OTHER COMPETENT BUSINESS
 Police Scotland – Review of Traffic Warden Provision and Public Service and Opening Hours at Police
Offices
A letter had been received dated 28th June 2013 from Julian Innes, Divisional Commander, advising that with
the transition to Police Scotland, it was imperative that they critically examined all their processes to ensure
that the best use of resources were being made to focus on keeping people safe. With this in mind, the
Chief Constable had commissioned a Review of the Traffic Warden Service Provision throughout Scotland.
He had also commissioned a Review of the level of public service that occurs at police offices and to
determine the most efficient opening times to the public and the services provided. Policing continued to
face unprecedented financial challenges over the coming months and years with a requirement to find
savings and provide best value for public services.
In an increasingly challenging financial climate, and the need to make best use of Police Scotland staff, it is
now prudent to examine the aspect of service delivery to the public and Police Scotland are keen to work
with Community Councils and colleagues to best understand the demands within communities and to design

the best fit for individual areas. Norman Grant will take some ideas forward in this regard.
 Aird & Loch Ness Ward Forums
A letter had been received from Charles Stephen, Ward Manager, Highland Council dated 31st July 2013,
inviting Community Councillors to attend the Aird & Loch Ness Ward Forum to be held as follows:Tuesday 10th September 2013 at 6.30pm for 7.00pm start at the Stratherrick Hall, Gorthleck.
Tuesday 17th September 2013, at 6.30pm for 7.00pm start at the Phipps Hall, Beauly.
The theme of the Forums will be Police and Fire Services. Presentations will be made by representatives
from Police Scotland and from the Scottish Fire & Rescue Service.
The Forum will be convened by the Council, will last for about one and a half hours and will provide an
opportunity for members of the public to ask questions about any matter during a 20 minute session at the
end of the meeting. The joint police and fire & rescue plan consultations at all Ward Forums across Highland
between September and October will provide an opportunity for elected councilors and communities to
influence the future policing and fire & rescue priorities for their local area over the next few years.
 A Notice had been received advertising The City of Inverness – Kirking of The Council on Sunday, 8th
September 2013. This is a significant annual event in the life of the City of Inverness, rooted in a tradition
dating back some 400 years. This consists of a procession of Councillors, guests and officials together with
pipe bands and young people from youth organisations taking the following route:

After the service the procession will return to the Town House
 A Notice had been received, calling all Senior Citizens over 70 years to come and enjoy afternoon tea and
good craic in Kiltarlity Village Hall on Tuesday, 10th September 2013, 2.30 pm – 4.00 pm Cost £1.00.

 OAP’s Christmas Party – December 2013
This was briefly discussed in the light of Brockies Lodge being on the market. It was agreed that Dorothy
Ward would ascertain a figure for a luncheon.

 Proposed place name book
Ron MacLean explained that following a survey of local place names carried out some years ago by University
of St Andrews academics, to whom he had given some assistance, a website had been produced containing
information on about 500 place names from the three former parishes of Kiltarlity, Kilmorack and Kirkhill. It
was now hoped to publish the material in book form to make it more accessible locally and elsewhere and
steps were now being taken to achieve this. While no direct funding was being sought from CCs, applications
for funding would be helped if they were made on behalf not just of Kiltarlity CC but also of the other CCs in
the study area – Beauly, Kilmorack and Kirkhill. He was therefore asking for the support of Kiltarlity CC for the
venture and for approval to approach the other CCs on behalf of Kiltarlity CC asking for their support and
willingness to be associated along with Kiltarlity with the necessary funding applications.
The members agreed to this request and some suggestions were made regarding funding applications.
 A letter had been received from Neil Gillies, Director of Transport, Environmental and Community Services,
Highland Council, dated 12th August 2013, entitled “Winter Resilience – Aid to Communities.” The Highland
Council advise that assistance will be available to any communities who wish to help clear snow and ice from
local footpaths. Any communities wishing to take up the offer will be provided with snow shovels and snow
pushers, gloves and high-visibility vests. Volunteers who have pre-registered through their Community
Council will be given health and safety advice and the Council will provide both public liability and personal
injury insurance. The Council will also need to know the best location for grit bins and heaps of salt for the
volunteers to use on the footpaths and for these to be identified. The Deadline for applications is 31st
August 2013. Carol Hooper will advertise this locally in the Kiltarlity Post Office and place a deadline of 28th
August 2013 for feed-back.

DATE OF NEXT MEETING
The next Kiltarlity Community Council Meeting will be held on Thursday, 19th September 2013, at 7.30pm in
Kiltarlity Village Hall.
