SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE TITLE: Logistic Manager TEAM/PROGRAM: Logistic Department GRADE: TBC LOCATION: Philippines, Estancia CONTRACT LENGTH: 6 months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Logistic Manager will offer leadership, management and coaching to the logistics staff at the Estancia field office. He/she will ensure compliance with the organisation’s policies and procedures, implementation of internal and external logistics requirements and offer training to both logistics and non-logistics staff. The role holder will coordinate closely with the Head of Logistics on the national supply chain infrastructure particularly the procurement and warehousing hubs. He/she will also liaise closely with the Distribution Manager and Infrastructure Manager (i.e. construction/rehabilitation). SCOPE OF ROLE: Reports to: Operations Manager, Estancia Dimensions: Save the Children has been working in the Philippines since 1981 with long-term programs in Manila, Bulacan, Aurora, Bopha. In the aftermath of typhoon Haiyan (locally known as Yolanda) which slammed into central Philippines on 8th November 2013, further emergency operational bases were set up in Estancia, Ormoc and Estancia. Across 7 operational locations there is over 70 logistic staff (not including drivers and security guards) supporting the implementation of numerous projects under the thematic sectors of Health, Nutrition, WASH, Child Protection, Education and Food Security and Livelihoods (FSL). The total committed funding is currently USD 55 million with a target of USD 100 million over 3 years. Number of direct reports: Supply Chain Coordinator, Fleet/Transport Officer, Logistic Officer plus other positions such as Warehouse and Asset/Inventory. KEY AREAS OF ACCOUNTABILITY: Leadership and Team Management Ensure effective coordination, regular communication and understanding within the logistics department and with the other departments and provide support, advice and mentoring; Ensure regular and informative updates to the Head of Logistics in the country office; Representing the principles and work of Save the Children to donors, United Nations, NGO’s and INGO’s, government, media and other stakeholders when required; Ensure the practical and effective implementation of the country security guidelines; Complying with and promoting all Save the Children global policies on Child Safeguarding, Whistle Blowing, Fraud, and Health and Safety Assessment & Planning Provide joint support to programs for operational assessments when needed; Contribute to proposals and budgets as part of the Award Management process; Contribute to emergency preparedness planning for future humanitarian interventions; Develop a consolidated procurement plan from each plan submitted per Award Logistics Systems and Procedures Ensure all systems and procedures for Procurement, Warehousing & Stock Management, Fleet, Assets/Inventory are implemented and comply with Save the Children Operations Quality Framework and donor regulations; Ensure the Country Logistics Manual, Scheme of Delegation and Procurement Thresholds are understood and complied with; 22 APRIL 2014 SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE Regularly monitor control mechanisms and key performance metrics of each logistics function and report and recommend improvements where necessary; Ensure systems are in place to monitor pipeline and procurement expenditure on a monthly basis and finance monthly payment projections; Support the implementation of internal and external audit recommendations; Review and verify local logistics trackers and reports according to schedule and submit to Head of Logistics; Supply Chain Management With the support of the Head of Logistics, support the Supply Chain Efficiencies project team to analyse and develop a national supply chain plan; Work with programs to have procurement plans per award and hence develop strategic Framework (or long-term) Agreements (FWA) with suppliers based; Maintain price list and supplier database; conduct market survey’s to ensure value for money and also pre-qualification to define approved suppliers of high quality goods/services; Ensure warehouse hubs are correctly located, sized, budgeted and managed to ensure cost effective stock delivery and storage; Manage the transportation vehicles and routes and ensure the fleet of SC vehicles is fit for purpose and safe and maintained in good working condition; Ensure distributions are planned with programs in a timely manner and are implemented safely with adequate transport, stock and staff and documentation and reporting is completed on time Human Resources and Learning & Development Develop the capacity of the logistics team by overseeing assessment of staffing capacity, identifying new posts, designing attractive and realistic job specifications, conducting recruitment and appraisals, and offering general management support in effective team-building Based on the joint country strategic plan, supply chain plan and operational plans ensure that the logistics structure and staff are appropriate; including a 3-6 month plan to phase out initial international emergency surge support; Define clear roles and responsibilities of each logistics staff members; Conduct general logistics orientation to all staff to ensure key standards and procedures are followed; Identify needs for essential logistics capacity-building skills and conduct logistics training accordingly BEHAVIOURS (Values in Practice) Accountability: holds self accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved. Integrity: honest, encourages openness and transparency; demonstrates highest levels of integrity 22 APRIL 2014 SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE QUALIFICATIONS AND EXPERIENCE Essential 3-5 years relevant experience of procurement management, warehousing and stock control, goods distribution, and transportation and vehicle fleet management in large international nongovernmental organisation or other international relief/development body and in emergency response/humanitarian environments; Experience of developing a local supply chain to support different types of programmes, and coordinating resources to meet the programme objectives Previous experience of managing and developing a large team and the ability to lead, motivate and develop others; Proven track-record in managing and supervising others in logistics; Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans; Sound knowledge of budgeting and financial management; Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results; Experience of NGO emergency program management, and with experience of working within a complex and matrix organisation structure; Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management; Ability to synthesize and analyse information and make clear, informed decisions; Excellent interpersonal, communication and presentation skills; Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches; Fluency in written and spoken English Desirable Higher education degree in logistics or equivalent/similar technical discipline; Humanitarian working experience in Philippines or Asia region; Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies; Technical experience/knowledge in specific types of humanitarian intervention e.g. Child protection, Education, construction Date of issue: 22/04/2014 22 APRIL 2014 Author: Sean Rafter, Head of Logistics Asia
