University of Texas at San Antonio Higher Education Incentive Funding University of Texas at San Antonio Higher Education Incentive Funding Higher Education Incentive Funding – Texas Competitive Knowledge Fund – Research Development Fund – Professional Nursing Shortage Reduction Program – Higher Education Performance Incentive Initiative University of Texas at San Antonio Higher Education Incentive Funding Higher Education Performance Incentive Initiative – The 80th Texas Legislature set aside $100 million in the General Appropriations Act to fund a Performance Incentive Initiative – Authorized a portion of the funds to be used for scholarships for Texas high school students who graduated in the top 10% of their class – Restricted the funding to Fiscal Year 2009 University of Texas at San Antonio Higher Education Incentive Funding – Charged the Texas Higher Education Coordinating Board (THECB), along with the Governor’s Office, to develop a method for allocating the funds To that end the Governor established the Task Force on Higher Education Incentive Funding. University of Texas at San Antonio Higher Education Incentive Funding The Governor charged the Task Force with recommending ways to: – structure higher education funding to reward student learning and institutional outcomes that are aligned with state and regional priorities – establish a system of incentive funding for all public institutions of higher education for consideration by the Texas Legislature during the 81st session. University of Texas at San Antonio Higher Education Incentive Funding Recommendations developed by the Task Force – Assumed $80 million for incentives and $20 million for the top 10% scholarships – Applied the following performance measures for allocating the incentive funds: Number of degrees produced weighted for critical fields and at-risk students ($40M) Percentage improvement in number of degrees produced, also weighted for critical fields and at-risk students ($40M).
