TANGENTYERE COUNCIL POSITION DESCRIPTION Position Title Activity Leader- Women’s Craft Division TES Classification 5.1 Job Holder Prepared By Matthew Ellem Staff Reporting to Position Date 23/02/2016 Activity Support Person (Client Liaison Officer) (CLO) 1. Position Summary Tangentyere Employment Service (TES) delivers the Community Development Program (CDP) for Alice Springs Town Campers, outstations in the region and Amoonguna. CDP incorporates services previously delivered under the Remote Jobs in Community Program (RJCP), Job Services Australia (JSA), the Community Development and Employment Program (CDEP), the Indigenous Employment Program (IEP) and the Disability Employment Service (DES). The Activity Leader works within a team of specialised Activity Leaders, and is responsible for the quality and effective delivery of Work Preparation Activities. The activities are designed under the leadership of the Tangentyere Employment Service Manager and Team Leaders and in consultation with the Employment Consultant Team Leader and individual Employment Consultants. The Women’s Craft Activity is currently based at St Mary’s precinct and is designed to prepare women of all ages for sustainable employment through training, work experience, literacy and numeracy support, and personal development workshops. This is an ongoing program that also focuses on the goal of social inclusion,, independence, confidence building, working as a team, enhancing positive life skills and ultimately Empowerment. Participants learn a range of crafts including painting, sewing, loom weaving, beading, screen-printing and book making in a supportive environment. An Enterprise component is also embedded into the activity to further consolidate the literacy and numeracy components. A key responsibility of the Activity Leader is to ensure that all activities are designed and delivered in such a way as to enhance participants’ employability skills, and while the successful completion of each activity is important, the focus of the TES CDP Activities Program is for participants to develop skills and to overcome the substantial barriers to sustainable employment. 2. Major Accountabilities ACCOUNTABILITIES 1. Transport Participants to and from activities Create and maintain good communication and relationships with each participant Ensure assigned team arrives at activities and at work-sites punctually Maintain records of attendance 2. Implement project plans for activities that develop employability skills Monitor participation, engagement and achievement of participants in activities Identify and proactively plan work in consultation with the Tangentyere Employment Service Manager and Team Leaders Ensure teams are aware of planned activities and tasks Work with identified RTO’s and other service providers, incorporating their programs into activities as required Work with the Tangentyere Employment Service Manager and Team Leaders to identify strategies to improve the effectiveness of Work Preparation Activities 3. Develop Participant capacity in terms of Employability Skills Provide supervision, training, guidance and support to Participants Employability Skills are integrated into and emphasized in daily work tasks Work closely with Mentoring Officer to identify Participant issues and weaknesses Work with Mentoring Officer and the Tangentyere Employment Service Manager and Team Leaders to develop and implement strategies to overcome identified issues Communicate participant engagement, progress and issues to relative Employment Consultant 4. Adhere to Tangentyere Council Occupational Health and Safety policies and procedures Ensure Participants are trained in relevant OHS policies and procedures for activities being performed and equipment being used Monitor participants to ensure safe practices are being followed PERFORMANCE INDICATORS Effective communication from Participants regarding validity of non-attendance. Team is punctual Daily records of attendance are maintained Team perform work to schedule Daily safety and work schedule meetings are held prior to commencing work Weekly activity plans are completed the week prior to carrying out services & projects Weekly reports, verbal or written on service delivery are received by Activity Development Officer Reports on individual participation, engagement and progress presented to Employment Consultants Materials and resources required for scheduled work are identified and quotes sourced and given to the Tangentyere Employment Service Manager and Team Leaders Has a thorough understanding of Employability Skills Framework Employability Skills incorporated in daily work activities Strategies to overcome barriers are developed and implemented Individual barriers to participation, engagement and progress discussed with Employment Consultants Participants receive Occupational Health and Safety Induction and training Daily safety and work schedule meetings are held prior to commencing work Protective Personal Equipment is used by participants 5. Ensure all vehicles and equipment are maintained and housed in accordance with organisational policy Regularly inspect and report any damage to vehicles and equipment in accordance with Tangentyere policy Clean and maintain vehicles and equipment on a regular basis. Identify when stock is low and inform the Tangentyere Employment Service Manager and Team Leaders Track resources and equipment used All activities are delivered in accordance with Tangentyere’s OHS policies and procedures and meet all relevant legislative standard Weekly vehicle checks are carried out All tools, equipment and resources are properly housed and maintained in accordance with organisational and OHS policies Problems with equipment and related OHS issues are raised with the Tangentyere Employment Service Manager and Team Leaders All tools, equipment and resources are ordered and available as required 4. Relationships Internal The role will liaise with a number of internal departments, including: Town Camp Community Centres Access to Education Tangentyere Women’s Safety Group Social Services External Support Services (eg Congress, Alukura, etc) Registered Training Organisations- eg- CAT, AID, Bachelor Community Service Organisations- 5. Qualifications and Selection Criteria Essential: 1. Experience and demonstrated ability to work with and achieve positive outcomes with Indigenous Women 2. An understanding of the issues impacting on Indigenous Women in Alice Springs. 3. Experience with a broad range of craft-making and ability to pass on knowledge. 4. Good knowledge of Australian Government Employment Services in general and broad knowledge of the Community Development Program (CDP ) 5. An understanding of the barriers to employment and the effects of unemployment on clients and an understanding of Aboriginal cultural issues in Alice Springs 6. Understanding of adult learning and development principles, the Employability Skills Framework and a demonstrated ability to develop and implement structured group activities 7. Well developed PC skills and capacity to record services in Employment Services IT systems 8. Ability to work constructively with employers, registered training organisations, community services and other stakeholders to increase opportunities for job seekers 9.
